Article I BY-LAWSThe by-laws are portions of the Chapters rules, which may be changed by a two-thirds majority vote of the financial membership at the regular business meeting.

Article II NameThe name of the organization shall be the Zeta Zeta Chapter of Zeta Phi Beta Sorority, Incorporated. Zeta Zeta was originally chartered in 1926 (Charter was combined with another to form a new chapter in 1966). The National office made a vital decision to reassign the name on October 3, 1987 to the current Zeta Zeta Chapter in Dolton, Illinois.

Article III Operational YearThe Fiscal Year of Zeta Zeta Chapter shall be September 1 through June 30 of each year.

Section I: In the event of the dissolution of Zeta Zeta Chapter, the monies left will be disbursed equally to the State of Illinois Scholarship Fund, the Great Lakes Regional Scholarship Fund and the National Education Foundation (NEF) of Zeta Phi Beta Sorority, Inc.

Article IV MembershipSection 1 Life Membership – refer to current guidelines of the

national Body of Zeta Phi Beta Sorority, Inc, for necessary time frames and fees

Section 2 The membership of Zeta Zeta Chapter shall include women graduates of an accredited college or university, who reside in Dolton, Illinois or in the greater Chicagoland area.

Clause 1: She shall be responsible to pay all National, Regional, State and Local dues and assessments to maintain a financial status.

Clause 2: She shall be active with Zeta Zeta Chapter, for the duration of the fiscal year and participate in scheduled activities.

Section 3: Associate members shall be Sorors, not holding a four year college degree.

Section 4: Reduced Graduate Sorors shall be Sorors transferring into Zeta Zeta Chapter immediately upon graduating from an accredited College or University. These Sorors shall be responsible for submitting a letter of good standing from their previous Basileus and Grammateus and a transfer card. She shall also successfully complete a Chapter review and attend two (2)) Zeta Zeta functions and/or service projects. Sorors shall be responsible for paying a reduced rate (not to exceed two (2) fiscal years), on the following; National, regional, State and Local dues. She shall also pay any transfer fee (as set by the National body and implemented by the Local body) in order to maintain financial status.

Section 5: Transfer Soros shall be Sorors transferring from another Chapter into Zeta Zeta Chapter. Sorors shall be responsible for submitting a good standing letter from their previous Basileus and Grammateus and a transfer card. She shall also successfully complete a Membership Committee review and attend two (2) Zeta Zeta Chapter functions and Service Projects, prior to being voted into Chapter. Transferring Soror must be approved by a three-fourth vote of the financial members. These Sorors shall be responsible for paying the following: National, regional, State and Local dues and assessments, and the necessary transfer fee (as set by the National Body and implemented by the Local body), in order to maintain financial status.

Section 6: Reclaimed Sorors have returned to Zeta Zeta Chapter and have not paid dues or assessments for a period of two (2) years or more. She shall be considered a financial member upon paying the following: National, Regional, State and Local dues and assessments, and the necessary transfer fee (as set by the National Body and implemented by the Local body), in order to maintain financial status.

Section 7: Financial Inactive Sorors shall be members who have been physically active with Zeta Zeta chapter for five 950 consecutive years and who cannot participate in Zeta Zeta activities due to family obligations or medical limitations.

Clause 1: She shall be responsible to pay all National, Regional, State and Local dues and assessments by the designated date in order to maintain a financial status.

Clause 2: She shall submit written documentations of her “financially inactive” status to the Grammateus prior to the start of the upcoming fiscal year.

Section 8: Honorary Membership – “Women who have achieved national and/or International distinction and honor … through Service may become honorary members.” Refer to the By-Laws of Zeta Phi Beta sorority, Inc.

Section 9: Inactive Sorors shall be those Sorors who do not participate in any way with Zeta Zeta Chapter or Zeta Phi Beta Sorority, Incorporated, and has not paid dues or assessments for the current fiscal year. All Sorority activities for these Sorors will be limited to Zeta Zeta Chapter, at the discretion of the Chapter. She may not vote on any chapter business.

Article V Local Officers and Elections

Section 1 The elected officers of Zeta Zeta Chapter shall be: Basileus, First Anti Basileus, Second Anti Basileus, Tamias, Tamias Grammateus and Phylacter. The Basileus shall approve the following officers: the Epistoleus, Editor and Chaplain.

Section 2 A Nominating Committee shall be established by the Phylacter (for the sole purpose of obtaining candidates for office) in March of the election year. The

Committee shall consist of at least three (3) and not more than five (5) financial Sorors. The Committee shall begin reporting to the Chapter in April of the election year.

Clause 1: Financial Sorors shall make nominations, at least thirty- (30) days prior to the election. The nominated Soror shall accept the Nomination in person, in order to be added to the election slate.Clause 2: If no candidate is slated for an office, theBasileus shall nominate a candidate. If the candidateaccepts, then she shall be added to the election slate. If no candidate accepts the Nomination, then theBasileus shall appoint an officer, within thirty- (30)days preceding the election.

Clause 3: All nominated candidates shall make a two-(2) Minute presentation on her qualifications for office.

Section 3 An Election Committee shall be established and chaired by a financial Soror at the discretion of the Basileus, in March of the election year. The Committee shall consist of at least three (3), and not more than five (5) financial Sorors. The Committee shall begin reporting to the Chapter in April of the election year. The Committee, under the direction of the Chair shall establish an election procedure; count all cast ballots and posts the election results, immediately following the close of the election.

Section 4 The procedure for electing officers shall occur every two- (2) years, by secret ballot at the May meeting. Absentee ballots will be accepted, from those Sorors deemed excused by the Basileus, within ten (10) days prior to the election. The ballots must be sent to the Election Chair immediately, and will be checked against the financial roster.

Section 5 Officers will be elected on the basis of a majority vote of all the ballots cast by financial Sorors.

Clause 1: If the office of Basileus, First Anti Basileus,second Anti Basileu, or Third Anti Basileus becomesvacated prior to the end of the term, the succeedingofficer (pr a financial Soror who meets thequalifications) shall have the opportunity to fill thevacancy and shall remain in the office until the end ofthe existing term. She shall have the opportunity to be elected for two (2) additional terms should she so desires.

Clause 2: If the office of Grammateus, Tamias,Tamias-Grammateus, Phylacter, Epistoleus, orChaplain should become vacant prior to the end of theterm, the Basileus shall appoint a succeeding officer or another financial Soror to the position. She shall remain in the office until the end of the existing term; and shall have the opportunity to be elected for two- (2) additional terms should she so desire.

Section 6 Zeta Zeta shall host a Chapter retreat in July of a Non-Boule / Election year and un August of a Boule / Election year..

Clause1: The retreat will give financial Sorors the opportunity to learn the operations of Zeta Phi Beta Sorority, Incorporated and Zeta Zeta Chapter.

Clause2: All previous officers shall submit all materials to and meet with the new officers during the retreat. Duties and operations of office and a statement of receipt for all materials shall be issued to the new officers.

Clause 3: The Chapter shall determine the meeting time and place for the retreat at the June chapter meeting.

Article VI Installation And Tenure of Officers

Section 1 Installation of newly elected officers shall occur at the June meeting of the election year.

Section 2 An official term of office shall be two (2) years; subject to re-election for an additional two (2) years, for a total of four (4) consecutive years in the same office elected.

Article VII Qualifications

Section 1 All candidates for office must have been financial on all levels for at least three years prior to her Nomination and / or election.

Section 2 No Soror shall be nominated or elected to the office of Basileus or First Anti Basileus, Second Anti Basileus, Third anti Basileus, Tamias or Tamias Grammateus unless she has been a financial and active member of Zeta Zeta Chapter for two (2) consecutive years preceding her Nomination or election. She shall have a minimum of a Bachelor’s Degree and at least one-year of the following experiences: held an elected office in the Sorority with good standing and attendance at two (2) regional and state conferences.

Section 3 No member shall be nominated or elected to the office of Grammateus, Phylacter, Epistoleus or Chaplain unless she has been a financial and active member of Zeta Zeta Chapter at least one year preceding her Nomination or election and shall have attended one state or regional conference and training with Zeta Zeta Chapter.

Article VIII Responsibilities of Officers (Elected & Appointed)Section 1 All officers are required to submit a written (typed)

monthly report and an Annual written (typed) report at the June meeting. Reports are required regardless ofthe absence of the officer, and are to be filed forinformation, unless action is required from the Chair.

Section2 Any officer missing three (3) or more consecutive

Monthly meetings, without submitting monthly reports,has not performed the duties of the office, is nonfinancial, or resigns from elected office without writtennotice, shall have her duties impeached by theBasileus.

Clause 1: Basileus shall submit written letter ofimpeachment to Soror within 15 days of violation.

Clause 2: Basileus shall appoint an interim officerwithin thirty (30) days of written notification submittedto violating officer.

Section 3 BasileusThe Basileus shall perform the following duties inaddition to those prescribed in Parliamentary Authorityadopted by the Sorority, Chapter and under the lawsof Incorporation of Illinois. She shall preside at theregular Chapter meetings; appoint Committee Chairsand be ex-officio member of all Committees, exceptNominations. She shall also enforce the Constitution,By-laws and regulations, countersign all legaldocuments, vouchers and / or formal communications;have general supervision of the Chapter and prepareAnnual reports for the Local Chapter, State, regionaland National Body. She shall make no motion norhave a vote except in the case of a tie, of which shemay cast the deciding vote. She shall carry out allother duties and actions necessary to effectively fulfillthe position.

Section 4 First Anti BasileusThe First Anti Basileus shall assume all duties andresponsibilities of the Basileus in her absence, andassist in promoting the programs and events of theChapter. In addition to those duties prescribed inParliamentary Authority adopted by the Sorority,Chapter, Chapter and under the laws of Incorporationof Illinois. She shall serve as the following: the

Membership Coordinator for the Membership IntakeSelection Process (MISP), the Chair of theMembership Committee, and the Chair of the AnnualFounder’s Day Committee.

Section 5 Second Anti Basileus

The Second Anti Basileus shall assist the Basileus andFirst Anti Basileus; assume the duties and responsibilities of these officers in the event of theirabsence and assist in promoting the programs andevents of the chapter, and shall serve as the Chair ofthe Scholarship and Finer Womanhood Committees.

Section 6 Third Anti BaseileusThe Third Anti Basileus shall assist the Basileus, theFirst Anti Basileus and Second Anti Basileus; assumethe duties and responsibilities of these officers in theevent of their absences and assist in promoting theprograms and events of the Chapter. She shall servein the following capacities: the advisor and liaison tothe sponsored Undergraduate Chapter(s), chair of theUndergraduate Advisory Committee.

Clause 1: the Third Anti Basileus shall submit a formalprogram within thirty (30) days after the start of eachschool ear for Chapter approval. The program shallinclude the following: the active status of the Chapter(a formal letter from the University/College andnotification from the National Office), the roster andgrades of the financial status of the Chapter (FinancialInstitution Information), the roster and the grades of thefinancial membership (transcripts should be madeavailable) and all planned activities. She shall alsomeet with the Greek Advisor and the Campus Advisorfor the Undergraduate chapter and meet with the(TEXT NEEDED)

Section 7 GrammateusThe Grammateus shall take the minutes at each

meeting, and prepare and distribute copies toFoundation Board members and members of thechapter. In addition, she shall read all correspondencereceived by the Foundation, at each meeting. Sheshall take minutes at each Foundation Board meeting,and shall prepare and distribute copies thereof, to eachBoard member within twenty (20) days following theclose of said meeting. She shall keep a file of allminutes prepared and distributed; and shall write andforward the general correspondence of the Foundation,as directed by the Basileus.

Section 8 TamiasThe Tamias shall receive all monies from the FinancialGrammateus; pay all bills as directed by the Board;take receipt of all monies paid out; keep a correctedaccounting of all receipts and expenditures; and shalloversee the Foundation’s voucher system, which shallbe countersigned by the Basileus. She shall preparethe Annual budget as approved by the Foundation; andsubmit a written report of the financial conditions of theFoundation, at the May meeting. This officer shall bebonded and her records shall be subject to an audit asapproved by the Foundation. She shall distributereports to all financial members at each regularmeeting and shall serve as the Chair of the Budget andFundraising Committees. Tamais submits financial

reports to State, Regional, National before10/31 of any given year

Section 9 Tamias GrammateusThe Tamias Grmmateus shall receive all monies of theChapter, submit the funds to Tamias for processing,issue a receipt thereof, and hold an active financialroster of all Sorors in the Chapter. She shall submitfinancial reports and fees to the National, regional and State Officers before October 31 (or the appropriate date) and again before December 31,if necessary; and shall submit all necessary financial documents to the Internal Revenue Service including the National 990 Form. This officer shall be bonded and her records

shall be subject to an audit as approved b the Chapter. She shall serve as Co-Chairperson of the Budget andFundraising Committees.

Section 10 PhylacterThe Phylacter shall advise members of the rules and regulations governing the Chapter, according to Parliamentary Authority adopted by the Sorority, laws of Incorporation of Illinois, the National Constitution, Local Bylaws of Zeta Zeta Chapter and Robert’s Rules of Order. She shall assist the Basileus in maintaining order, judge all parliamentary questions and settle them according to the Constitution of Zeta Phi Beta Sorority, Incorporated, the bylaws of Zeta Zeta Chapter and Robert’s Rules of Order. She shall serve as the Chairperson of the Constitution and Nominating Committees.

Section 11 EpistoleusThe Epistoleus shall serve as the historian and publicrelations director for the Chapter, and shall submitarticles to the National Archon, regional Zeta Zest, theState Zeta Dove and the Zeta Zeta Quarterly. She

shall disseminate in public press all newsworthy activities of the Chapter (which are not secret), take pictures (or make arrangements for such) and keep a scrapbook of all interesting Chapter events and history.

Section 12 ChaplainThe Chaplain shall open and close all business meetings with the appropriate prayer and/or song, be prayer leader for any public program, when necessary. She shall serve as Chairperson of the Los Cheerios Committee.

Section 13 EditorThe Editor shall edit and produce the official ChapterNewsletter, which shall be called the Zeta ZetaQuarterly. The newsletter shall be presented to the

Chapter on a quarterly schedule, in printed format. She shall serve as the chair of the Editorial Staff.

Article IX Committees

Section 1 The Basileus shall monitor the activities of all Committees with assistance from the First Anti Basileus.

Section 2 The following committees shall be designated as standing committees. The Basileus is responsible for appointing all standing committee Chairs, prior to the closing of each fiscal year. Each Committee should consist of at least three (3) Sorors, including the Chair. The Basileus may appoint a new Committee Chair at any regular business meeting, whenever the current Chair becomes inactive, not financial or fails to perform the duties of the position. Each Committee is responsible for submitting monthly reports and an Annual typed report , due at the June meeting. In cases where financial requests are needed by the Committee, the Chair will follow the allotted budget amount and work with the financial officers.

Section 3 Budget Committee shall be established to govern the financial status of the Chapter. The Tamias and Tamias-Grammateus shall serve as Co-Chairs of the budget Committee, which shall consist of the following: First Anti Basileus, Second Anti Basileus, and two(2) additional financial members.

Clause 1: Each officer and standing Committee Chair is required to submit an itemized budget proposal of their office or Committee, for review, at least thirty- (30) days prior to the April meeting.

Clause 2: The Budget Committee shall review all proposals and submit a written overview to the Basileus for review. After which, the Committee shall submit a written proposed budget to the Board of

Trustees for final approval, at the May Chapter meeting.

Section 4 The Constitution Committee shall review the current by-laws and prepare additional copies for financial Sorors. The constitution Committee shall be chaired by the Phylacter, and shall hold one (1) reading of the by-laws, per fiscal year. The reading shall be followed by amendments to the by-laws, if applicable. The Committee shall also review (and have a knowledge of) the current National, Regional and State Constitutions and By-laws, plus the current edition of Robert's Rules of Order / Parliamentary Procedures.

Section 5 The Fundraising Committee shall plan and present fundraising projects for the Chapter. A minimum of to (2) fundraising events shall be held during each fiscal year, to meet the financial goals of the Chapter.

Clause 1: All monies received by the Foundation shall be collected and receipted by the Financial Grammateus. She shall turn over all monies to the Tamias for processing. The Tamias will process all vouchers for expenditures.

Clause 2: All financial Sorors will be responsible for ticket sales at all Chapter fundraisers, the ticket price and quantity will be determined by the Chapter. Sorors not selling these required tickets will be responsible for the equivalent of the total amount, payable to Zeta Zeta Chapter, by the required deadline set by the Chapter.

Clause 3: Transferring Sorors, Reclaimed Sorors and New Members entering Zeta Zeta Chapter within two (2) weeks of a fundraiser, shall be responsible for one-half (1/2) he required tickets sales of the current fundraiser. These Sorors will be responsible for full tickets sales at all fundraisers thereafter.

Clause 4: Reduced Graduate Sorors (for the first year

only) shall be responsible for half the required ticket sales for the two (2) mandatory fundraisers.

Clause 5: Financially excused members are those Sorors exempt by the Chapter from all Zeta Zeta activities, and will not be responsible for tickets sales or equivalent amounts. These Sorors must be on record as exempt with the Grammateus.

Section 6 The Membership Committee shall make plans to increase the Chapter’s membership. This planning shall include the Membership Intake Selection Process (in accordance to the National guidelines for membership), and reclamation activities. The First Anti Basileus will serve as the Chair. The Committee shall present an entire program to the Chapter for approval, at least ninety (90) days prior to beginning membership program.

Section 7 The Founder’s Day Committee shall plan activities for the observance of the Annual Founder’s Day. The event shall be observed in the month of January. The First Anti Basileus shall serve as Chair.

Section 8 The Finer Womanhood Committee shall plan activities for the annual Finer Womanhood observance, during the last week in February and the month of March. These plans should include the following: a rededication ceremony, a Social Service project (planned with the Social Service Committee), a Finer Womanhood workshop, and a Chapter social and/or spiritual gathering. The Second Anti Basileus shall serve as the Chair. The Committee shall present a proposed program by the December meeting for Chapter approval.

Section 9      The Scholarship Committee shall plan and present the criteria for an Annual Scholarship Program.  There shall be the presentation of scholarships to high school seniors [in a public social arena].  The Scholarships

shall be called the Karen Lynne Harris Memorial Scholarship, and the Crystal Ward-Ross Memorial Scholarship , in recognition of Soror Harris, a chartering member of Zeta Zeta Chapter and Soror Ward-Ross a faithful member of Zeta Zeta Chapter.  Soror Harris served the Chapter in many capacities, until her passing in 1998.  She believed in scholarship, secured Sorority finances and planned programs for the good of the sisterhood. Soror Ward-Ross served the chapter until her passing in 2008.  She was a dedicated educator and believed in the pursuit and achievement of educational excellence.

Clause 1: The Committee shall present to the Chapter, a formal program for the public presentation of the Scholarship by the April meeting.

Clause 2: The Scholarship application process shall end April 15th of each fiscal year, and shall be awarded by June 30th of each fiscal year.

Clause 3: The Chapter, based on current fundraising activities, shall determine the Scholarship amount.

Section 10 The Social Service Committee shall be responsible for planning and directing all service projects and projects in accordance with the current Gran Basileus’ Plan. The Committee shall also make recommendations to the Chapter concerning contributions to various organizations. The Chapter shall complete a minimum of one (1) service project per month of the fiscal year. Other service projects may be completed during the interim months of the Chapter, at the discretion of the Chapter. The Committee shall submit a calendar of all service projects at the first Chapter meeting for the Chapter’s approval/ The Chair shall work closely with the Epistoleus to insure proper documentation of each project.

Section 11 Los Cheerios Committee shall be responsible for the coordinating, purchasing and forwarding of the following cards and gifts (to all Sorors as requested by the Chapter): birthdays, weddings, sympathy, baby showers, graduations floral arrangements, and social and protocol amenities. Monetary gifts may also be given at the discretion of the Chapter, according to the budget. The Chaplain shall serve as the Chair.

Clause 1; This committee shall be responsible for the planning and implementing of the Chapter Recognition Awards Ceremony held annually, and shall set the criteria for Chapter Awards.

Clause 2: The Chapter awards shall be named the following: Zeta of the Year, Zeta Zest, service and Sisterhood (In honor of Soror Andrea Mannings Flrez an active member of Zeta Zeta chapter until her death in 1999). The Basileus shall determine the recipients of the Basileus Award. Financial members of the Chapter shall nominate (by the April meeting) and vote on the awardees (by the May meeting and results presented at the Awards Ceremony in June), in accordance to the criteria.

Section 12 The Editorial Staff shall work closely with the Epistoleus (and all Committees), to obtain news, and to present the Chapter, the Zeta Zeta quarterly newsletter. The newsletter may include feature articles/sections, and photographs of Chapter events. The newsletter shall be presented to the Chapter (during regular chapter meeting) on the following schedule: November, February and May of the fiscal year. The staff shall work with the Web Administration staff to present an overview online edition in June. The Editor shall serve as the Chair of the staff.

Section 13 The Web Administration staff shall be responsible for the regularly building and maintaining the Chapter’s website and email account. The official website

address is www.zetazeta.web-page.net and the email address is [email protected] (both established in 1998). The website shall include the following: a historical overview of Zeta Zeta Chapter, a schedule of public events, an online mailing list, event photographs, a guest book for visitors, and links to the National site www.zphib1920.org and any other important sites. The email address shall be used to send and receive Chapter related materials. The staff should consist of Sorors who are proficient in the HTML process or related fields, and those with the willingness to creatively display the Chapter to the World Wide Web.

Section 14 The Youth Coordinators shall work closely with the youth auxiliaries of the Chapter. They shall plan educational and social activities set by the National youth handbook. The Coordinators may work simultaneously or separately at the discretion of the Coordinators. There shall be a minimum one (1) coordinator for the Pearlettes and Amicettes and one (1) Coordinator for the Archonettes. The Coordinators may have youth to work with Zeta Zeta at Social Service projects and events (depending on age limit). A calendar of events for the Youth Auxiliaries shall be presented to the Chapter, which includes the youth roster and meeting information.

Article X Executive Board

Section1 The Basileus shall head the Executive Board.

Section 2 The members of the Executive Board shall include elected officers and when necessary appointed officers. Past Basilei, National, regional and State Officers, by virtue are ex-officio members of the Executive Board.

Section 3 The Executive Board, subject to the Constitution and by laws of Zeta Phi Beta Sorority, Incorporated, shall assume the authority of Zeta Zeta Chapter affairs,

during the period between Chapter meetings, when necessary.

Clause 1: The Executive Board may caucus and call an emergency or special meeting, with the approval of the Basileus.

Clause 2There shall be two-thirds (2/3) of the financial membership present at the emergency or special meetings, to constitute a quorum.

Clause 3: Financial members must be notified in a timely manner, in the event of an emergency or special meeting is called, with the agenda item clearly stated.

Article XI Chapter Meetings

Section 1 Zeta Zeta Chapter shall hold a regular meeting each month, during the fiscal year. There shall be two-thirds- (2/3) of the Board present, to constitute a quorum.

Section 2 All members, who cannot attend a regular meeting, shall be deemed excused by contacting the Basileus or the Grammateus within seven (7) days prior to the board meeting.

Clause 1: Sorors deemed excused shall be included in the count of establishing a quorum.

Clause 2: There shall be no disturbances, cell phones or smoking at any meeting. Sorors violating this policy shall be subject to fines or removal from the meeting, at the discretion of the Basileus.

Section 3 Chapter meetings shall be held monthly to execute Chapter business. The Chapter shall decide annually on the meeting place. In the event of a meeting and/ or program conflict, the Chapter shall determine a new meeting place and time, in a timely manner.

Article XII Sponsorship of Undergraduate Chapters

Section 1 Zeta Zeta chapter shall sponsor and advise undergraduate Chapters of the State of Illinois, as determined by the State Organization of Zeta Phi Beta Sorority, Incorporated. The final decision for sponsorship must be voted upon by a majority of the financial membership. The Third Anti Basileus shall serve as liaison between Zeta Zeta Chapter and all sponsored Chapters.

Section2 Undergraduate Chapters under the direct sponsorship of Zeta Zeta Chapter shall abide by the rules and regulations set by the National, Regional and State bodies. The Chapter may set additional guidelines for the undergraduate Chapters. The undergraduate bylaws must not conflict with the guidelines of the university, college or Zeta Phi Beta Sorority, Incorporated. The Pearls of Wisdom Foundation, Incorporated shall sponsor events and activities that are dedicated to the enlightenment and education of the Dolton community. These events activities shall be in direct alignment with the founding precepts of Zeta Phi Beta Sorority, Incorporated and support the national programmatic thrust of Z-HOPE.

Article XIII State, Regional and Boule Attendance

Section 1 State Regional and ConferencesClause 1: The chapter shall send the Basileus as the official delegate to the annual State of Illinois and Great lakes Regional Conferences. All other Sorors whoa re financial and registered at the conference shall also be delegates.

Clause 2: The Chapter shall pay the following expenses of the Basileus: registration, transportation and lodging. (i.e. minimum lodging rates).

Section 2 Boule ConferenceClause 1: The Chapter shall send the Basileus and an appropriate number of financial representatives (in compliance with National apportionment) as voting delegates to the Grand Boule that occurs biennially.

Clause 2: The Chapter shall pay the following expenses of the Basileus: registration, transportation and lodging. (i.e. minimum lodging rates)., and shall pay the delegates registration fees when funds permit.

Clause 3Delegats shall be chosen by a majority vote from the Chapter. They shall be financial and active Sorors, with an interest in reporting the conference activities back to the Chapter in an accurate and detailed manner.

Section 3 Basileus and delegates each shall submit a report to the chapter at the monthly meeting immediately following the conference attended. The Boule delegate (not Basileus) shall have her local operating expenses waived for the following fiscal year (due to her paying her own expenses for the boule)

Article XIV Dues and Assessments

Section 1 The dues and assessments of the Chapter, as determined at the end of the previous fiscal year shall be paid annually. These dues shall be based on the national, regional, State fees and the Local Chapter budget, and shall be paid on or before the October Chapter meeting. A $35.00 late fee will be assessed on all dues paid after the October Chapter meeting.

Clause1: Sorors may begin paying installments on the total sum in the interim months of the fiscal year (i.e., the summer months).

Clause 2: All members of the Executive Board shall pay dues on or before the October Chapter meeting in

order to maintain her office. If the officer ahs not met the obligation by the October meeting the office shall be reassigned according to Article VIII.

Section 2 The Financial Officers will make one (1) financial report on all levels by October 31 deadline. After this reporting time, dues shall be collected, reporting will be made only in the cases of reclamation and new membership

Section3 The dues and assessments required to be financial members shall be paid to the Tamias Grammateus.

Section 4 Zeta Zeta Chapter shall accept checks from Chapter Sorors only. In the event a Soror presents a check that is returned as Non-Sufficient Funds [NSF] she shall be notified by the Tamias and Basileus of Zeta Zeta Chapter shall notify her in writing and shall have check privileges relinquished. These Sorors shall pay the amount of the NSF check, the appropriate fees and all future payments by money order, certified check, or cash. Prior to the end of each fiscal year, the Basileus and the Financial Officers shall review check privileges.

Section 5 Persons authorized to sign financial forms and checks, are the following: the Basileus, Tamias and Tamias Grammateus.

Article XV Candidates for Membership

Section 1 The Membership Committee shall present a scheduled program sixty 960) days prior to the start of the membership Intake Selection Process (MISP) for Chapter approval. The Chapter shall review and approve any necessary changes in the MISP program.

Section 2 The Membership Committee shall present to the Chapter, the names and backgrounds (which include a resume and a coy of degree or transcript) of at least five potential members, who have been recommended by financial Zeta Zeta Soror in writing (prior to the

beginning of the MISP). The Chapter shall review all give information and shall vote to make the candidate eligible to participate in the first step of MISP.

Clause 1: The potential members shall begin the observation period of the MISP by interacting in service and/or social functions. Upon the completion of the service and/or social functions the Chapter shall extend an invitation to the potential members to attend an informational.

Clause 2: The informational shall include the National Guidelines, Fees and information on Zeta Zeta Chapter. Those potential members, who are interested, are encouraged to make a minimum of two (2) year active commitment and who are interested in continuing the program shall be given an application for membership at the Informational.

Clause 3: after all applications have been reviewed, the committee shall present a slate to the Chapter and three-fourths (3/4) vote of the financial membership, shall make the candidate eligible for an interview. The Sorors present at the interview shall follow the interview process as set by the Chapter.

Clause 4: After the interview process. The potential candidates shall become eligible to have their application sent to the National First Anti Basileus, who shall approve the potential candidates for the remained of the MISP.

Section 3 all candidates must successfully complete the MISP, before becoming members of Zeta Zeta Chapter of Zeta Phi Beta Sorority, Incorporated.

Section 4 The fees for all candidates to participate in the MISP are determined by the Chapter, when the Annual budget is adopted. These fees shall include all dues, assessments and expenses associated with the MISP, membership in Zeta Zeta Chapter and Zeta Phi Beta

Sorority, Incorporated.

Section 5 The candidate must pay all expenses listed in Section4, to the Tamias-Grammateus, prior to beginning the MISP.

Section 6 Sorors shall be responsible for paying all current fiscal years dues, assessments and fundraisers prior to any funds being accepted by the Tamias Grammateus for the next fiscal year.

Clause 1: All previous years funds must be paid by the September meeting so that the Sorors wishing to be financial for the current year may make financial posting at the October meeting.

Clause 2: If Sorors wishing to be financial for the current year pay their funds after the financial posting date, she may still begin paying her current years dues in addition to the acceptable late fee.

Clause 3: A reactivation fee shall be imposed upon Sorors who deem themselves inactive within a fiscal year without a formal written excuse placed on file with the Grammateus thirty (30) days prior to stated inactive status. The Chapter prior to the end of each fiscal year shall determine the reactivation fee.

Article XVI AmendmentsSection 1: Amendments and additions to these bylaws must be

submitted in writing to all financial members, thirty (30) days before the next regular Chapter meeting. At the next meeting, such amendments or additions may be adopted by a two-thirds (2/) vote of all financial members present.

Section2 An alternate method of amendment shall be reading the proposed amendments at three (3) consecutive regular Chapter meetings. At the third reading such amendments may be adopted by a two-thirds (2/3) vote of all financial members. Financial members can vote by poll, if present or by absentee ballot.

Section 3 These bylaws may be suspended by a two-thirds vote of the financial membership.
