CSC releases Anti-Red Tape Act Survey results
Prompt, courteous and efficient public service delivery. Simplifiedprocedures that reduce red tape and expedite transactions. Transparency in publictransactions.
Republic Act No. 9485 or the Anti-Red Tape Act intends to address the abovecited issues. Section 5 states that all government agencies shall set up servicestandards to be known as Citizens Charter, which should contain information onhow to avail of a particular service, time it would take to conclude the process, feesto be paid, documents to be presented by clients and procedure for filingcomplaints.
ARTA also provides that all offices and agencies providing frontline servicesshall be subjected to a Report Card Survey (RCS) to be initiated by the Civil ServiceCommission. The RCS shall be used to obtain feedback on how provisions in theagencys Citizens Charter are being followed.
In 2012, CSC administered the RCS to 599 agencies nationwide. Of these,345 were national government agencies (NGAs), 2 local government units (LGUs),251 government corporations (GOCCs), and 1 local water district. Of the totalnumber, 50 obtained Excellent rating; 309 were rated Good; 90 were ratedacceptable; and 150 others Failed. In Region 1, thirty-five agencies were subjected to the RCS on the sameperiod. Of these, 22 were GOCCs while 13 were NGAs. Only the LTO UrdanetaDistrict Office was rated Excellent; 23 agencies were assessed Good; four wererated Acceptable; and 7 agencies Failed.

Another objective of the ARTA-RCS is to obtain information/estimates ofhidden costs paid by clients in accessing frontline services. The report summarizesthe scores of agencies along the following areas: (1) Compliances with ARTAProvisions (Citizens Charter, Anti-Fixer Campaign, ID/Nameplates, No Hidden Costs,Help Desk and No Lunchbreak Rule); (2) Frontline Service Provider; (3) ServiceQuality; (4) Physical Working Condition; and (5) Client Satisfaction. The adjectivalscores are based on the corresponding rating scales: Excellent for 90-100; Good for80-89.99; Acceptable for 70-79.99; and Failed for 69.99 and below.
