3. Procedure followed in decision making process, including channels of supervision and accountability [Section 4(1)(b)(iii)]

b. Delegation of power and channel of
submission:- The following procedures are being followed in this Ministry.
(i) Approval of projects under various plan scheme is done as per the provision of respective schemes guidelines. For example, approval of projects under Mega Food Park, Cold Chain and Modernization of Abattoir scheme are approved by approval committees, constitution of which are defined under the respective scheme guidelines. Similarly, project under NMFP are approved by the SLEC of concerned states/UTs.
(ii) Grant in aid is released to the approved projects subject to fulfillment of prescribed conditions with the concurrence of IFD. The proposals for the programme division (PMD) are referred to IFD with approval of Divisional Head (Joint Secretary) to IFD. Sanction of funds up to Rs. 25.00/- lacs is approved at the level of Director (Fin.)/JS(Fin.) and beyond that the approval is accorded by AS & FA.
(iii) Statutory financial powers as per DFPR 1978 are originally vested in M/o Finance. Secretary of concerned Ministry is delegated financial powers subject to the limit prescribed for various purposes. The power is further delegated to the head of the department (HOD). The HOD is authorized to sanction contingent and Misc. expenditure and issue various sanction under FR & SR.
(iv) For foreign tours, Secretary (FPI) is the
approving authority for officers upto DS/Dir. level. For JS and above officers, approval of Hon’ble Minister is required as per the instructions of Department of Expenditure.
(v) For GPF withdrawal and advances, the respective rules like GPF rules / HBA rules, Motor car advance rules etc. prescribe the competence and limit for sanction.
(vi) Regarding disciplinary matters, the disciplinary authorities have been prescribed in CCS (CCA) Rules, 1965 which are followed by the Ministry.
4. Norms for discharge of functions [Section 4(1)(b)(iv)]
Ministry of Food Processing Industries has not prescribed any separate norms for discharge of functions. However, norms prescribed by the Nodal Ministries such as DOP&T, Ministry of Finance, Ministry of Health & Family Welfare, Ministry of Urban Development etc. are followed by this Ministry for various functions. The Ministry does not frame any rules and regulations for day-to-day functioning. The files relating to the allocated works are handled by the respective officers. The files are maintained by the officers at section level. Depending upon the nature, categorization is done by the respective Section / Division. (a) Documents in possession of Establishment Divisions : service book, service records (person files), Disciplinary cases, pension cases, RTI matters, grievances matters etc. (b) Files in possessions of Division dealing with plan schemes: approval files, files for processing grants in aid, EFC and Cabinet Note, review meetings etc. (c) Plan and Co-ordination Division: files relating to policy and co-ordination matters (d) General Administration: files relating to procurement of goods and services for the Ministry, medical attendance rules/ CGHS rules, house-keeping etc.
7. Particulars for any arrangement for consultation with, or representation by, the members of public in relation to the formulation of policy or implementation thereof [Section 4(1)(b)(vii)]
The Ministry takes into account the views of stake holders, Industry Associations, representations from public and view of intellectuals while framing policies for giving impetus to the development of food processing industry. The ministry also invites the view from the public on Facebook and twitter accounts. However, the Ministry consults the stake holders such as industry associations, Govt. Departments, NGO’s for formulation of guidelines relating to various schemes. 12. Manner of execution of subsidy programmes [Section 4(1)(b)(xii)]
The Scheme of Mega Food Parks provides for a
capital grant at the rate of 50 percent of the eligible
project cost in general areas and at the rate of 75
percent of eligible project cost in difficult and hilly
areas i.e. North East Region including Sikkim, J&K,
Himachal Pradesh, Uttarakhand and ITDP notified
areas of the States subject to a maximum of Rs.50
crores per project.
As per the Revised Guidelines of the Scheme of
Mega Food Parks issued on 10.02.2014,
Expression of Interest (EoI) are invited for setting
up of Mega Food Parks by issuing a Public Notice.
The proposal submitted in response to the EoI are
evaluated by the Program Management Agency
(PMA). The applicants are invited to make a
presentation of their proposals before the Technical
Committee (TC).The PMAs undertakes evaluation
on a scale of 100 points on the basis of EoI
proposals while the TC undertakes independent
evaluation on a scale of 50 points on the basis of
the presentation made by the applicants. The final
evaluation report along with the recommendations
of the TC are placed before the Inter-Ministerial
Approval Committee (IMAC) for retention of the
projects based on merit to the projects.
Recommendation of the IMAC are placed before
the Minister for approval. After obtaining the
approval of the Minister, In-Principle approval is
issued.
Project are accorded Final Approval on fulfilment
of the following conditions:
i. Submission of proof for possession of at least 50
acres of contiguous land by the SPV for the CPC.
The land should have permission for change of
land use for industrial/infrastructure purposes.
ii. Submission of proof for incorporation of SPV and
execution of Share Subscription Agreement
(SSA) amongst the members of SPV, as per draft
SSA to be given by the Ministry.
iii. Plan to fund the project duly supported by
proposed equity contribution clearly suggesting
respective cash contribution from each of the
shareholders in proportion to their equity holding
and sanction letter of term loan from the bank
along with bank appraisal report.
iv. Proof of appointment of Project
Management Consultant (PMC). The PMC for the
project should be selected from the agencies
empanelled by the Ministry.
Release of Funds: Once the project is accorded
Final Approval by the Inter-Ministerial Approval Committee (IMAC), the grant is released by the Ministry subject to fulfilment of conditions prescribed in the Scheme Guidelines w.e.f. 10.02.2014. The total Grant amount is released in 4 installments.

c) 3rd installment of 20 percent of total Grant
amount.
d) 4th installment of 20 percent of total Grant

17. Information related to procurement Action has been taken to upload the tender document on the Ministry’s website www.mofpi.nic.in whenever required for vide publicity. The same is also published in the National Newspapers. (ii) in the future tender awardees names will also we put up on the website www.mofpi.nic.in (iii) Action has been taken for procurement of digital signature certificate, once the digital signature will be procured all the tenders will be published in the Central Procurement portal (CPP) as per the Ministry of Finance, Department of Expenditure guidelines. PC division has awarded a contract to M/s. Here Quality (Pvt.) Ltd. w.e.f, 31.03.2014 for providing consultancy services for phase _ I implementation of ISO 9001-2008 certification under result frame work documents (RFD). (iv) A contract has been awarded to M/s. Logicsoft International (Pvt.) Ltd. for creating, compiling, maintaining, operating of food processing information system of the Ministry. (v) A contract has been awarded to M/s. IL&FS clusters development initiatives limited for developing and maintaining MoFPI’s investor portals and preparation of state profiles for each states with respect to food processing sector for a period of 3 years w.e.f 03.07.2013
