FORT WORTH CIVIL ENGINEER Vol.7 No. 3 wAUGUST 2011 1 As this 2010 – 2011 ASCE year comes to an end I extend my thanks to the Board of Directors and Committee Chairs who have volunteered their time and energy towards making this a successful year. It has been a pleasure to work with and get to know the group of individuals who serve our branch. Congratulations to Leah Hermes who has accepted the role as Treasurer for the upcoming year. The prize will be presented at the ASCE Annual Conference Leadership Breakfast and Society Awards Presentation in Memphis, Tennessee on October 21, 2011. Congratulations to Juan! As of the end of June the Fort Worth Branch account is going strong with a balance of $38,782. Notable expenses this quarter were $6,100 in meeting ex-penses for the Joint Dallas - Fort Worth Branch Meeting at the Hurst Conference Center.

Thanks to all of you that pre-pay your branch meeting dues online through the PayPal link on the branch website. Paying online gives you the ability to use a credit card, and you receive a receipt for your files. It also helps to streamline our meeting check-in process and simplifies accounting, but the best part is that by paying online you automatically get placed into the monthly drawing for a $20 gift card. Here’s a tip; if your employer supports your participation in ASCE, then inquire to see if they will pay your meeting dues online. This will eliminate the need for you to pay at the meeting, get a receipt, and file for reimbursement back at the office.

Fall MeetingStart planning today for the Fall 2011 Section Meeting which will be held in Amarillo on September 28th – October 1st. The meeting theme will be “Roping the Wind & Water in the Wide, Wide, West.” Many fun activities are planned that follow this theme and you have a unique opportunity to see what is going on in the panhandle!

Centennial Event2013 will be the Texas Section’s 100-year Anniversary and the event plan-ning has begun. The Section needs 1 or 2 champions from each Branch to be involved in the planning process. This will be a year long celebration with many different events through-out the Texas Section and each Branch. We only turn 100-years old

once, so let one of our Branch leaders know if you are interested in helping out with the event planning for the Section.

Multi-Region Leadership ConferenceNext year’s Multi-Region Leadership Conference will be in Kansas City. If you are a leader in the Branch (or want to be a leader!) and would like to attend this conference, please visit with a Board member as soon as possible.

Strategic Planning UpdateSaturday July 9th was a fun and exciting day for the Texas Section members who spent the day discussing,planning and dream-ing on the future of the Texas Section. Under the guidance of Sue Breland of Breland Facilitation and using input from a variety of sources, including the recent mem-bership survey (thank you forYOUR responses!) and the Organization Structure Review Team, twelve of your fellow members identified core priorities to be developed by the Management Implementation Team. The Management Team will make their recommendations to the Board this fall in Amarillo. Stay tuned for the final results from this energizing process.

PE Review Classes at UTAFall 2011

P & P exam review classes will be offered this fall by the Civil Engineering Department at The University of Texas at Arlington. The course is designed to enhance participants’ preparation and readiness on subject matters covered in the exam. Those who live in the Metroplex or nearby areas, have passed the FE exam, and would like to maximize their chance of success on the P & P exam will benefit greatly from this course. The Branch met in May at Ruth’s Chris in Fort Worth with 79 members and guests in attendance. Mr. Jim Rossberg, P.E. ASCE Managing Director of Engineering Programs, gave a presentation entitled, “Tornado’s Earthquakes & Tsunamis.” Stephen Crawford gave a recap of the Texas Section meeting which included a call for volunteers for the Centennial Celebration and a reminder for the Amarillo Texas Section Meeting.

The Branch hosted a joint meeting with the Dallas branch in June at the Hurst Conference Center in Hurst with 70 members and guests in attendance. Roberto Leon, P.E. Ph.D. a professor at the Georgia Institute of Technology School of Civil & Environmental Engineering discussed the Lessons from the 2010Chile and 2011 New Zealand Earthquakes: Implications for USA Practice (including Texas). The Texas Section President, Amy Smith, P.E. was in attendance and invited everyone to attend the Amarillo Texas Section meeting.

The Branch met in July at Ruth’s Chris in Fort Worth with 104 members and guests in attendance. Michelle Clark of the TRA Public Information Office presented on the topic of Becoming a “Social-lite.” Curtis Beitel and Mark Assad called for chairs for the Fall 2010 Texas Section Meeting in Fort Worth.

The Fort Worth Branch of ASCE is holding a contest to see who can bring the most guests to our monthly meetings.

The contest will run through the September 2011 meeting. The person who brings the most guests will be awarded with a

$100 gift card to Ruth's Chris Steak House.

The September meeting will be the last opportunity to bring a guest for this year’s competition.

The winner will be announced at the October 2011 meeting.Rules:

• Officers are not be eligible to participate in the contest, but are still encouraged to bring guests to the meetings.

• Each guest may only be claimed once during the contest.• Each guest must fill out an information form.

T&DI Chapter Meeting Report

The Fort Worth T&DI held a meeting of the membership to hear a presentation by Mr. Jason Grimm, P.E., from the City of Arlington, on the transportation issues and challenges relating to the development of the Arlington Highlands commercial and retail center. The meeting was held at the Fort Worth Intermodal Transit Center in downtown Fort Worth, and was well attended by both engineers and planners. Mr. Grimm’s presentation was excellent, very informative and generated a number of good questions from the group. I would like to personally thank him for his efforts in putting together this presentation for our group.

The current T&DI Board’s terms run out on September 30, 2011. We will be accepting nominations for the positions of Vice President and Secretary between now and the end of September. Board terms run 3 years and rotate through 3 positions per our chapter by-laws, available on the Ft Worth ASCE website. NATIONAL PUBLIC WORKS WEEK

During National Public Works Week (May 15-21, 2011), the Arlington Water Utilities Department was in the national spotlight for exemplary service. Director Julie Hunt lead the department’s list of achievements with a top award for meeting the highest standards of professional conduct in the field of public works. On June 17, she traveled to McAllen to accept the Top Ten Public Works Leader of the Year Award at a banquet hosted by the Texas Chapter of the American Public Works Association. She joined more than 400 men and women in large and small municipalities throughout North America wh were honored by the APWA for leadership in public works.

According to the APWA, this year’s Top Leaders of the Year Award recipients continue to personify excellence and dedica-tion. Ronnie Bates, president of the Texas Chapter of the APWA, nominated Hunt for the national award because of her record of accomplishments and exemplary career in public works.

Mayor Robert Cluck describes Hunt as “one of the most talented and respected employees in the City of Arlington.” “Julie has consistently demon-strated superb engineering talent and visionary leadership skills that have allowed her to bring value to the organization,” he said.

It was 1981 when Julie Hunt began her career with the City of Arlington as a co-op student. In three years, she became a graduate engineer after graduating Cum Laude from Texas A&M University. She learned the profession from the ground up, working as a civil engineer, project engineer and manager of information systems before becoming an assistant director in 2003. In 2006, she was named the department’s new director. In 2009, City Manager Jim Holgersson named her Manager of the Year. Under her leadership, departmental priorities have been focused on infra-structure, employee training, safety, the environment and quality service.

Wier & Associates, Inc. is pleased to announce the election of two new Associates and the promotion of two additional employees! All of these individuals continually demonstrate leadership qualities that exemplify the mission of Wier & Associates. We are proud to have them with us. Gregg Madsen, R.P.L.S., a Senior Associate and Survey Department Manager, has been named a Vice President of the Firm. Gregg has been the Survey Department Manager with Wier & Associates since 2004. He began working for the firm as a Party Chief in 2000 and became a Senior Associate in 2008.

Jake Fears, P.E., LEED AP, a Team Leader, has been elected an Associate of the firm. Jake has eight years of experience with Wier & Associates in general civil design in both the private and public sector. He has been a practicing Texas state licensed professional engineer since August 2007. Casey York, Network Administrator, has been elected an Associate of the firm. Casey is an experienced CAD Technician who has been working with Wier & Associates for over fourteen years. He main-tains the network and software for the firm. Brandon Long, P.E. has been named a Team Leader.

Brandon began working with Wier & Associates in 1999 as an Intern while attending UTA. He has been a practicing Texas state licensed professional engineer since June 2009. Brandon is an active member of the DFW Mid-Cities chapter of TSPE and is currently serving as President-Elect. In 2009, he was selected "Young Engineer of the Year" by the chapter.

The Arlington Technology Association, in conjunction with the UT Arlington College of Engineering, is hosting an ethics seminar for professional engineers on Wednesday, October 12 at 7:00 AM at UTA. David Howell, P.E., Director of Licensing for the Texas Board of Professional Engineers, will be the speaker. Attendance at the seminar will meet the one-hour of ethics CEP requirement for main-taining a P.E. license. Registration fees will support scholarships for freshman engineering students. Webinar Information: ASCE 7-10 Minimum Design Loads for Buildings and Other Struc-tures has significant revisions in the wind load provisions. These revisions will affect every engineer who has used ASCE 7 in the past and those who are just beginning to use it for determining wind loads on structures. Some of the differences include, the determination of the basic wind speed with new wind speed maps, the classification of buildings, and simpli-fied procedures have new methods for determining wind pressures for buildings as tall as 160 ft. The presentation will include information about the primary changes and some of the background about the changes to help the practicing engineer understand the basis for the changes. This webinar is being offered early in the outreach process to give engineers a chance to get familiar with the new provisions long before their local community adopts a building code that requires the use of these new provisions. Engineers may want to practice the use of these new provisions to determine the real effects on designs and on client requirements.

Instructor Information: William L. Coulbourne, P.E., M.ASCE, Applied Technology Council (ATC), has 40 years of experience as an engineer and manager. His expertise includes build-ing design, methods, materials and codes. He is experienced in hazard-related design and construction of wind and hurricane-resistant structures. Mr. Coulbourne has written articles for journals and given presentations to engineers, architects, homebuilders and homeown-ers on high wind and flood design and construction issues. He is one of the primary authors of FEMA 55, Coastal Construction Manual. He is a member of the ASCE Standards Commit-tees for ASCE 7 Minimum Design Loads for Buildings and Other Structures, the ASCE 7 Wind Load Task committee, the NCSEA Wind Load committee, and ASCE 24 Flood Resistant Design and Construction Standard. He has taught classes in Building Design as an adjunct professor at the University of Delaware.
