• Estimated rainfall amount is from 15 - 30 mm per hour (heavy - intense) within the 600 km diameter of the Typhoon.

• Residents living in low lying and mountainous areas under public storm warning signal are alerted against possible flashfloods and landslides.

• Likewise, residents in coastal areas under public storm warning signal #3 and signal #2 are alerted against storm surges particularly those living in the coastal areas of Surigao del Sur, Surigao del Norte, Dinagat, Bohol and Leyte provinces where 3-6 meters wave height is expected.

• Fishing boats and other sea vessel are advised not to venture out into the Eastern seaboards of Visayas and Mindanao

• The public and the disaster coordinating councils concerned are advised to take appropriate actions.

II. EFFECTS:

A. AFFECTED POPULATION (TAB A) A total of 8,283 families/ 41,608 persons were affected in Regions VIII, X, XI, and XIII. B. STATUS OF STRANDEES (TAB B)

As of 03 December 2012, a total of 3,406 stranded passengers, 133 rolling cargoes, 87 vessels and 48 motor bancas were stranded in ports all over the Philippines.

A. PREPAREDNESS MEASURES

1. NDRRMC

• NDRRMC conducted an Emergency Preparedness Meeting re Typhoon "PABLO" on December 2, 2012 at 2:00 PM at the NDRRMC Operations Center to discuss the preparedness measures of concerned agencies and regional offices. It was attended by representatives from PAGASA, DILG, DOH, DSWD, AFP, PNP, PIA, BFP, PCG, PRC and MMDA

2. NDRRMC Member Agencies PAG-ASA

• Assigns Detailed Duty Officer (DDO) at the NDRRMC OPCEN for prompt coordination with their respective bureaus; Continuously disseminates Severe Weather Bulletins, provides media interviews re weather updates, continuously track the movement of Typhoon "Bopha"

AFP

• 8th Infantry Division, TOG8-PAF, PCG, PNP and PN response teams are on standby for possible deployment.

PNP

• Issued Memo to all RDs in affected areas and concerned NSUs on December 2, 2012, directing them to activate respective Disaster Incident Management Task Groups (DIMTGs); forward deployment and prepositioning of Search and Rescue (SAR) assets; inform/warn community leaders on necessary disaster preparedness/actions giving emphasis on pro active actions in terms of pre-emptive evacuation rather that rescue; and coordinate with the local DRRMCs likely to be

PCG • Warned the operators of small vessels, MBCAs and FBCs’ to avoid sailing in the

south-eastern and eastern section of the country • CGS Davao has cancelled all voyages from Sta. Ana Pier Davao City bound to

Kaputian and Talicud Island, Island Garden of Samal • PCG & NAVY of VI suspended sea vessels trips

DPWH • Directed its District Engineers in areas likely to be hit by Typhoon "Bopha" to be on

stand-by and preposition all heavy equipment in strategic areas DOH • DOH HEMS issued directive to CHDs likely to be hit by Typhoon "Bopha" to raise

code white alert status and activate their respective disaster operations center (DOCs) in Regions V, VI, VIII, IX, X,XI, XII, CARAGA and ARMM

• Continuously coordinate with CHD coordinators of the above regions, Retained Hospitals and PHTLs for the necessary preparedness activities; placed all response teams on standby for possible deployment ; and prepositioned drugs and medicines in the following regions : Region VIII - First aid kit worth PhP183,000.00 and family kit worth PhP106,200.00 • Region X – drugs and medicines worth PhP50,000.00 and buffer stock worth

DILG • Directed all coastal LGUs in the Eastern seaboard to prevent fishermen from going to

sea effective 03 December 2012; • Culasi MDRRMO instructed LCE to be ready and alert; transportation on standby at the

Public Market beginning afternoon of 03 December 2012 PIA • Assisted OCD in the dissemination of weather and warning bulletins to the public in

the areas likely to be hit by Typhoon BOPHA through social media

DENR-MGB VII • Advised LGUs/local executives to check geohazard maps to locate flood-prone areas

NGCP • Ensures the reliability of communications equipment, availability of hardware materials

and supplies necessary for the repair of damages to facilities, as well as the positioning of line crews in strategic areas, to facilitate immediate restoration work

• Overall Disaster Command Center, which operates 24 hours a day, will monitor all power restoration activities, reports, updates from the Regional Command Centers in North Luzon, South Luzon, Visayas and Mindanao

3. RDRRMCs

• RDRRMCs-OCDRCs I, V, VI, VII, VIII, X, XI, XII and CARAGA had been activated under Red Alert Status, ARMM under Blue Alert Status, to continuously disseminate weather advisories to all RDRRMC member/support agencies /units; preposition respective resources in terms of manpower, supplies and equipment for possible deployment if situation warrants, conduct of emergency meetings and to provide updates of the status of lifelines in their respective regions

• RDRRMC V issued travel advisory to inbound and outbound passengers of Bicol Region to follow appropriate travel plan adjustments, requested DOE to ensure continuous power supply to AOR, activated JTF Pablo to augment local resources; conducted pre-disaster assessment and aerial surveillance around Mayon Volcano and Bato Lake; conducted Assessment Meeting at Provincial Government of Masbate; continuous updates are given to different RDRRMC member agencies, PDRRMCs, MDRRMCs and media outlets

• RDRRMC VI - Storm surge, flooding and landslides high risk areas: � Flooding and Storm Surge

o Libacao, Kalibo, Numancia, Aklan Province o Hamtic and San Remegio, Antique Province o Maasin, Alimodian, Miga-ao, Tubungan, Leon, Calinog, Mina, Iloilo Province o Sigma, Mambusao, Cuartero, Dao, Capiz Province o San Carlos City, Negros Occidental Province

� Landslides o Maasin, Alimodian, Miga-ao, Tubungan, Leon and Calinog, Iloilo Province

• RDRRMC VII and all PDRRMCs activated their Disaster Operations Center and their Search and Rescue Teams; Cebu City, Mandaue City and Lapu Lapu City DRRMCs also met for preparations; all Provincial Social Welfare Office have prepositioned food and non-food items; regional office readied 2,000 family packs containing rice and canned goods

• Dumaguete Mayor declared suspension of work in government offices today.

• RDRRMC VIII closely coordinate with local PAGASA, LDRRMCs, RDRRMCs, member agencies, PNP and 8ID and placed rescue teams on standby

� MDRRMC-LINGIG - Stockpiling of goods and force evacuation late afternoon to the residents living in the islands, near riverbanks and mountain slopes area (temporarily housed at their municipal gym).

� CDRRMC-BISLIG - Activated all men in uniform (75th IB, PNP, PCG, Reservist) as standby responders.

� CDRRMC-TANDAG - Provision of standby vehicle (10 units) for massive evacuation if needed.

� MDRRMC-HINATUAN - Mass evacuation conducted this afternoon is some coastal areas.

• RDRRMC X held meetings re preparations of respective LDRRMCs and their alert level activation for the severe weather disturbance

• PDRRMC MISAMIS ORIENTAL Chair Gov. Oscar Moreno held an emergency meeting of inter-agencies and all its MDRRMCs discussing the preparations for the weather disturbance. the PDRRMC has been on BLUE Alert since yesterday

• PDRRMC Camiguin and MDRRMCs Mambajao and Mahinog prepositioned personnel and equipment

• CDRRMC Cagayan de Oro conducted an emergency meeting on resource mobilization, response protocols, activation of BDRRMC OPCENs, its Pre-emptive evacuation plan and assignment of evacuation centers for residents of flood prone areas, and prepositioning response assets for possible dispatch.

• DRRMC Iligan Chair Mayor Lawrence Cruz presided the expanded ExeCom meeting and series of committee meetings on the response preparedness measures for the typhoon

• Municipality of Talakag - Alerted 3 barangays located along the river banks (Barangay Coceña, Ticoloan, San Isidro). MDRRO provided handheld radio to barangays at risk to serve as feedback monitoring regarding status of water level

• LDRRMC-Cagayan de Oro City - implemented forced evacuation for selected barangays with the assistance of PNP and 4ID PA.

• RDRRMC XI instructed LGUs to conduct pre-emptive evacuation in low-lying and flood prone areas � MDRRMC of Banaybanay ordered pre-emptive evacuation on 3 December

2012 at 9:30 PM to all local communities especially those residing near coastal areas. Residents from Barangay San Vicente, Panikian, Piso, Cabangcalan and Calubian were already evacuated.

� MDRRMC of Tarragona and Manay started to evacuate local communities on 3 December at 9:30 PM especially those residing near coastal areas.

� MDRRMC CARAGA, PNP CARAGA and Philippine Army evacuated 105 families on 4 December 2012, 12:30 AM and brought to poblacion covered court.

• RDRRMC XII PDRRMCs, CDRRMCs, MDRRMCs and TWG take appropriate actions for any possible effects of the weather disturbance

• RDRRMC CARAGA prepositioned responders, water crafts and service vehicles for possible dispatch; disseminated weather bulletins; RDRRMC Chairperson called for an emergency meeting, RDRRMC OPCEN coordinated with other member agencies � In Hinatuan, Surigao del Sur, pre-emptive evacuation is now implemented for

Barangay Poblacion, Tabok Island and Maowa Island � RDRRMC OpCen needs the following items:

• Search and Emergency Response Team of Surigao Sur (SERTSS) is on standby at their designated posts; water crafts and service vehicles are also readied for dispatch for possible pre-emptied evacuation; warning updates were also given to the residents within AOR; contingency plans are also in place for worst case scenario; activated the Regional Disaster Operations Center manned by the Regional Police Community Relations Division (RPCRD) personnel in coordination with the Regional Tactical Operation Center manned by ROPD personnel
