• Office of Energy Initiatives(OEI) established to develop large scale renewable energy projects to cost effectively strengthen energy security, save money, and support the Army’s energy goals.

• Develop win-win third party financing to improve efficiency on Army installations. The Army has the most robust Energy Saving Performance Contracting program in the entire Federal government.

• Residential Community Initiatives (RCI) partners own and operate housing for Soldiers and Families. RCI employs renewables where cost effective.

• The Army’s Energy Conservation Investment Program (ECIP) funds projects that promise a significant payback via reduced energy costs.

• The RCI program is comprised of 44 installations (combined into 34 projects); over 86,000 homes - 98% of Army's family housing inventory in the U.S.

• Solar development on RCI housing currently accounts for 22 MW in operation and another 20 MW in development.

Small Scale Renewables

• Total ceiling of the contract is $7 billion– Refers to total dollar value of energy available for purchase,

under all Power Purchase Agreements task orders, for the entire term

•Awards under the MATOC are subject to the Davis Bacon Act and the Buy American Act

• The MATOC is available for smaller scale Army projects (<10 MW)

The Multiple Award Task Order Contract (MATOC) is an Indefinite Delivery Indefinite Quantity contract vehicle that establishes a pool of qualified firms/contractors four renewable energy technologies in solar, wind, biomass, and geothermal.

• MATOC pool of qualified renewable energy firms includes:

– 17 Biomass Companies– 6 Geothermal Companies– 50 Solar Companies– 21 Wind Companies

• Task order winners will finance, build, own, operate, and maintain the generation assets
