INTRODUCTION

The Association of Southeast Asian Nations
Established on 8 August 1967
Member Countries: Brunei Darussalam, Cambodia,Indonesia, Lao PDR, Malaysia, Myanmar,Philippines, Singapore, Thailand, and Vietnam
+3 Member Countries: China, Japan, ROK
ACE at a Glance
ASEAN Centre for Energy (ACE)
Established on January 1st, 1999
Inter-Governmental Organization, guided by aGoverning Council composed of SOE Leaders of the10 ASEAN Member Countries
Technical catalyst for economic growth anddevelopment of ASEAN by initiating, coordinating,facilitating and disseminating all energy activities tothe region and the rest of the world
Oil Stockpiling Roadmap
Roadmap
Basis : Joint Declaration of the 5th AMEM+3, held inBangkok, Thailand on 7th of August 2008
Approved at the 9th SOME+3 and 7th AMEM+3 heldin Da Lat Viet Nam, July 2010
Recognized the necessity of oil stockpiling initiativesin the light of persistent risks of supply disruptionsand highly volatile oil market
Facilitate and encourage all member states tofurther improve oil stockpiling initiatives
Working Group: ASEAN+3, ACE&JOGMEC
Principles
Based on 4 principles:
1) voluntary and non-binding,
2) mutual benefits,
3) mutual respect and respect for bilateral andregional cooperation, and
4) step-by-step approach with long-termperspectives
Situation
Some ASEAN Member Countries have planned theirOSRM concrete target. However, others are still onthe initiation phase.
+3 Member Countries, specifically Japan and Korea,have already in place an OSP system for long time

A common understanding on the needs and benefitof Oil Stockpiling Roadmap development
Due to differences in economic levels, it is notpossible to make an Oil Stockpiling Roadmap with aconcrete targets for all ASEAN+3 Member Countriesat this moment as desired
But, it’s expected that by 2020 every countryASEAN+3 members has a common best-practices toexecute effective ways in the ultimate strong hold ofenergy security
Way Forward
1. Continues to study the development of an OSRM byfollowing the same 4 principles and methodology
2. Proposed activities to follow up in years 2010-2011and beyond i.e:
• Collecting annual information on the progress ofeach country’s oil stockpiling activities
• Workshops to promote the implementation ofeach ASEAN Member Country’s OSRM
• Implementation of joint project with IEA

IEEJ Manage the APEC JODI Database includingASEAN-7
CLM countries were encourage to provide JODI data
IEEJ developed a web site for retrieving JODI data inASEAN including Myanmar and China, Japan andKorea
ACE put an entry icon to link to this web site
Oil Price Database
Format was developed in 2005 by ACE and IEEJ
Data Collection:
• Standardize template of Oil Price ReportingFormat
• Distribute to ASEAN+3 member countriesthrough two channels, one is use of officialformat and other is any prices by e-mail
• Send to ACE on monthly basis
