Effective I August 1969
This is a complete revision of^AR 612-10 and changes are made throughout. Principal changesprovide for administering ACB^ests on one day, provided there is a break of at least 1 hour afterany 4-hour session; administering no more than 6 hours of testing on any given day; administer-ing ACS tests to alt male receptees regardless of previous AQB testing, with the provision thatpersons enlisted for specific options\on the basis of AQB scores will be assigned to the trainingor duty for which enlisted regardless^af scores attained on ACS at VSARECSTA; preparing ofan additional DD Form 369, which is filed as a permanent document in MPRJ; expandingENTNAC procedures to include all receatees except aliens and others whose enlistment commit-ment requires investigation of a greater\cope. CHAPTER 1
GENERAL
1-1. Purpose and scope, a.. This regulation pre-scribes procedures for reception processing ofmale enlisted personnel at U.S. Army receptionstations.
b. Applicable portions of this regulation willbe used for reception processing1 of female en-listed personnel at the United States WAGCenter, Fort McClellan, AL, and at WAC de-tachments designated to accomplish initialprocessing and reassignment of female reen-listees who are assigned from recruiting mainstations, posts, camps, or station.
c. Applicable portions of this regulation willbe used at installations as a guide for receptionprocessing of prior-service male personnel whoare assigned from recruiting main stations di-rect to a CONUS station, or to a U.S. Armyoversea replacement station for onward move-ment.
1-2. Commander responsibilities. Commanderresponsibilities for the operation of U.S. Armyreception stations are set forth in Table 1—1.

Taking action to obtain missing records. Pending receipt of original records, tem-porary records will be prepared and the receptee will be processed and moved to thetraining activity or unit of assignment.7. Authorizing leave for receptees only in cases of verified emergency.

CHAPTER 2
PERSONNEL AND ADMINISTRATIVE PROCESSING PROCEDURES
2-1. General, a. Commanders of U.S. Army re-ception stations will check processing to deter-mine if backlogs occur and will take action toeliminate conditions which delay processing. In-spections will be frequent during peak loadperiods. At the earliest indication of a possiblelack of training space at the on-post trainingactivity, the reception station commander willnotify Headquarters, USCONARC by telephoneor teletype (through channels).
b. The processing required by this regulationmust be accomplished. Curtailment of recep-tion processing will not be made without priorapproval of the Chief of Personnel Operations,Department of the Army.
c. Transfer processing will not be accom-plished at U.S. Army reception stations. Re-ceptees being separated for any reason will beprocessed by a transfer activity.
2-2. Personal factor in processing, a. Althoughspace availability, organization, and propermanagement influence the speed and ease withwhich processing is accomplished, careful con-sideration must be given to the manner in whichreceptees are processed.
b. Processing will be conducted in such amanner that the receptee will be impressed withthe efficiency of the Army and the attentiongiven to the receptee's welfare. The psycho-logical implications involved in the receptee'stransition from civilian to military life are ofparamount importance. The U.S. Army recep-tion station is usually the receptee's first en-counter with Army procedures, and he will lookupon reception station atmosphere as indicativeof what he may expect in the future. The im-pression made during his stay at the U.S. Armyreception station may well have a significant
influence in shaping his attitude toward theArmy and may later be rejected in his per-formance of duty.
c. Reception station commanders will usenoncommissioned officers to the fullest extentin guiding receptees in all phases of processing.These noncommissioned officers will be carefullyselected for these duties, and their conduct andappearance must be above reproach. It is par-ticularly important that they exercise everyopportunity to instill in receptees confidenceand respect for Army leadership.
d. Non-prior-service Active Army and AC-DUTRA receptees will be processed in theorder in which they arrive. Whenever possible,prior-service personnel will be given priorityin processing over the other personnel arrivingat the same time.
2-3. Scheduling of processing. U.S. Army re-ception station commanders will insure that re-ceptees are processed within 3 workdays. Topreclude delay into training, receptees will beprocessed on Saturdays, when necessary. Com-manders may vary the processing schedule(Table 2-1) to meet operational requirementsprovided that—
a. Receptees are afforded a full night's rest(8 hours) before administering tests (app A).
b. Inoculations, except adenovirus vaccine,tetanus, smallpox, poliomyelitis, and Tine tuber-culin test, are not given before administeringtests.
c. No more than 6 hours of testing is admin-istered on any given day, and no more than 4hours of testing is administered without a breakof at least 1 hour.

d. Time delays encountered between process-ing stations because of a backlog are used toconduct basic instruction for receptees in suchsubjects as position of attention, hand saluteand insignia of rank.
2-4. Test Administration. The Army personnelselection and classification tests listed in ap-pendix A will be administered in accordancewith the principles contained in AR 611-5(Army Personnel Tests). Test administrationwill be under the supervision of a qualified testexaminer and proctor.
a. The entire Army Classification Battery(ACB) may be administered during the firstday of processing. No more than 6 hours oftesting will be administered on any given day.No testing session will extend for more than4 hours, and there must be a break for at least1 hour after any 4-hour session. The DriverSelection Battery and other tests may be ad-ministered on the second day of processing.Inoculations, except adenovirus, tetanus, small-pox, poliomyelitis, and Tine tuberculin tests,will not precede the administration of any tests.
6. Instructions for administering and scor-ing each test or battery on the IBM 805 TestScoring Machine are contained in DA Pam 611series (listed in DA Pam 310-8).
c. Instructions and materials for scoring eachtest or test battery on the Digitek OpticalScanner are contained in a DA Personnel TestManual (DA PT) 46 or 47 series.
d. The above instructions, the special instruc-tions for test administration contained in ap-pendix A, and the instructions for safeguardingtest information contained in AR 345-15 andAR 611-5 will be followed by personnel respon-sible for handling, administering, and scoringtests.
e. Unless other provisions are made in direc-tives governing administration of particulartests, answer sheets from Army testing pro-grams will be retained for a period of 30 days.During this period the answer sheets will beorganized by date of testing to facilitate identi-fication of answer sheets accomplished by par-

ticular individuals or groups. Unless directivesfor specific tests make other provisions, answersheets will be destroyed by shredding, mulching,or burning after the 30-day retention period.In those cases in which special directives pro-vide for submission of answer sheets to re-search organizations for study, the requirementfor retention may be transferred to the researchactivity. Destruction will be by the appropriateTest Control Officer (TCO), or under his super-vision. No destruction certificate is required;however, the TCO will maintain records ofdestruction.
2-5. Interviewing procedures. Each recepteewill be interviewed. DA Pam 611-1 will beused as a guide for the conduct of the interview.The MOS recommended by the Reserve compo-nent unit commander for training ACDUTRApersonnel will not be changed. Non-prior-service personnel will be asked whether theyhave been granted a personnel security clear-ance above SECRET, when and by whom. DAForm 20 will be initiated or completed duringthe interview and entries recorded for all re-ceptees. It is essential that this interview beconducted by qualified personned. Informationgained during the interview has a far-reachingeffect on the receptee and must be complete andaccurate in every detail.
2-6. Identification of specially designated andcertain other personnel. Certain personnel willbe identified as prescribed in Table 2-2.
2-7. Clothing issue, a. Receptees will be issuedpersonal clothing as prescribed in paragraph5-5, AR 700-84, except for Reserve componentACDUTRA receptees who will be issued cloth-ing as prescribed in AR 135-460. Issues ofpersonal clothing will be recorded on DA Form3326 or DA Form 3327.
b. Uniform and footwear will be fitted asprescribed in TM 10-227 and TM 10-228.
c. Receptees who reenlist within 3 monthsafter the date of last discharge or release fromactive duty will be issued clothing as prescribedin AR 700-84.

. d. Each receptee's clothing and duffel bagwill be marked as prescribed in AR 746-10.
e. Clothing and footwear will not be issuedif a receptee is to be discharged, relieved fromactive duty, or relieved from active duty fortraining, for physical or other reasons.
/. Clothing shortages or requirement for spe-cial measurement clothing will not delay move-ment of receptees upon completion of process-ing. If the complete uniform cannot be issued,movement of receptees to the training activityor unit will be in civilian clothing. Under nocircumstances will receptees be moved in amixture of uniform and civilian clothing.
g. Before movement to a training activity, ashowdown inspection will be accomplished toinsure that each receptee has in his possessionall of the mandatory items of personal clothingprescribed in paragraph 5-5, AR 700-84 orAR 135-460, which have been issued at theinstallation.
2-8. Disposition of civilian clothing. Recepteeswill be informed that they may keep their civil-ian clothes. However, if they want to send theircivilian clothes home, they may make arrange-ments with the local transportation officer tohave them shipped at Government expense. Themode of shipping civilian clothing at govern-ment expense is at the option of the local trans-portation officer.2-9. Medical processing, a. Physicalinspection.A physical inspection will be given only to Re-serve component receptees who were not proc-essed through Armed Forces Examining andEntrance Stations. Physical inspection will begiven to other receptees only when indicatedand recommended by the surgeon.
b. Medical examinations. Receptees who haveundergone a medical examination more than 1year before reporting to the U.S. Army recep-tion station will be administered a medicalexamination of the scope prescribed in AR 40-501. Reserve component receptees who areordered to ACDUTRA within 1 year from dateof last medical examination will not be requiredto undergo a complete examination. Only thosetests or examinations required by AR 40-501which are not a matter of record on the initial

report of examination will be accomplished. Seeappendix IX, AR 40-501.
c. Immunizations. Inoculations, except ade-novirus vaccine, tetanus, smallpox, poliomyelitis,and Tine tuberculin test, will be administeredas prescribed in AR 40-562 after administra-tion of all required testing. Entries will berecorded on Standard Form 601 (Health Rec-ord—Immunization Record) as prescribed inAR 40-403 and on PHS 731—AR 40-26 andAR 40-562.
d. Identification tags. The receptee's bloodtype will be embossed on his identification tagas prescribed in AR 606-5.
e. Health records. Health records will be ini-tiated as prescribed in AR 40-403. Mechanicalwriting equipment may be used in preprintingforms, provided that entries are legible and aremade in the proper spaces on the forms.
2-10. Waiver of Veterans* Administration dis-ability pension or compensation. Receptees whoare receiving disability pensions or compensa-tion from the Veterans' Administration for anyreason are required to waive such pensions orcompensation at the time of entry on activeduty. The records of prior service personnelwill be screened to determine whether waivershave been submitted by receptees receivingpensions or compensations. If waivers have notbeen submitted, receptees will execute DAForms 3053 (Declaration of Benefits Receivedand Waivers). These waivers will be verifiedby the reception station commander andforwarded to the appropriate Veterans' Admin-istration Regional Office listed in AR 930-10. Anotation will be made in item 56 (Remarks),DD Form 4, that DA Form 3053 has been for-warded to Veterans' Administration. The dupli-cate copy of the waiver will be filed in DA Form2143 (Financial Data Records, U.S. Army) inaccordance with paragraph 3-2c(2) item 26,AR 37-104-2.
2-11. Partial pay. DA Form 2139 (Military PayVoucher) will be prepared for each receptee.Receptees will be given partial pay only in theamount of basic pay accrued at date of pay-ment as prescribed in the DOD Military Pay

and Allowances Entitlements Manual (DOD-PM).2-12. Kitchen police duties, a. The receptionstation commanders are authorized to retainnonprior service receptees for 1 day to per-form kitchen police duties, provided such dutywill not delay receptees' entry into training.Scheduling of receptees for such duty duringprocessing will be avoided. Kitchen police dutiesmay be performed on nonprocessing days, orupon completion of processing.
b. The basis for retention is the number ofreceptees to be served at each meal at the re-ception station mess only. Two men may beretained for messes serving 50 receptees orless and one additional man is authorized foreach additional 50 receptees or major fractionthereof.2-13. Movement procedures and establishmentof EDCSA. Upon completion of processing, re-ceptees will not be delayed from entering thenext training cycle (e.g., pending training com-pany fill, kitchen police). Orders will be issuedassigning or attaching the receptees to thevarious activities indicated below, or as pre-scribed by the Chief of Personnel Operations,Department of the Army. EDCSA to be estab-lished in orders will be computed as indicatedin applicable table in AR 680-8. Orders willspecify the security clearance requirement forreceptees whose enlistment commitment, in ac-cordance with chapter 5, AR 601-210 or chapter6, AR 601-280, requires a clearance for train-ing. (See para 51, AR 310-10 for securityclearance status statements to be included inorders.)
a. Movement of receptees to the on-post

training activity. Orders issued will relieve the.receptee from the reception station and willassign or attach him direct to the appropriatetraining company of the on-post training ac-tivity. Prior service receptees who do not havespecific units of assignment at the time of theirarrival at the reception station will be reas-signed to the on-post training activity, unlessotherwise directed by the Chief of PersonnelOperations, Department of the Army.
6. Movement of recptees to an off-post train-ing activity. Orders issued will relieve the re-ceptee from the reception station and willassign him direct to the designated off-posttraining activity. Conscientious objectors, andinducted physicians, dentists, and veterinariansare included in this category, and will be as-signed to the U.S. Army Medical Training Cen-ter, Brooke Army Medical Center, Fort SamHouston, TX.
c. Movement of receptees to a CONUS unit.Upon receipt of assignment instructions fromthe Chief of Personnel Operations, Departmentof the Army, receptees will be relieved from thereception station and will be assigned direct tothe specific CONUS unit.
d. Movement of receptees scheduled for sep-aration.
(1) CONUS residents. The processing ofCONUS residents will be accomplished at theon-post transfer activity. Orders will not beissued assigning or attaching these receptees tothe on-post transfer activity.
(2) Non~CONUS residents. The process-ing of non-CONUS residents will be in accord-ance with procedures in section IV, chapter 2,AR 635-10.

b. DD Form 398 (Statement of Personal History) — copycompleted, signed, and witnessed. It DD Form 398 is miss-ing or incomplete, receptees will be furnished a copy of theform and instructions for completing it. When required, theywill also be instructed to initiate necessary correspondenceto expedite completion of form. Instructions for completingDD Form 398 contained in appendix III, AR 381-130 willbe reproduced locally. (Not applicable to REP 63 personnel),
c. Service agreement properly executed and attached toDD Form 4 of REP 63 ACDUTRA personnel. Issue health and comfort items, as appropriate. These issueswill be recorded on DA Form 3327 (Individual /Organiza-tional Clothing and Equipment Record Male)) (or DAForm 3326 . . . (Female)).
Make blood group and type determinations (AR 40-3).
Administer adenovirus vaccine and Tine tuberculin test.Tr e Tine test results will be read approximately 72 hours afteradministration. Receptees will not be held at reception stationssolely or the purpose of reading the test results. When neces-sary, because of the time element, the Tine test results willbe read at the training activities. The date administered andresults of the Tine test will be recorded on SF 601 (HealthRecord — Immunization Record) and PHS 731 (InternationalCertificate of Vaccination) (AR 40-26).
Conduct physical inspection and partial medical examina-tions, when required, as prescribed in paragraph 2-9.

a. Identify college graduates and arrange for their coun-seling. (During counseling, individuals will be provided in-formation on the rational way in which assignments aremade, taking into account background and aptitudes. Inter-viewing and counseling will be used as a means for collect-ing, recording, and reporting information regarding indivi-duals which is essential to assign them in a manner whichtakes maximum advantage of prior education and expe-rience.)
b. Inform receptees of NCO Candidate program (SkillDevelopment Base (SDB)). Tentatively, identify individ-uals who have SDB training potential. Personnel who haveshown an aptitude for leadership in civilian life, e.g., fore-man, athletic team captain, school class leader or civic,social, or fraternity leader, will be identified by placing apencil entry "SDB Potential" in the remarks section of theDA Form 20 (Enlisted Qualification Record.) Orders trans-ferring these receptees to BCT will indicate "SDBP" as thelast item on the name line.

CHAPTER 3
RECORDS PROCESSING
3-1. General, a. A list of records which are ini-tiated or received at a reception station is con-tained in appendix B. Records received fromArmy National Guard units will not be remade,but will be continued in use.
b. Records received will be checked for ac-curacy. Entries on forms initiated will be madeas prescribed in regulations applicable to thoseforms.
3-2. Preparation of forms. Processing time maybe saved by preprinting forms with information
applicable to all receptees. Mechanical writingequipment may be used for this purpose. Astandard personnel plate will be prepared foreach receptee as prescribed in AR 600-26.Standard personnel plates will be used for initialpreparation of all finance forms. (See para-graph 3-1, AR 37-104-2 for preparation of fi-nancial data record folders.)
3-3. Disposition of records. Records initiatedor received will be disposed of as indicated inappendix B.

CHAPTER 4
ORIENTATIONS
4-1. Purpose. Orientation talks are an impor-tant factor in processing. These talks will beconducted in plain, nontechnical language. Vis-ual aids will be used whenever possible. Recep-tees may be furnished handout material tosupplement orientations; however, this materialwill not serve as a substitute for orientations.Orientations will be conducted by an officer.
4-2. Initial orientation. This talk will be con-ducted as soon as possible after receptees' ar-rival. Initial orientation will include, but willnot necessarily be limited to the following:
a. Welcome address by the reception stationcommander (or a designated officer).
b. Explanation of the major processing tobe accomplished.
(1) Initiation of records.(2) Medical processing.(3) Classification testing.(4) Interview for initiation of DA Form
20.(5) Identification of certain receptees.(6) Clothing issue.(7) Lectures and film (s).(8) Movement to training activities.
c. Explanation of the duties and responsibili-ties of receptees.
(1) Personal conduct and military disci-pline.
(2) Wearing of the uniform.(3) Standards of Conduct for DA person-
nel (para 19, AR 600-50).
d. Explanation as to the types of dischargecertificates, their bases for issuance, and thepossible effects on reenlistment, civilian em-
ployment, veterans' benefits and related matters(para 1-12, AR 635-200).
e. Explanation of the rights and benefits ofreceptees.
(1) Right to lodge just and honest com-plaints and grievances.
(2) Postal services.(3) Legal assistance.(4) Medical facilities.(5) Recreational facilities/activities.(6) Religious services.(7) Leave and pass policies.(8) Partial pay.(9) Post exchange facilities.(10) Medical care dependents. See AR
40-121 and DA Pam 608-2.(11) Financial care of dependents. See

/. As a part of the initial orientation pre-scribed by b (4) above, the new soldier will beinformed of the purpose of his interview whichis to be held during the second or third day ofprocessing. Also, he will be informed that hewill be asked questions concerning his educa-tion, civilian employment, and hobbies. Usingthis information, test scores, and other assign-

ment criteria of the new soldier, the interviewerwill counsel him as to training fields availableand for which he is qualified. The new soldierwill then be afforded an opportunity to expressa personal preference for training. However,it will be made clear during the orientation thathe may not be assigned to this preferred or rec-ommended training if the Army needs him insome other training.
4-3. Personal affairs orientation. Orientationtalks will be scheduled during processing andwill include, but will not necessarily be limitedto the following:
a. Service oblibation.
b. Pay.c. Reemployment rights. (DA Pam 135-2
contains procedures for briefing of USAR andARNGUS personnel; also includes informationon reemployment rights after military train-ing.)
d. Commercial life insurance. (Counsel per-sonnel in accordance with procedure in para-graph 10, AR 210-8.)
e. General solicitation. Subject to appropri-ate controls, civilian salesmen are often au-thorized to solicit on military installations,offering for sale products such as encyclopedias,Bibles, clothes, automobiles, and other articlesnot available in the exchanges. Many indi-viduals desire and heed these products, but it isup to the individual himself to make certain heis not being victimized. The fact that somesalesmen may call on an individual does notindicate that the Army indorses the salesmenor their products. Individuals should exercise
as much caution when entering a private trans-action on an Army installation as they wouldin civilian life.
/. Allotments.
g. Settlement of private debts. See paragraph36, AR 600-20, and paragraphs 8 arid 10, AR210-7 for policy and procedures concerningprivate indebtedness and financial obligations.
h. Social Security (Federal Old-Age and Sur-vivors Insurance). (Inform personnel of thebenefits which may be derived from socialsecurity. Detailed information about the socialsecurity program is contained in section XIV,DA Pam 608-2.)
i. Six months' death gratuity pay and settle-ment of accounts of deceased members. Seepart 4, chapter 5, DOD Military Pay and Al-lowances Entitlements Manual (DODPM).
j. Veterans' Administration dependency andindemnity compensation. See chapter 3, sectionIV, paragraph 131, DA Pam 608-2.
k. Any pertinent local information.
I. Servicemen's Group Life Insurance(SGLI). Explain rights, benefits, and privi-leges available under SGLI in accordance withparagraph 17, AR 608-2. Emphasize automaticfeatures of SGLI, the option not to be insuredunder the. policy or to be insured for $5,000,and the order of precedence provided for bene-ficiaries.
