A representative from the FMA Informative was lucky to be able to attend the Arnis Pang-Oran Tournament. It was well organized and ran smoothly. Also in attendance was Kenneth Au – Producer of the movie Island Dreams which is due to be released in June or July of 2013 and one of the stars of the movie Alexis Petitprez. Also in attendance to mention just a few were Peachie Saguin of Kalis Ilustrisimo and her son Carlo, Grandmaster Jaime Paclibar of Paclibar Bicol Arnis, Grandmaster Henry Espera of Rapido Realisimo, Grand-master Vic Sanchez of Lightning Scientific, Grandmaster Jay Jumawan of Modern Kali, Maam Patty Caballero - Lightning Scientific, Engr. Jose Dion Diaz, President, PHIGSSAI and many others. Punong Lakan Garitony Nicolas, the President and Chief Instructor of Modern Arnis Mano-Mano Filipino Mar-tial Arts, Father of Modern Sinawali, Executive Director of the Philippine Martial Arts Hall of Fame, Editor - in - Chief of Martial Artists Catalogue and Professor at Asian Seminary of Christian Ministry as Physical Educa-tion Professor. For his almost 3 decades of promoting and uplifting the Art of Stick Fighting he has accomplished a lot of things for the Filipino martial arts. He reached the peak of success. Punong Lakan is now leading his instruc-tors and colleagues in promoting the art. He is a good father, instructor, mentor and friend to his students; he is a good motivator, good leader and a prolific writer.

Sistemang Pang-Oran (Arnis Kickboxing System - ARKIBOS) The Sistemang Pang-oran of Arnis was developed since I started my way of teaching the art of stick fighting. This is not only for competition pur-pose but for a better and deeper understanding of the Art. My devotion and dedication for the art, Sistemang Pang-oran was developed. I would like to stress that without my students I cannot develop the Sistemang Pang-oran. I am just like a composer who needs inspiration to be able to compose a song or a painter to be able to paint.

On January 26th a meeting was held at the MAMFMA gym in Pasay City, Philippines to establish and set the rules for the coming Pang-Oran Tournament set for March 9, 2013. While explainations to the rules & regulations were expressed, to ensure understanding demonstrations and examples were given. Tournament Rules and RegulationsIntroduction The Sistemang Pang-oran is a full contact stick fighting (Arnis Kickboxing System – ARKIBOS or Arnis Nicolas Style - ARNIS) that played by the Modern Arnis Mano-Mano Filipino Martial Arts practitioners founded by Punong Lakan Garitony C. Nicolas, Father of Modern Sinawali. The word pang-oran comes from the northern part of the Philippines, which means paluan in Filipino and stick fighting in English. The Sistemang pang-oran involves the striking of Arnis, disarming, punching and kicking tech-niques to the body/punching and kicking to the head and legs (for amateur rule/pro-amateur rule) and sweeping and throwing (for professional rule). Its competition can be won by forcing your opponent to retire by knock out, by point advantage using any allowed techniques and follow-up by Arnis strike and voluntary retirement. Punong Lakan expresses this not only for competitive purposes but also for a better and deeper under-standing of the art. Pang-oran was developed for the love of a certain Filipino Martial Art that is Arnis. It came from the heart of a real disciple of Arnis. Punong Lakan stresses that without his students he can not develop the Pang-oran system. He is just like a composer who needs inspiration to be able to compose a song. Looking at the physical aspect of the Pang-oran, the fighting techniques are clear but the founder urges that students should not see Pangoran as a physical aspect only but the student understands Punong Lakan’s philosophy for life is. Concentrating on a tournament alone is not enough because the student must also use his inner ability along with his heart or all will be futile. The student must always bear in mind his purpose for prac-ticing the art.Scope

This tournament rule described briefly the standard procedures, guidelines and requirements for the safe, proper conduct and practice of the Sistemang Pang-oran or Arnis Kickboxing System (ARKIBOS) – Full con-tact stick fighting competition.Officials1. Tournament - Over-all in-charge in the administration of al the rules, guidelines and requirements.2. Technical Director - Over all in charge in the implementation of all the rules and regulations.3. Screening Committee:

a) Screening Officer – in-charge in the enforcement of all requirements. b) Weighing Officer – in-charge in the weighing of participants.

4. Officiating Officials:a) Matching Official – in-charge in the pairing of competitors. b) Recorder – in-charge in the recording of the results of all matches. c) Timekeeper – in-charge in the regulation of time, number of rounds and intervals between rounds. d) Judges/Referee – in-charge in the conduct of the competition, awarding of points and deciding of winners in accordance with the rules and regulations of competition and in-charge in the safety ofathletes inside the playing area.

Gears and Equipments: For the safety of the competitors, the following protection gear must be provided:

a. head gear b. body protector c. padded stick d. boxing gloves e. shin guard f. groin guard g. arm guard protector Competitors will be allowed to wear their respective uniforms.

All Disarming must have a follow up Arnis strikes, punch or kick.

A player who commits a dangerous intentional foul that inflicts injury or not to the other player is automati-cally disqualified and declared the loser by the contest referee. Any disruptive action or behavior of the player and/or his/her teammates, coach, relatives or friends that break the spirit of the sports, shall mean a disqualification on the player involved. If a player throws the Arnis stick is automatically disqualified. He/she must respect the Arnis stick as well the principle of being a disciple of Arnis. If for one reason or another, one of the contestants is disqualified, the other player shall be declared a win-ner.

Injuries: When an injury occurs during the contest and it cannot be continued, the decision shall be based on the following grounds:

When an injured party is responsible for the injury, the other party wins When the injury caused by the other party, the injured party wins When the responsibility of injury cannot be determined, the judges shall base it on the score When a legal blow causes the injury, the injured party loses When the injury is caused by an illegal blow, the injured party wins

Points for Allowed Techniques: For Amateur/Pro-Am Punching with follow-up Arnis Strike 1 Kicking with follow-up Arnis Strike 1 Disarming without follow-up 3 Disarming with follow-up 5Types of Decision:

Winning by point advantage Winning by default Winning by RSC (Referee Stopping the Contest due to injury) Winning by technical disqualification Winning by technical foul Winning by voluntary retirement of your opponent Winning by disarming Amateur/Pro-Am Rule: 2 consecutive disarming with follow up strikes

Waiver: All competitors must submit and accomplish their waiver forms signed by their respective club president, coaches or authorized representa-tive.

Amendments: Any proposed amendment may be submitted to the Committee on Rules and Regulations for deliberation. And only upon the approval of the members of the committee may be said proposal be included in the tournament rules and regulation of the Pang-Oran Tournament or Arnis Kick Boxing System (ARKIBOS).

Time-Outs: Only the contest referee may stop the time for the following reasons:

Giving warnings Injury occurs Declaring winner Disarming is executed Judges request for time-out Consultation with the judges Changing or fixing of soiled uniform or broken equipment End of set

Allowed Techniques:For Amateur Rules:

Punches – Upper cut, straight punch, hook punch Kicks – Frontal, Roundhouse, Side and Back KickNote:

• No punching and kicking on the face and below the belt. • All techniques must have a proper delivery. • Jumping while holding the stick for striking purpose must have a follow up punch or kick with proper execution.

Striking Areas:For Arnis Strike:

• Left and right side of the head and crown • Left and right arms and collar • Left and right wrist • Chest portion • Left and right armpit to thigh • Full length of right and left leg

For Punching:• Protected areas of head and body

Technical Fouls:Groin, neck and nape hitting Arnis locking Head butting, biting, spiting Using the hand holding the stick for punching Elbowing, kneeing Bone breaking and joint breaking Prolonged hold to an opponent’s cane Forearm strike Pinning Pushing Arnis slashing, butting and thrusting Going out of the playing area Throwing Sweeping Kicking or punching to the face Delaying the game Giving bad remarks Other action that violates the code of sportsmanship

‘Arnis-Pang-Oran’ Tourney Unfolds March 9 By Perry Gil. Mallari - Sports Editor March 2, 2013

The 1st Metropolitan Manila Development Authority (MMDA) Arnis Pang-Oran Tournament will unfold on March 9 at the MMDA Command Center in Orenze Street corner EDSA Guadalupe, Makati City. Pang-oran is a sport that com-bines stick fighting and kickboxing.

The Modern Arnis Mano-Mano Filipino Martial Arts (MAMFMA) headed by Punong Lakan Garito-ny Nicolas in cooperation with MMDA Chairman Francis Tolen-tino organized the tilt.

The main event of the tournament features Filipino fighter Sunshine Facto against American martial artist Kelvin Washington. The other featured competitors are RJ Rivera, Reynante Ariola, Jayson Jumawan, Richard Valbuena, Jeshorun Amosco, EG Hilao, Bon Garcia, Ronald Regalado, James Suga and Israeli fighter Rakotch Shay. Nicolas said that the etymology of pang-oran, which he began formulating in 1995, is Ilocano and con-notes striking or to exchange blows with a stick. “You can spar with a padded stick or a ‘live’ rattan stick and you use the hand wearing the glove for punching,” Nicolas said. He explained that pang-oran is capable of giv-ing more excitement to ordinary arnis contests therefore increasing their appeal to the public. Nicolas said that his creation is also a way of preserving arnis so the art would not die. Arnis is the Philippines’ national martial art and sport by the virtue of Republic Act 9850. Nicolas said that there are three levels of tournaments in pang-oran: amateur, amateur-professional and professional. Participants in the amateur level are required to wear prescribed body armor and gloves. The punches are restricted to the torso, meaning not above the shoulder or below the belt. The empty hand hits are followed by stick strikes. In professional-amateur, the contestant can punch or kick the face with follow-up strikes with the stick. In the profes-sional level, sweeping and throwing are allowed in addition to punches, kicks and stick strikes. Besides Tolentino, the other guests of honors are MMDA Assistant General Manager for Operations Adel Abas, lawyer Salvador Demaisip, law-yer Emerson Carlos, Grandmaster Tony Diego, Grandmaster Henry Espera, Master Peachie Saguin, Master Jimmy Paclibar, Master Ronaldo Baxafra, Master Jaime Quizana and American publisher of Filipino Martial Arts Infor-mative Steven Dowd. KenAu Pictures Productions also supported the event.
