as partners AREG andVattenfall negotiated withthe European Commissionto secure a grant under theEU Recovery Plan hatchedin the wake of the bankingcrash of 2008.

A year and a ¤40 million award later

and we have a real project in gestation...no longer the impossible dream.Completion remains some way off,however it is clear that the EOWDC isdestined to become an asset of hugestrategic importance to Aberdeen, toScotland, the UK and, naturally, thewider EU.

It is a beacon to the future; one where

the North Sea oil & gas industry andthe putative offshore wind, waveand tidal sectors ultimately becomecollectively regarded as “UK MaritimeEnergies Inclusive”, with a significantengineering, technology and peopleresource serving the needs of bothdomestic hydrocarbons production andpower generation.

During my time as AREG’s chairman Ihave witnessed significant change in therelationship between the North Sea oil& gas sector and offshore renewables;at first imperceptible, it is now gatheringreal momentum.

Today, renewable developers areshowing the clearest signs yet ofrecognising the value that the oil & gas

supply chain can bring to their table.This manifests in a variety of ways,notably:

• Wind, wave and tidal technology projectcontracts awarded to companies suchas oilfield engineering houses andsubsea contractors

• Power utilities such as Scottish &

Southern Energy and ScottishPowerare hiring people with a North Seahydrocarbons pedigree

• The list of renewables players that alsohave oil & gas interests is growing too...companies such as Centrica, DONG,RWE Dea and Wintershall; even SSE,once a pure-play power generatorbut which now owns a portfolio ofgas assets. This should help with the

development of an understandingbetween both industries, includingregarding the need to establishcommon baseline HSE standardsappropriate to the hostile marineenvironment that they increasingly haveto share.

North Sea oil & gas is without doubt themost successful industry to have beenestablished in Britain since the end ofWorld War II. Can maritime renewablesbecome just as successful?

That depends. Anchoring a majormanufacturing capability here inScotland/the wider UK, let aloneAberdeen, will be more challengingthan with oil & gas. A key reason forthis is that so much of the global windcapability resides just across the NorthSea in Denmark, Germany and TheNetherlands, whereas offshore oil & gasexpertise was initially concentrated inthe US Gulf of Mexico.

A year ago I pointed out that Germany,

for example, has a clear lead over theUK when it comes to manufacturingfor offshore wind. That position hasnot altered. Not only does it have wellestablished turbine manufacturers, thisNorth Sea neighbour had the foresightin recent years to establish the Luneortproject in Bremerhaven.

Basically, this is the offshore wind

equivalent of the huge offshorefabrication yards set up in Scotlandand elsewhere in Britain for strategicreasons in the late 1960s and early1970s by the UK Government.

Luneort, which is located inBremerhaven’s dockland, is Germany’sfocal point for manufacturing andassembling sea-ready turbines, their

towers and substructures... all on thesame site... and then export directlyoffshore.

Denmark is of course home to a hugecapability too, as is The Netherlands.Add to this, the US, China, India andJapan, all of which are working onor already offer marine-grade windturbines to the market and reflect on the

lack of a large turbine brand indigenousto the UK and the challenge for Britainbecomes clear.

For a while at least, we are totallydependent on foreign manufacturersdeciding to establish research,engineering and manufacturing plant inScotland and points further south.

However, that is little different to the

start of the North Sea oil & gas industry,which was then thoroughly dominatedby Americans. Today the sectoraccounts for 450,000 or so jobs, andthere is a sizeable indigenous capabilityencapsulated in brands like AMEC,the Wood Group and myriad specialistSMEs.

That said, much control remains in

foreign hands and the UK is regarded bymany as the oil & gas industry’s EasternHemisphere HQ, with the bulk of thatcapability centred on Aberdeen, thoughthere are substantial sub-centres in theNorth-east of England, East Anglia andwithin the M25 Corridor that encirclesLondon.

Right now and for some time to come,

wind developers with UK offshoreconcession will out of necessity, shopoverseas for much of what they need.However, because of the sheer scale ofBritain’s offshore renewables ambition,a number of turbine big brands are nowinvesting in manufacturing plants herein Britain, with at least one to be locatedin Scotland’s Central Belt.

The upshot is that this will create realengineering manufacturing jobs...high end, skilled work. And despitethe 2008 banking crisis, recession andthe shifting political climate, by andlarge, the conditions are being createdwhereby expertise can take root andflourish.

This is broadly what has happened in

Aberdeen on the oil & gas front over thepast forty years and is the reason whythe city and its region are home to oneof the greatest concentrations of energyexcellence anywhere - excellence thatplays with now considerable success onthe global stage.

After a rather hesitant start, thatprocess is beginning to be repeated

in renewables - primarily wind butalso wave and tidal - where there isa genuine opportunity to develop andmanufacture indigenous technologies,so long as there is access to capital anddebt at the right price and a willingnesson the part of utilities to shop locallyrather than buy in systems fromelsewhere.

There are encouraging signs thata significant level of sourcing willtake place in Britain, especiallythe manufacture of jacket-stylesubstructures, transition pieces andtowers. Indeed Scottish & SouthernEnergy now owns a significant sliceof Burntisland Fabrications in Fife,precisely to ensure a grip on a domesticengineering/fabrication manufacturing

capability with an oil & gas track record.

So where does this leave Aberdeen?During the winter of 2010-11 I detecteda negative sentiment... that somehowEurope’s Energy Capital was losing therenewable race. The city is not losingout; those who think it is have their eyestrained on the wrong opportunities.

Aberdeen will never host large-

scale manufacturing of big lumps ofrenewables hardware and that’s nodifferent to oil & gas. Where the cityand its region excel is in engineering,carrying out offshore constructionof new energy infrastructure andmaintaining it thereafter. This is whycompanies like Subsea 7, Technip andthe Wood Group have now committedsignificant resources to capturing

renewables opportunities.

Not only that, the city-region hasuniversities and colleges with a longtrack record of involvement in the worldof energy, both at home and overseas.

I am hugely optimistic about therenewables future for the North-east ofScotland and hope you are too.

Aberdeen Airport LtdAberdeen Airport serves just under 3 millionpassengers a year, with flights to over 40 destinationsby more than 20 airlines. It is also one of the world’sbusiest commercial heliports, transporting around500,000 helicopter passengers in support of the NorthSea oil and gas industry.

The airport opened back in 1934 and since then hasgrown to an international gateway with four runways(one main runway and three helicopter runways), 5

terminals, and which supports job for more than 3,000people.

Investment in the past 5 years has topped £30 millionand over the next five years the airport is expected toinvest almost the same again to ensure it provides highlevels of service to a diverse passenger base.

Looking further ahead, those future developmentsover the next 30 years could contribute a net benefit toScotland’s economy of as much as £620 million. Thatis according to a study, commissioned by Aberdeen

Airport and supported by ACSEF (Aberdeen City andShire Economic Future). It confirms that the airportcurrently supports around 3,390 jobs and £114 millionof gross value added (GVA) annually in Aberdeen Cityand Shire alone, and £126 million GVA Scotland -wide.The report also suggests that expansion of the airportwill provide £1.1 billion of economic benefits (in theform of journey saving, the cost to the overall Scottisheconomy if the airport were not here at all) to Scotlandover the next 30 years.

Aberdeen City CouncilAberdeen City Council plays an active role insupporting local renewable energy activities anddevelopments. The city is regarded as a Global EnergyCapital, not least due to its long association withinternational oil and gas operations, but also due to itscurrent and very active involvement in renewables.

The Council was instrumental in the formation ofthe Aberdeen Renewable Energy Group (AREG), aninnovative private-public sector partnership charged

with identifying and accessing new opportunitiesin renewable energy. Today, AREG has over onehundred members based in Aberdeen and north eastScotland and a unique strength through diversity.

It is widely recognised that Aberdeen’s energy industryand research institutions already possess the skills,experience and commitment to make a significantcontribution to renewables. The application of theseskills is already achieving a step change in the speedand scale of development. Aberdeen businesses are

already actively involved in a huge variety of renewablesapplications including offshore and onshore wind, waveand tidal technologies. Aberdeen CollegeAberdeen College, one of Scotland’s largest collegesof further/higher education and vocational training,fulfils a critical role in developing the skills base andeconomy of Aberdeen and North-east Scotland.

The College has a wide-ranging portfolio of coursescovering for example Engineering, Construction,Computing, Business Management, Science, CreativeIndustries, Services Industries, Sport and Leisure. TheCollege recruits around 5,500 full-time students and

over 20,000 part-time students annually.The College’s company – Aberdeen Skills andEnterprise Training Limited (ASET) – specialises indedicated training courses for the offshore oil andgas industries. Established in 1993, ASET is able toprovide training to meet client requirements worldwide,providing tailor made solutions to satisfy a rangeof needs against company, national or internationalstandards.

ASET and Aberdeen College have invested in the latest

technology and teaching aids to ensure its operation isat the forefront of a number of different disciplines forindustry. Its facilities are arguably the finest of theirkind anywhere in the world with more than £10M ofinvestment in equipment and high fidelity simulators.

Engineering training is also available at the College’sAltens Centre where mechanical, electrical andelectronic courses are catered for in new, modernfacilities. The College works closely with OPITO andis an approved centre for their modern apprentice

technician schemes.

The College is part of a consortium developing trainingprogrammes for the renewable energy industries.

Aberdeen Heat and PowerCompany LtdAberdeen Heat and Power Co Ltd is an independent,not-for-profit company established to develop andmanage combined heat and power (CHP) schemes.

CHP is the simultaneous generation of electric powerand useable heat in a single process. A CHP systemgenerates electricity locally and captures the heatproduced to provide space heating and hot water tonearby buildings. This achieves an efficiency of around85% for the combined production of electricity and heatat the point of use.

Because the high efficiency of CHP systems resultin low carbon emissions, the modern small-scaleCHP plants developed by Aberdeen Heat & Power areaccredited as producers of “green” electricity. Thecompany trades in the electricity it generates locally.

Projects completed:

• Stockethill project supplying heat to 288 flats in 4high rise blocks of flats.

• Hazlehead project supplying heat to 4 high riseblocks of flats, a sheltered housing scheme,Hazelhead Pavillion, Hazlehead Academy andswimming pool.

• Seaton project to supply heat to 503 flats in 6 highrise blocks, the Beach Leisure Centre, BeachBallroom and Linx Ice Rink.

• Heat to supply Aberdeen Sports Village.

Aberdeenshire CouncilFounded on a vision of Aberdeenshire being at leastself sufficient in energy, the Council’s RenewableEnergy Strategy takes a holistic view of energy supplyand demand, advocating efficient design to minimisedemand, distributed generation of heat and electricity,local matching of demand and supply and a mix ofappropriate scales and technologies.

With around one quarter of Scotland’s arable land, alarge wind resource and areas with higher then average

levels of tree cover, Aberdeenshire has a significantpotential to produce heat, electricity and indirectly,hydrogen, from renewable resources.

The Council recognises the environmental andeconomic benefits of reduced dependence onhydrocarbon fuels. It is working with partners inindustry, agriculture and community groups toencourage local ownership of renewable energyschemes to the benefit of the local economy.

The Council continues to support the development of

the wood fuel industry utilising Aberdeenshire’s naturalresources to meet the growing demand for renewableheat.

The Action Plan, which accompanies the RenewableEnergy Strategy, identifies:

• The need for clear planning guidance.

• The requirement of the Council to promoterenewable technologies, particularly at domesticand community scales.

• The part to be played by the Council in embracingrenewable energy and providing leadership toothers.

DECCThe Department of Energy and Climate Change(DECC), created in 2008, brings together energypolicy (previously with the Department for Business,Enterprise and Regulatory Reform) with climatechange mitigation policy (previously with theDepartment for Environment, Food and Rural Affairs).

The device also improves personnelaccess to the turbine which is currently a major HSEissue for wind farm operators. The first full scale WaveTreader prototype is scheduled for deployment in Q22012 and first commercial deployment is planned for

2015/16 in line with development of the UK Round 3 andScottish Territorial Offshore Wind sites.

The company have also developed Ocean Treader, a freefloating device designed for deployment in ocean wavesystems. This technology will be further developed andcommercialised in the future.
