person, or in relation to, any losses, damages, costs or expenses, and whether arising in contract, tort including negligence, under statute,
in equity or otherwise, arising out of, or in connection with, any matter outside the Specific Purpose. The Client acknowledged and
agreed that proposed investigations were to rely on information provided to Greencap by the Client or other third parties. Greencap
made no representation or warranty regarding the completeness or accuracy of any descriptions or conclusions based on information
supplied to it by the Client, its employees or other third parties during provision of the Services. Under no circumstances shall Greencap
have any liability for, or in relation to, any work, reports, information, plans, designs, or specifications supplied or prepared by any third
party, including any third party recommended by Greencap. The Client releases and indemnifies Greencap from and against all Claims
arising from errors, omissions or inaccuracies in documents or other information provided to Greencap by the Client, its employees or
other third parties.
The Client was to ensure that Greencap had access to all information, sites and buildings as required by or necessary for Greencap to
undertake the Services. Notwithstanding any other provision in these Terms, Greencap will have no liability to the Client or any third
party to the extent that the performance of the Services was not able to be undertaken (in whole or in part) due to access to any relevant
sites or buildings being prevented or delayed due to the Client or their respective employees or contractors expressing safety or health
concerns associated with such access.
Unless otherwise expressly agreed to in writing and signed by Greencap, Greencap, its related bodies corporate, its officers, employees
and agents assume no liability and will not be liable for lost profit, revenue, production, contract, opportunity, loss arising from business
interruption or delay, indirect or consequential loss or loss to the extent caused or contributed to by the Client or third parties, suffered
or incurred arising out of or in connection with our Proposals, Reports, the Project or the Agreement. In the event Greencap is found by a
Court or Tribunal to be liable to the Client for any loss or damage arising in connection with the Services, the Client's entitlement to
recover damages from Greencap shall be reduced by such amount as reflects the extent to which any act, default, omission or negligence
of the Client, or any third party, caused or contributed to such loss or damage. Unless otherwise agreed in writing and signed by both
parties, Greencap’s total aggregate liability will not exceed the total consulting fees paid by the client in relation to this Proposal. For

The Report is provided for the exclusive use of the Client and for this Project only, in accordance with the Scope and Specific Purpose as
outlined in the Agreement, and only those third parties who have been authorized in writing by Greencap. It should not be used for other

SECTION 1 – INTRODUCTION
1.1 Introduction
NSW Department of Education advised to Greencap that there was a recent discovery of suspected asbestos-containing
fragments throughout various ground surfaces and garden beds at Wollongong High School of the Performing Arts
(8143), Lysaght Street, Fairy Meadow NSW 2519.
Concerns were raised with respect to potential exposure to Asbestos-containing materials following the discovery, as it
is understood that the suspected asbestos-containing material was located in common areas and open spaces being
used for students and staff during recreational and lunch/recess breaks and some outdoor educational activities.
Subsequently, Greencap has undertaken site inspections across various external ground surface areas throughout the
school property and have provided an Inspection Report, ‘Greencap Asbestos in Grounds Inspection Report’, dated June
2019.
1.2 Document Review
Upon a review of available documentation, it is understood a site-specific asbestos management plan exists for the site (Parsons Brinckerhoff ‘Asbestos in Grounds – Asbestos Management Plan, Wollongong High School of the Performing Arts, Fairy Meadow, NSW, dated July 2013), pertaining to finds of asbestos-containing materials across various ground surfaces.
Following the recent discovery of suspected asbestos-containing fragments throughout various ground surfaces at the School, Greencap have prepared the following Asbestos Management Plan. The Greencap site-specific Asbestos Management Plan (AMP) is to be reviewed and updated in the following instances:
• In the instance works occur on site;
• In the instance works occur on site which may cause grounds disturbance;
• When any suspected asbestos-containing material in grounds is reported; and
• Every second year, if no activity, as per above.
1.3 Background Throughout May and June 2019, ground surface areas impacted by asbestos-containing fragments were identified at
Wollongong High School of the Performing Arts (8143), Lysaght Street, Fairy Meadow NSW 2519. Subsequent to this,
Greencap conducted various site inspections. These areas are detailed and described within the ‘Greencap Asbestos in
Grounds Inspection Report’, dated June 2019. The report identified a total of eleven (11) areas suspected of containing
asbestos materials, such as exposed ground surfaces, exposed fill and raised garden beds. The affected areas consist of
the following:
• Area 1 – Block A, Exterior, West side, eroded ground area.
• Area 2 – Block G, Exterior, North side, within raised garden bed.
• Area 3 – Block D, Exterior, West side, within garden bed adjacent to stairs.
• Area 4 – Block E, Exterior, North west side, within adjacent carpark area.
• Area 5 – Block E, Exterior, East side, abutting Portable building P5.
• Area 6 – Block A, Exterior, South west side, garden bed near café.
• Area 7 – Block H, Exterior, North side, between shed, within greenhouse, on ground.

• Area 8 – Portable Buildings 6, 7 & 8, Exterior, on ground.
• Area 9 – Block H, Exterior, South side, within raised garden bed.
• Area 10 – Block E, Exterior, South side, adjacent building, on ground.
• Area 11 – Portable Building 5, Exterior, South side, on ground.
This report outlines the plan for management of the identified asbestos impacted areas (asbestos zones) and should be
read in conjunction with the existing NSW Department of Education (DoE) Asbestos Management Plan for NSW
Government Schools, for all other identified asbestos materials within the school.
1.4 Asbestos Removal/Remediation Works
The asbestos removal/ clean up works were completed on Saturday, 29th June 2019, and comprised the following:
• The emu pick remediation and disposal of the visible fragments of fibrous cement debris on various ground
surfaces and garden beds at the Site was conducted by a Licensed Asbestos Assessor. Removal of asbestos-
containing fragments was limited to the accessible surface areas of the Inspection Areas only. The Inspection
Register is shown in Appendix B and the Inspection Areas are shown in Appendix C.
SECTION 2 –ASBESTOS MATERIALS (ASBESTOS IN GROUNDS)
2.1 Asbestos Impacted Areas/Zones In order to manage the risk of exposure to asbestos, any fibrous cement fragments found are to be removed from the
ground surfaces. The areas where fibrous cement fragments have been identified within the fill material (and further in-
situ asbestos fragments may be present) have been designated as “asbestos zones”, as per the NSW Department of
Education (DoE) Asbestos Management Plan for NSW Government Schools.
As per the NSW Department of Education (DoE) Asbestos Management Plan for NSW Government Schools, a hygienist
should be engaged to determine whether asbestos within the affected area/s is considered bonded or friable, and to
provide recommendations on the management of these materials in accordance with Safework NSW “How to manage
and control asbestos in the workplace” Code of Practice 2016. This document contains safety guidelines and
requirements for work involving the handling and removal of asbestos.
2.2 Asbestos in Grounds Risk Management
The asbestos-containing materials identified within the asbestos Inspection Areas can be classified as low risk provided
that the following measures are undertaken or adhered to:
• The in-situ asbestos fragments remain undisturbed (prior to removal/remediation);
• A Site-Specific Asbestos Management Plan (AMP) remains in effect; and
• Any works undertaken on or near the affected areas are to be under the control of a permit to work system
where the contractor has acknowledged the presence of asbestos and has prepared Safe Work Method
Statements (SWMS) to ensure that asbestos is not disturbed and therefore airborne asbestos fibres are not
generated during the works.

SECTION 4 – IDENTIFIED ASBESTOS ZONE ROUTINE MANAGEMENT & MAINTENANCE
4.1 General
An Asbestos Management Plan (AMP) has been implemented for all NSW state schools and educational facilities. The plan
includes procedures for managing friable asbestos and working on asbestos. A generic permit to work template is also
included in the management plan which will be able to be used where any work is required that may disturb asbestos
materials within an asbestos zone.
4.2 Inspections
In order to monitor the effectiveness of the identified on-site asbestos zone management, it is essential that the affected
areas are regularly inspected. Visual inspections of the asbestos zones should be carried out to ensure that no further
fibrous cement fragments have been identified. Such inspections should occur on the following occasions:
• At three monthly intervals (e.g. a walkover of remediated areas to ensure that applications of mulch and turf, etc.
have been appropriately maintained);
• After a period of prolonged heavy rain (e.g. a walkover of remediated areas to ensure that applications of mulch
and turf, etc. have not been disturbed by inclement weather);
• Whenever damage or disturbance has been reported (e.g. a walkover of remediated areas to ensure that
applications of mulch and turf, etc. have not been disturbed by events such as vehicle movements); and
• Prior to the commencement of any works that may cause grounds disturbance.
Should it be observed that previous encapsulating measures appear to be damaged or are no longer effective, these areas
should be re-covered immediately. Some remedial measures such as the installation of layers of mulch and topsoil would
require ongoing maintenance to ensure that a sufficient barrier layer is in place.
4.3 Maintenance
Within the Greencap Report ‘Asbestos in Grounds Inspection Report’ dated June 2019, it was proposed that once a pickup
of asbestos-containing materials had been completed, the following remediation measures be considered/undertaken.
Refer to Inspection Register in Appendix B and Inspection Areas in Appendix C.
Areas 1, 2, 3, 4, 6 & 7
• Excavate soil material to required level, where necessary, and dispose of any excavated materials/waste to an
appropriate waste disposal facility.
• Containment of ground surface/exposed soil and/or asbestos impacted fill material with the application of a
geotextile fabric barrier material or similar.
• Apply a surface layer such as imported mulch or topsoil or other suitable option to a depth of 100mm to the
entire work area.
Area 5
• Excavate soil material to required level, where necessary, and dispose of any excavated materials/waste to an
appropriate waste disposal facility.
• Containment of ground surface/exposed soil and/or asbestos impacted fill material with the application of a
geotextile fabric barrier material or similar.
• Apply a surface layer such as imported mulch or topsoil or other suitable option to a depth of 100mm to the
entire work area.
• Supply and install a suitable physical barrier to all entry points at the base of the demountable to prevent entry
i.e. galvanised mesh.

• Refer to Unexpected Finds Protocols within the NSW DoE Asbestos Management Plan.
Area 9 & 10
• Contain/reinstate existing Geofabric type material on ground surface for entire surface area.
• To resecure Geofabric, apply a surface layer such as mulch or topsoil or other suitable option to a depth of 100mm
to the entire work area.
All remediation/maintenance measures carried out in the identified affected areas must be maintained as per their
original application. In particular:
• All surface cover/treatments within the previously identified asbestos zones must be fully maintained at all times.
For example, mulch levels should remain as per their original application, turf should be maintained to ensure
full coverage and any other measures should be maintained in a good condition;
• All hard-standing surfaces must be maintained and re-instated should any works be carried out that disturb them;
and
• If any portion of an affected area is found to be damaged (i.e. the surface cover has been damaged so that it has
resulted or may result in the soil becoming exposed), the local DoE Asset Management Unit (AMU) should be
contacted immediately.
4.4 Checklist
A checklist of site management requirements is presented in Appendix A of this document. This checklist should be used
whenever walkover inspections are carried out and where maintenance issues have been raised. This checklist is specific
to the requirements of the grounds at Wollongong High School of the Performing Arts and sets out the frequency of
inspections required. It is recommended that a hard copy of the checklist is retained by the school and field copies are
taken on-site when required.
SECTION 5 – SAFE WORK PROCEDURES FOR ASBESTOS REMOVAL WORK
5.1 General Procedures
The following safe work procedures will apply for asbestos removal work:
• The removal contractor must develop a site-specific asbestos removal plan before commencing the asbestos
work. Such a plan must be prepared in accordance with Section 3 of the SafeWork NSW “How to manage and
control asbestos in the workplace” Code of Practice 2016.
• Only personnel who have been trained in work procedures for the safe removal of asbestos shall work on
asbestos.
• A trained, experienced operator must remain on duty outside the removal area and/or enclosure (if installed) at
all times that asbestos removal is in progress. Curriculum vitae for all persons undertaking asbestos removal
works must be submitted to the school Principal prior to the commencement of work on the site.
• Removal of asbestos must generally be carried out by wet removal techniques. That is, as the asbestos material
becomes accessible during the removal process, it shall be thoroughly wetted down. Care must be exercised to
prevent excessive use of water. The contractor will be held responsible for any water damage.
• Decontamination facilities and procedures shall be undertaken to the complete satisfaction of the supervising
hygienist.
• Any signage existing prior to removal must be re-affixed to any new or existing assembly.
• The contractor must ensure that persons in the work area(s) are not exposed to fibre levels greater than those
stated in the National Exposure Standard for the type of asbestos being removed.

5.2 Sub-Soil Areas Within School Grounds
• Any contractor, maintenance person or DoE personnel working in sub-soil areas within the school grounds must
be made aware of the presence of buried asbestos cement materials within these areas prior to these works
commencing. A copy of the asbestos register must be made available to any such person prior to commencing
work (See Section 5.3 Permit to Work).
• Any contractor, maintenance person, DoE or other authorised person who may potentially disturb the soil surface
must complete a permit to work or similar form, that ensures that any work will not disturb the buried asbestos.
• If work is to be carried out in grounds that will disturb or potentially disturb the buried asbestos, the contractor,
maintenance person, DoE or other authorised person must engage a Licensed Asbestos Removal Contractor
(LARC) with a friable asbestos licence to undertake the work. The licensed contractor should prepare a safe work
method statement detailing procedures that ensure that personnel working in the asbestos zones and any other
persons within the school will not be exposed to asbestos fibres. The work area must be completely cordoned
off with barrier tape and signage and work undertaken out of school hours.
• Asbestos fibre air monitoring should be carried out during any work that disturbs or could potentially disturb the
buried asbestos and/or the soil surface. Air-monitoring should be in accordance with the National Occupational
Health & Safety Commission's Guidance Note on the Membrane Filter Method for Estimating Airborne Asbestos
Fibres 2nd Edition [NOHSC: 3003 (2005)] and be conducted by National Association of testing Authorities (NATA)
accredited personnel operating from a NATA registered laboratory.
• All asbestos management measures originally installed must be re-instated at the completion of work and prior
to the removal of the asbestos work area/enclosure.
5.3 Permit To Work Any contractor who proposes to work in any of the asbestos zones where asbestos may be disturbed, or the ground surface
may be broken must complete a permit to work form and submit it to the relevant DoE Facility Manager for approval.
Before a permit to work is then approved, the contractor will be required to read and understand this AMP, as well as
copies of the relevant asbestos registers for the site. Individuals must be aware of their legal obligations in relation to
health and safety as specified in the Work Health and Safety Act 2011 and the Work Health and Safety Regulation 2017.
Permits to work are designed to ensure appropriate work practices are employed in the vicinity of asbestos-containing
materials/products. The permit to work will document what asbestos is to be removed, encapsulated or otherwise
protected, prior to the contracted maintenance or building works proceeding. The permit to work will also indicate
whether other requirements, such as the use of personal protective equipment (PPE), the installation of barricading
and/or airborne fibre monitoring, are necessary.
When the work is completed, or the permit to work expires (whichever occurs first), the permit shall be signed and
returned to the DoE Facility Manager for cancellation after that Manager has checked a safe situation exists.
The DoE local AMU shall be advised immediately of any incidents of non-compliance with the AMP.
In accordance with the interpretation of the Safework NSW “How to manage and control asbestos in the workplace” Code
of Practice 2016, a licenced asbestos assessor should be engaged to determine whether the identified/suspected asbestos
is considered non-friable or friable. Therefore, any fibrous cement materials or other suspected asbestos-containing
materials excavated should be inspected by a hygienist to determine if it’s friable. This means that any such asbestos
should be worked on only by contractors with an appropriate asbestos licence and a project specific permit issued by
SafeWork NSW.

SECTION 6 – LEGISLATIVE REQUIREMENTS The following legislative requirements will apply to asbestos zone maintenance works:
• All asbestos removal and disposal work shall be carried out in accordance with the requirements of the SafeWork
NSW Guidelines for Licensed Asbestos Removal Contractors.
• The asbestos contractor shall notify SafeWork NSW of the proposed work at least 5 days prior to the
commencement of any work in accordance with NSW Occupational Health and Safety Regulation 2017. However,
this time period may be waived in limited circumstances described on p16-17 of SafeWork Australia How to Safely
Remove Asbestos – Code of Practice 2016.
• All work shall be carried out in strict accordance with the NSW Work Health and Safety Act 2011, the NSW Work
Health and Safety Regulation 2017, SafeWork NSW “How to manage and control asbestos in the workplace” Code
of Practice 2016, and the Guidance Note on the Membrane Filter Method for Estimating Airborne Asbestos
Fibres, 2nd Edition [NOHSC 3003 (2005)].
