ABOUT US

Clifford Devlin has been providing specialist services to manage asbestos for over 25years. The company is licensed by the Health & Safety Executive (HSE) to remove anddispose of asbestos containing materials (ACMs) but we also provide a comprehensiverange of services to help clients manage the potentially dangerous substance and complywith their legal obligations and responsibilities.

Our services include: inspections and surveys; repair, removal and disposal; consultancy;asbestos plans and training. We operate on a nationwide basis and have built up animpressive portfolio of clients in the public and private sectors.

We have adopted the systems approach to controlling our business processes and imple-menting best practice. All of the company’s asbestos-related activities are managed byaudited systems for quality, environment and safety which are certificated against ISO9001, ISO 14001 and OHSAS 18001 respectively.

Mark has been involved in the asbestos removal industry for over 25 years.He is now three years into his second spell at Clifford Devlin. His first stintbegan back in 1994 when he joined as an asbestos removal operative.

Having quickly worked his way through the ranks to Contracts Supervisorthen Contracts Manager he took a five-year sabbatical to run his ownAsbestos Management operation in 2002 before returning in 2007 followinga management re-structure.

Mark is responsible for estimating, project management, labour utilisationand general contract performance. He oversees all operational aspects ofthe Asbestos Division as well as providing client liaison.

SURVEYS

Our asbestos survey team can locate and identify the presence of asbestos containingmaterial and assess the risk to the inhabitants. All surveys are carried out in compliancewith HSG 248 and conducted in accordance with Regulation 4 of the Control of Asbestosat Work Regulations 2006.

Depending upon the circumstances and the threat, surveys may involve visual inspection,non-intrusive sampling and destructive sampling depending on the circumstances:

Type 1: Presumptive Survey (inspection)

No actual sampling is carried out but presumed asbestoscontaining materials are located and their condition andcircumstances assessed and data recorded.

All our lead surveyors are required to sit the British Institute of Occupational Hygienists(BIOH) P402 module, "Building Surveys and Bulk Sampling for Asbestos" and are trainedto carry out the testing activities in accordance with our in house quality procedures.

Type 2: Sampling Survey

Representative samples of suspected asbestos containingmaterials are collected on-site and analysed in a laboratoryto verify the presence of asbestos.

Type 3: Pre-Demolition / Major Refurbishment Survey

A full sampling programme is undertaken to identifyasbestos containing materials and the extent to which theyare used. This type of survey is detailed and will involvedestructive inspection techniques.

REMEDIATION

Our multi-disciplined team of asbestos experts can carry out all types of work to contain,remove and dispose of asbestos containing materials (ACMs). Our proposed methodologyis documented in advance in a detailed method statement in accordance with the Controlof Asbestos at Work Regulations 2006.

RepairWhere ACMs are not damaged and are unlikely tobe disturbed, repair by either sealing or enclosingthem is often the most prudent course of action.

We can perform the encapsulation of ACMs byinstalling cladding around the material or applyinga suitable sealant coating, which is impact resistant,flexible and is impervious to water, oil and grease.Sealing is typically the treatment of choice forAsbestos Insulating Board products.

RemovalWhere ACMs can give rise to potential release of fibres and thus pose an imminent threatto occupiers we will recommend immediate removal.

Clifford Devlin is licensed by the Health & Safety Executive (No. 4840700190) to removeand dispose of ACMs.

A negative pressure enclosure is set-up to seal and contain the contaminated area andprevent the spread of fibres during the removal operation. This comprises a 3-stage airlocksystem and is smoke-tested to establish its integrity prior to the commencement of work.

All operatives engaged in asbestos abatement activities are trained to the highest industrystandard and receive regular refresher training to keep them abreast of legislative changesand advances in removal techniques.

Clifford Devlin is a corporate member of the Asbestos Removal Contractors Association(ARCA).

DisposalMaterial that has been removed is sealed in heavy duty red polythene sacks and clearlylabelled. As these sacks are removed from the enclosure, they are double-bagged in clearpolythene sacks before being transported to a licensed disposal site.

All of our disposal procedures are carried out in compliance with the Hazardous WasteRegulations 2005.

We use our own fleet of skip containers to safely store removed ACMs on site andtransport them to a processing facility. We operate an asbestos waste transfer station inLondon which is licensed by the Environment Agency for managing the disposal ofasbestos containing material.

It is capable of processing up to 32 cubic metres of asbestos waste on a daily basis andcan be used by clients who require immediate disposal of damaged or fly-tipped asbestoscontaining material. It is particularly useful for smaller London-based projects where it maynot be feasible or cost effective to have an enclosed skip located on site.

Our experts can offer advice and consultancy tohelp clients comply with these legal duties. We caneven manage the whole process for them fromsurveying the premises to preparing and maintaininga management plan, conducting any remedial actionand carrying out ongoing inspection and monitoring.

TrainingWe offer a range of training courses and seminars to educate clients and operatives inmanaging and dealing with asbestos. These include:

Asbestos Awareness for Contractors - this ½ day seminar provides background information onasbestos, how to identify it and what to do in the event that it is present on-site. Suitable for siteoperatives and contractors involved in construction/demolition projects.

Managing Asbestos in the Workplace - this course covers history of asbestos, how to identifyACMs, legal responsibilities and step-by-step instructions on what to do if they are located inworkplace premises. It is suitable for employers, landlords, maintenance staff and H&S professionals.

Asbestos Remediation - this course offers advanced instruction in repairing, removing anddisposing of ACM's and is suitable for asbestos operatives.

In 2009 Clifford Devlin was presented with a Gold award from our industry association,ARCA, which recognises excellence in awareness initiatives and recognition of industry-leading training within the asbestos removal sector.

Documentation provided in the Asbestos Management Plan should contain an asbestospolicy, procedures, register of ACMs, training plan and schedule for monitoring and review.
