Negative Corpus and the Incendiary Fire Investigator Randy Watson, Chairman of the NFPA 921 Committee will give the opening keynote address highlighting the current status of the issue of “Negative Corpus” and its impact on Fire Investigators and their investigative findings.

“Emerging Trends in Kitchen Fire Investigation & analyzing Stovetop fires and the ignition of cooking oils” Investigator Peter D. Layson of Applications Engineering Group Inc. of Atlantic Beach Florida and Investigator K. David Cheers of Jack Ward Fire Consultants LLC of Jacksonville Florida will deliver this workshop serving as a benchmark for the investigator as he or she collects and analyzes data to form and test hypotheses as to the origin and cause, intentional or accidental, of a cooking fire.

“Investigation of fire scenes involving Hazardous Materials” Investigators Michael Knowlton, Andrew Pohl, and FPS Victor Graves of the New York State Office of Fire Prevention and Control, will present an overview of the unique circumstances that must be addressed when the Origin and Cause investigations overlaps with a fire involving Hazardous Materials. This workshop will include a discussion regarding concerns for compliance with OSHA regulations, the intricacies of interfacing with certain hazardous or toxic material incidents, and lessons learned by OFPC at two recent large loss fire investigations.

“Forensic Evidence from Electronic Devices”Lieutenant Mark Brown of the New York State Police Forensic Investigation Center will present a program on the collection of Electronic Evidence recovered from various devices after a fire.

“Fire Investigation and the Fire Protection Engineer” Jonathon Worden is a full time Fire Protection Engineer employed by the New York State Office of Fire Prevention and Control. He will present an overview of the role of the FPE in fire investigations, the various types of assistance that can be applied, as well as the pros and cons of certain engineering tools available to the FPE such as fire modeling.

“The NFPA 1033 Standard and what does that mean for you!!”Keynote speaker Randy Watson, Chairman of the NFPA 921 Committee of the National Fire Protection Association, will present a workshop highlighting the importance of the NFPA 1033 Standard for Professional Qualifications for Fire Investigators including the recent updates to the Standard and how it will impact the fire investigators credibility in conducting fire scene examinations and authoring reports of findings.

“Digital Photography for Fire Investigators – it’s not just about taking a picture”Deputy Sheriff Andrew McNeill of the Monroe County NY Sheriff’s Office will present a program on the use of digital photography including the need for proper camera and flash equipment, tips for getting better results at the fire scene, and what is necessary for presenting those results in a court room setting.

“Investigating the Serial Arson in your Community”M. Dixon Robin, ATF, Special Agent/Certified Fire Investigator will deliver this closing keynote address to include highlighting several “serial arsonist” cases that have captured the attention of the media and the nation and held several communities, large and small, hostage during the past decade. The presentation will discuss investigative tools and resources available to assist your investigation as well as how technology can help when the unexplainable strikes.
