Established in 1967, the Japan Automobile Manufacturers Association, Inc. (JAMA) is a non-profit industry association currently composed of fourteen passenger car, truck, bus, and motorcycle manufacturers.

Auto manufacturing contributes significantly to local and national economies around the world. As automobiles and transport continue to ever-more strongly influence the world we live in, JAMA has rededicated itself to increased environmental protection, greater road safety, and the global enhancement of the international business environment.

Objectives

To promote the sound development of the automobile industry and contribute to enhanced social and economic welfare.

Activities

• Conductsstudiesandsurveysrelatedtoautomobileproduction, distribution, trade and use.

•Promotesbroaderunderstandingofautomobileproduction-related issues, and helps establish policies for the development, improvement and wider promotion of related technologies.

•Establishesandpromotespoliciesrelatedtoautomobiletrade and international exchange.

Ever since ASEAN Japanese automobile production began more than a half century ago, JAMA member companies have been consistently expanding local production, transferring technology, procuring ever-greater numbers of locally-produced parts, and cooperating closely with their ASEANpartners in order to develop key human resources.

InASEANin2018:- JAMA members operated 104 factories and facilities within

the region.- JAMA members sold 3.03 million units, accounting for 85% oftotalASEANsales.

- Annual production totaled 3.88 million units, of which 0.94 million were exported globally.

- JAMA members directly employed nearly 159,000 personnel.

JAMA and its member companies continue to provide strong and sustained support for the global competitiveness of the ASEANauto industryandareworking tosupport—throughtheachievement of greater safety and environmental protection goals,amongothers—trulysustainabledevelopment.

Inorder to reduceCO2emissionsandenhanceenergysecurity,ASEANcountrieshavebeenpromotingnext-generationvehiclesincluding hybrid, plug-in hybrid, electric, and other new-energy offerings. They also recognize the importance of efforts supporting future mobility, including connectivity and autonomous, shared & service,andelectricvehicles(CASE).JAMAwarmlysupportstheseefforts and continues to share relevant knowledge and experience in coordination with the Japanese government.

About JAMA

On the technical front, JAMA continues to work closely with the ASEANAutomotiveFederation(AAF)insupportofearlyadoptionof the ASEAN Mutual Recognition Arrangement (MRA) forautomotivetechnicalregulations(basedonUNregulationsunderthe 1958 Agreement).

Beyond production and sales, Japanese automakers continue to strongly support corporate social responsibility (CSR) effortsfurthering good corporate citizenship throughout the region. As but a few examples, JAMA members undertook tree planting activities facilitating forest conservation and environmental protection and organized road safety campaigns. In recognition of the critical role played by education within communities, JAMA members developed educational aid programs and donated vehicles in support of learning objectives in vocational schools.

As a tool for creating sustainable regional growth, JAMA has endorsed the ASEAN-centered Regional ComprehensiveEconomic Partnership (RCEP) economic integration agreement.RCEP will affect nearly half the world’s population (3.4 billionpeople)andalmostonethirdoftheworld’stotalGDP(20trilliondollars). Given the size and scope of participation, significantbenefits are expected.

Deeply grounded in a history of cooperation with local partners spanning half a century, JAMA and its member companies are proud to continue their tireless efforts to further strengthen relationships throughout the region, driving growth hand in hand towards ever-greater mutual development over the half century to come.

In support of further development of the auto industry, JAMA has worked to support the harmonization of technical regulationsandMRAundertheUnitedNations WP29 1958 Agreement,the only international agreement providing a legal basis for vehicles, componentsandsystems.UnderMRA,contracting parties agree to mutually recognize each other’s approvalswithout the need for re-certification.

Over the past decade, JAMA has dedicated significant amounts of effort to supporting the 1958 Agreement. In recent years, and in concert with the Japanese Government, JAMAsuccessfully advocated for the International Whole Vehicle TypeApproval (IWVTA) system at the UN/WP29,whichwasadoptedin2017andimplementedin2019asUNRegulationNo.0 (UNR0) within the framework ofrevision3ofthe1958Agreement.

andintroducedtheASEANConsultativeCommitteeforStandardsandQuality(ACCSQ).ProgresstowardstheASEANmutual recognition arrangement (MRA) on Type Approval of Automotive Products was also highlighted, withfinalizationexpected in2019.JAMApresentedon itsactiverole inworldwideregulatoryharmonization, includinginputstotheWP29(WorldForumforHarmonizationofVehicleRegulations)viaMLIT/JASICandtheOICATechnicalCommittee.JAMAreaffirmeditscontinuedsupportofAMSmembersviatheAAFinviewofASEANMRAfinalizationandadoptionoftheUnitedNationsRegulations.

Afurtherkeyfocusareainvolvedelectrifiedvehicles(BEV,PHEV,HEV,andFCEV).InhopesofreducingCO2emissionsandenhancingenergy security,multipleASEAN countries continue to expressgrowing interest in these vehicles,andThailandandIndonesiahaveintroducednotableprogramsand/orincentivesintendedtopromotetheirwideradoption.TheMeetingsoughttorecognizeAMSs’continuedsupportfortransformativevehicleelectrificationeffortsandthetimelyadoptionofothertechnologiesinsupportofUNregulationsandinternationalstandardscompliance.

The meeting also addressed the future of the automobile industry. METI presented on trends including connectivity, autonomous,andshared,serviceandelectric(CASE)aspromisingelementscapableofdrivingrealchange.Automateddriving systems capable of delivering high efficiency and reduced labor costs were highlighted, and the Meeting recognizedthecriticalroleofongoingcollaborationbetweenAMS/Japanesegovernmentandindustryindeliveringthe futureofmobility.As always,AMEICCWGAI attendeeswill continue towork together to share information insupport of enhanced collaboration.

ThenextAMEICC-WGAImeetingisexpectedtotakeplaceduringthefourthquarterof2019.

Over the past decade, ASEAN has been advancing steadily towards a region-wide technical regulationsMRA forvehiclecomponentsandsystems.Inthis,JAMAhasworkedcloselyside-by-sidewithASEANdecisionmakers,lendingsignificantsupport.Formorethan10years,JAMAexpertsinvehicletypeapproval,regulations,safetypolicies,fuels,andotherareas,across its14manufacturingmembers,haveworkeddiligentlytosharetheirwealthofknowledgeandexperiencewiththeirASEANcounterparts.

JAMA’ssteadfastcommitmenttoASEANoverthepastdecadecanbewitnessedinpartvia itsparticipation inandorganizationofmultipleannualgatherings,includingAAF/TC3-JAMA1,JASICASIAGovernmentandIndustry2,ACCSQ-APWG3,andAMEICC-WGAI.

In order to help accelerate technical harmonization and promote further awareness of the IWVTAwithin ASEAN,JAMAestablishedtheIndustryForumofSouthEastAsia(ISEA)in2015.TheForum’sfourthmeeting(4thISEA)washeldinChiangRai,ThailandinDecember2018.Duringthemeeting,industrystakeholdersexpressedthat,inPhase1,theywerehopefulthat10outofatotalof19MRApriorityregulationswouldbeimplementedassoonaspossible.Theremaining 9 regulations are expected to be harmonized once timelines have been agreed to by government officials.

During the meeting, MRA vehicle type definitions, test report formats, and worst-case scenarios were also discussed and considered.

Members acknowledged the critical nature of cooperation between government and industry, and noted the importanceoftheASEANMRAandConformityofProduction(COP)askeystepstowardsultimate1958agreement/IWVTAaccession.

ThefourthISEAReportwasalsoofficiallyreportedtothe4thJASICForumforSouthEastAsia,withthelatterreceivingsignificantASEANandJapaneseregulatoryparticipation.

Traffic Safety EducationInsupportoftrafficaccidentreduction,Suzukiinvitedjunior high school students to a Suzuki plant tolearn about traffic safety and automobile production processes. In 2018, 2,000 students from 20 schoolsparticipated in the program.
