"We have some glitches in land ac- quisition in our country. We are here to understand how India is carrying out this task as part of formulating a policy. We are interested in India’s new integrated Act (Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013)," Mr.Sam Engola told Bella Vista Times. "We wish to send more persons to be trained here on this key issue," he added. The East African country is in the process of developing a paper and initiating the formation of necessary structures for the preparation of the National Resettlement Policy. Contd.. The ASCI's arm, the ‘Centre for Innovations in Public Systems’ (CIPS) celebrated its fifth Foundation Day on May 21, 2015. There are many Programmes and events that excited all of us. NEW PROGRAMME

The Administrative Staff College of India launched a 24-week “Certificate Programme in Business

Management” for the Officers of Armed Forces in its BellaVista campus in Hyderabad on June 8, 2015. The Directorate General of Resettlement (DGR),

Department of Ex Servicemen Welfare, Ministry ofDefence, Government of India, awarded the programme toASCI with an objective of enhancing the managerialcapacities of the officers coming out of the defence services,so that they would be ready for a successful second careerin the various functional management disciplines of thecorporate sector."The envisaged

outcome of theProgramme is thesmooth and successfultransition of the defenceofficers into their secondcareer. This Programmeenhances the prestigeand standing of ASCI asa public purposeinstitution committed tothe common good andnational development.Through this first-of-its-kind initiative, College joins theleague of popular institutions like the Indian Institutes ofManagement in contributing to the career development ofour defence personnel," ASCI Director General Mr. RaviKant said.The chief guest of the inaugural session, Mr. Nanda

Kishore, Executive Director of Ramky Estates, observedthat the corporate sector is looking for high standards ofdiscipline, integrity, commitment and courage. Mr. NandaKishore, an Associate Member of Institute of CostAccountants of India, and an Alumni of The IIM Kozhikode,made a parallel between the battlefield and the corporatesector. He proposed 'PEAS' (Prepare, Encounter, Adjust and

Stabilize) for the participants for smooth transition of theofficers into the next career."The Programme modules integrate the extant

economic, social, cultural, financial, technological,regulatory, human, organizational, and environmentalaspects into the instruction, so that the learning by theofficers is wholesome, enabling them to comprehend andaddress the current-day issues and challenges before thebusiness enterprises, better," ASCI's Dean of TrainingProgrammes Prof. M. Chandrasekhar said."Nine officers of the Armed Forces, of the ranks of

Colonel and Lt. Colonel (Indian Army), Group Captain,Wing Commander and Squadron Leader (from the IndianAir Force) and Lt. Commander (from the Indian Navy) whohave distinguished themselves in their defence careers areattending the Programme," the Programme Directors Dr.Nirmalya Bagchi and Mr. Dushyant Mahadik said.

Tell us about your association with ASCI:I know the power that comes from association with ASCI. It has

enriched my life. I had the rare fortune to participate in the AdvancedManagement Programme (AMP) of ASCI in 2013.Also, I was privileged to render faculty assistance in programmes like

Senior Human Resource Management in January 2014 and InternationalCertification Programme for Women Executives of CPSEs in November2014 at ASCI on Performance Management and Human CapitalDevelopment and Management respectively. It was an enriching experience.

How did the training help you in your career? The AMP was a well-structured and professionally planned Programme.

The deliverance was far exceeding than expectations. The exposure throughinternational study tour and visit to leading business conglomerates inEurope helped me enriching my knowledge in the conventional domain. Italso broadened my vision with exposure to organization culture, ethosbuilding strategies and so on. It was an eye-opener to learn that the most ofprogressive organizations worldwide allocate substantial resource for R&Dthan our indigenous corporate. It was gratifying to learn that leadingcorporate worldwide accord greater emphasis to human resourcedevelopment through coaching, counseling and mentoring for bringing outthe best from the human capital. In addition, I was exposed to the latest andevolving as well as innovative management concepts in industries andcommerce across the global market. Be it human resource management,financial management, marketing management, international tradeincluding planning and business progression, the detailed insights receivedduring the theoretical training sessions at ASCI and SDA-Bocconi, Italyand, above all, practical sessions in business conglomerates across Europeadded new dimensions to my knowledge and professionalism.

How did you benefit from the programme?I admired the leadership programme and the effects of socio-political

affairs on the national economy of Italy and Europe in general in SDA-Bocconi. I have practically applied many of the new management conceptsin our organizational work arena such as balanced score card, strategic riskmanagement, identifying medium and long term strategic issues, etc. all thewhile thinking globally and acting locally.

Any other observations? The avant-garde CSR strategies conceptualized by ASCI including

Nandi Foundation will no doubt usher in a new era of inclusive growth inrural India. The research and policy strategies prepared by ASCI will keepon fuelling the growth of Indian industries, trade and commerce. Moreover,the training programmes conducted by ASCI are one of the finest in Asia.

Any suggestions for ASCI?I am certain that ASCI will bring in more strategic changes in its

pedagogy in line with the world’s best management institutes, which willhelp the participants of the Indian corporate sector to gain first-handinformation on the evolving global techno-managerial concepts and willenhance the georgics of their minds. I believe that in the times to comeASCI will transform itself as the premier institute of management in Asiathat engages in priming the executive minds of our nation.I am certain that ASCI will continue to provide leaders and leadership

guidance for Indian corporate sector.

Mr. SK Bose is the General Manager(HR) of Panipat Refinery and

Petrochemicals Complex, Indian Oil’sflagship refinery and the largestpetrochemical project in Northern India.He had served as General Manager(HRD, MS & Training) in PipelinesDivision Head Office of Indian OilCorporation Ltd. till May 2015.An M. Tech in Electrical Engineering

from the prestigious IIT-Delhi and Masterof Business Administration from MDI,Gurgaon, Mr. Bose joined Indian Oil inJanuary 1985 as a Graduate EngineeringTrainee. During his career spanning over28 years, he served Indian Oil in thespecialized areas of Pipelines Operation,Maintenance, Projects implementation,Technical Services, LPG Sales, LPGStrategy, Human Resource Developmentand Administration. Mr. Bose was member of the FICCI

Energy Management Study Tour Teamthat visited Canada in June 2000 to studythe shifting paradigms in conventionaland non-conventional energy sources anduses. In 2013, he attended AdvancedManagement Programme (AMP) atASCI, Hyderabad. He has also completedAssessor’s Course (Bronze and SilverLevels) from KPMG.

Academy for Science, PolicyImplementation and Research(ASPIRE) was launched by

the Department of Science andTechnology and is being incubated atASCI in a project mode. The Rs. 4.05Crore project to be continued tillSeptember 2017 aims to provide acommon platform for interconnectingand enhancing competencies in policydevelopment and implementation ofScience Technology and Innovationacross various stakeholders and armsof the Government. ASPIRE helps in conducting and

helping to conduct science policyresearch and implementation inscientific departments and in socioeconomic departments on policy thathas linkage with Science, Technologyand Innovation. The Project Reviewand Management Board of ASPIREextended the project till 2017 with anadditional grant of Rs.1 crore.Some of the areas in which policy

studies have been carried underASPIRE include, food price inflation,R&D in agriculture, pharmaceuticals,patents, R&D in iron and steelindustry, and studies on innovation.Efforts are on to upscale the level ofengagement of socio-economicministries and public sector industriesin ASPIRE for R&D management,Innovation and Policy research. "ASPIRE has developed linkages

with Ministry of Steel, ICMR, DRDO,ICAR, CSIR and DBT. The recentstudy under ASPIRE on R&D in theIron and Steel industry was conductedat the behest of the Ministry of Steeland the outputs of the study are beingutilized by them for developing policymeasures," according to the Projectleader, Dr. Nirmalya Bagchi,Professor, Centre for Innovation andTechnology, at ASCI. All the studies of ASPIRE have a

Science, Technology andInnovation (STI) have emerged

as the major catalysts indevelopment globally and India ismaking use of them to ensure faster,sustainable and inclusive growth.The Prime Minister of India in his

25 September 2014 declaration,called for a policy rejig for a newinitiative named ‘Make in India’focusing on the undesirableundergoing transformation of theIndian economy that is fastemerging as an economy of tradersfrom its age-old identity of producerof large number of merchandise.In this backdrop, Administrative

Staff College of India, catalyzed andsupported by Department ofScience and Technology,Government of India, conducted aworkshop on "STI for Make inIndia" on April 10, 2015 in NewDelhi, under ASPIRE. The focus of the workshop was

to critically explain, enlighten,elaborate, and enumerate theconditions that foster or inhibits the‘Make in India’ and consequent STIled trajectories triggering growth.The Workshop could bring togethervarious industry experts, leaders,innovators, members of regulatoryauthorities and think tanks fromindustry and academia alike.

Participants highlighted thefollowing points in the intensiveroundtable discussion after the thirdsession:i) STI has a very important role in‘Make in India’ and the new STIpolicy and its implementation

needs to be aligned with ‘Make inIndia’.

ii) It is necessary to focus on theMSMEs as well as large firms.While large firms may need taxrelated structural interventions,MSMEs need facilitation for STIled manufacturing growth.

iii) There is a need to strengthen theSTI ecosystem to becomeglobally competitive.

iv) Producing in India is important,but the stress should be onproducing the very best in India.Excellence in manufacturingthrough STI should also be a focalarea.

Our hearty congratulations forthe meticulous planning andsuccessful organization of theWorkshop. We look forward tomany more such events with thesame fervour in near future.

The Ceylon Electricity Board(CEB) is a vertically integratedentity responsible for

generation, transmission anddistribution of electricity in the islandnation of Sri Lanka. Electricity in SriLanka is currently being generatedusing three primary sources: thermalpower (which includes energy frombio mass, coal and fuel oil), hydropower (including small hydro) andother renewable resources such aswind and solar power. There are a fewIndependent Private Producers (IPPS)but CEB continues to be the dominantelectricity utility in Sri Lanka. ThePublic Utilities Commission of SriLanka (PUCSL) is the economic,safety and technical regulator of theelectricity industry with the enactmentof the Sri Lanka Electricity Act No 20of 2009 in April 2009. ASCI conducted a programme,

titled: Setting electricity Tariffs andRegulatory Accounting for energyofficials of Sri Lanka, from June 15to 19 in Bella Vista campus under theleadership of Prof.Usha Ramachandra,an eminent expert on Energy issues. This programme was designed and

customized to the needs of officials ofthe finance and accounts departmentsto gain an understanding of howelectricity tariffs are regulated as well

as the importance of regulatoryaccounting to facilitate the process.There were eleven participants fromthe CEB and three from the LankaElectricity Company Ltd. (LECO).The objectives of the programme wereto assist participants:• Appreciate the rationale forregulating electricity tariffs

• Understanding the tariffregulating process including theparameters of the tariff petition

• Understand financial andregulatory accounting for thepurposes of tariff setting

• Appreciate the importance ofretail tariff design

The programme comprised threemodules:

Module 1: Regulation of ElectricityTariffs

Module 2: Statutory and RegulatoryAccounting

Module 3: Best Practices

"As part of Module 3, theparticipants visited the TSSPDCLwhere the participants were given ademonstration of best practices inmetering and billing followed by thecompany. They also visited SCADA &the Customer Care Centre," Prof.Usha Ramachandra said.

LARR capacity building and the im-plementation of the new Land Acqui-sition Law helped us chalk out acomprehensive programme for the vis-iting team. The field visits to Nalgondaand Mumbai helped them understandthe practical issues in R & R imple-mentation,” said Programme DirectorDr. Reshmy Nair, who negotiated theprogramme with the World Bank andGovernment of Uganda. The visit wasfacilitated by the World Bank, sheadded. She acknowledged the invalu-able support of the Bank led byShankar Narayan, Senior Social Devel-opment Specialist in this successfullearning experience.

• Developing new structures forincreasing efficiency oftranslation of R&D intoproducts and services

• Innovation in Large Firms: Asurvey of 1000 largemanufacturing firms of thecountry in the era of “Make inIndia”

The project is monitored at DSTby a Project Review andManagement Board consisting ofSecretaries of the Department ofScience and Technology andDepartment of Biotechnology. Dr.Parveen Arora, Head of NSTMIS, isthe convener of the Board. ASPIREworks as per the directions of theBoard. The team members of ASPIRE

are, Dr. M Chandrasekhar, Dr. NGSatish and Prof. G Mohan. Theresearch associates working inASPIRE are: Mr. Karnak Roy andMr. Kohinoor Chatterjee.For more details on the activities

The ‘Centre forInnovations in Public

Systems’ (CIPS)celebrated its 5thFoundation Day on 21stMay 2015 at ASCICampus, Banjara Hills,Hyderabad. About 200participants from variousparts of the countryattended the programme.These included 32officers from 12 states,IIT professors, seniorbureaucrats, policy makersand resource persons.

Delivering the Foundation Day Lecture, Mr. AlokRawat, IAS, Union Secretary, Department ofAdministrative Reforms & Public Grievances, the ChiefGuest, elucidated various Central Government initiativesfor citizen centric services. He spoke about about thevarious opportunities which the Pensioners can avail toremain busy and contribute to the nation building. Mr.Ravi Kant, former IAS, Director General, ASCI & Head,Steering Committee, CIPS, elaborated various measureson CIPS governance and sustainability and the need forcontinued support from Govt. of India to CIPS. Hementioned about the need for institutional reformsrequired in the States & the UTs to house and disseminate‘Innovations’ and the steps required to make CIPS moreeffective in reaching out to its stakeholders. Mr. Anand Kumar, Super 30, Ramanujan School of

Mathematics, Patna, gave an inspiring presentation of hisefforts in providing quality education for the poor stu-dents in Bihar. His effective coaching, which is providedfree of cost, facilitated the selection of nearly 95% of his

students into the IITs – now for over a decade. He alsoemphasized the need to inculcate right aptitude and createhunger of learning to transform students into achievers. Dr. Bipin Batra, Executive Director, National Board

of Examinations, New Delhi (‘Innovations in Health &Medical Field’), Dr. K Munshi, Professor& Emeritus Fel-low, IIT, Bombay (‘Dry Sanitation’), Mr. C V Raju,Handicrafts Production Centre at Etikoppaka,Hasthakalanilayam, Visakhapatnam, (‘Innovation ofEtikoppaka Wood & Lacquer Ware’) made presentations. The post lunch session was devoted to exchange of

views between the experts and the participants. Therepresentatives from the States expressed theircommitment to take up innovative practices in sanitation,medical education and health care. There wasconsiderable discussion on the various models of disposalof human waste. The improvements in the designsrelating to Bio-digesters and Ecosan toilets wereexplained by distinguished engineers namely Sri KondalRao, Advisor, Govt. of AP and Sri Dharma Rao, formerChief Engineer, Irrigation, Govt. of AP.

The Centre for Excellence inManagement of LandAcquisition, Resettlement and

Rehabilitation (CMLARR), a wing ofthe Centre for Energy, Environment,Urban Governance, and InfrastructureDevelopment (CEEUGID), ASCI, hasbeen engaged in supporting theDepartment of Land Resources,Government of India as well asvarious State governments in theimplementation of the Right to FairCompensation and Transparency inLand Acquisition, Rehabilitation andResettlement (RFCTLARR) Act,2013. The Centre has conducted thefirst round of comprehensive capacitybuilding on the Act, 2013 for theGovernments of Karnataka, TamilNadu, Punjab and Sikkim.CMLARR, led by Dr. Reshmy

Nair, was engaged by the Govt. ofTamil Nadu to organise programmeson implementing the Act for theofficials of the State Revenuedepartment and other allieddepartments dealing with landacquisition. The programmes wereheld at the Anna Institute ofManagement, Chennai from April 6-11, 2015. Ms. Girija Vaidyanathan,IAS, Additional Chief Secretary andCommissioner, Land Administration,Government of Tamil Nadu,inaugurated and also activelyparticipated in the programmes. A

total number of 105 officials dealingwith land acquisition at the state anddistrict level were trained to beMaster Trainers on the new Act. Thethree programmes of two-day durationeach received excellent feedback. CMLARR organised a highly

successful three-day programme fromApril 20-22, 2015 on Social ImpactAssessment (SIA) in line with theRFCTLARR Act in Bella Vista. Theprogramme was attended by 41

participants including senior officialsof PSUs and state governments. It iscommendable that a total of 15organisations were represented in theprogramme. , Dr. K. P. Krishnan, IAS,Additional Secretary, Department ofLand Resources, Government ofIndia, inaugurated the programme andalso addressed the participants on thenew legislation and the presentdevelopments.The Centre organised a customised

three-day programme from 27th to29th April, 2015 on implementing theNew Land Acquisition Law for theofficials of the World Bank fundedTamil Nadu Road Sector Project.Besides the ASCI faculty and theWorld Bank experts, Ms. GirijaVaidyanathan also addressed theparticipants on the developments inTamil Nadu. Department of Land Resources,

Government of India, sponsored athree-day Workshop on Implementingthe RFCTLARR Act, 2013 from 4-6May, 2015 for State RevenueDepartment Officials of the NorthEastern States. Ms. Vandana KumariJena, IAS, Secretary, Department ofLand Resources, Government ofIndia, inaugurated the programme andshared the nuances of the Law. Theprogramme was attended by theRevenue Secretary, Government ofManipur, IAS officers from Tripuraand Meghalaya and other senior Stategovernment officials.The Centre has prepared a

comprehensive courseware on LARR,covering detailed step-wiseprocedures for LA and R & R in linewith the RFCTLARR Act, 2013.Besides the announced andcustomised programmes on LARRand SIA, CMLARR is organising anInternational Programme on ImprovedManagement of Land Acquisitionfrom 8-15 November, 2015.
