National Board Certified Teacher (NBCT)
North Carolina has been the national leader in number of National Board certified teachers since its inception.
WCPSS has remained a national leader in number of NBCTs for the past several years.
Due to the current revision timeline, our candidate numbers are down in our district and statewide.

What is changing?
Affordability - The total cost of certification decreased from $2500 to $1,900, with each of the four components costing $475. Candidates have the option to pay for and submit components separately.
Two important price points $475 for each component and
$75 cycle enrollment fee (each year you apply for a component)
The North Carolina State Education Assistance Authority (NC-SEAA) will lend the $1900 assessment fee upfront to any eligible teacher. Teachers must pay the NBPTS annual registration fee ($75.00) when they submit their application to NBPTS, apply for the NC-SEAA loan through the Department of Public Instruction, wait to receive and sign a promissory note from the SEAA office. Candidates will have the opportunity to wait 12 months, interest free, before beginning payments. Teachers can repay the assessment fee within three years to the state of NC.

Roll Out of Revised Assessment:Three Cycles
Component 1 is a computer assessment.
• Consists of three constructed response exercises and 45 selected response items
• Requires demonstration of subject area content knowledge and exemplary pedagogical practices
• Provides motivation for candidates to study to improve subject mastery
Component 1Content Knowledge
Component 2 requires teachers to prove knowledge of:• Characteristics of individual students
– Social, emotional, physical, academic, and personal development, strengths and areas of need;
• Varied methods of collecting data;• Use of data to inform instruction;• Use of multiple forms of assessment
– Formal and informal, formative and summative; and
• Importance of alignment.– Pre-assessment/Knowledge of Students --> Learning Goals -->
Planning and Instruction --> Assessment --> New Goals
Component 2Differentiation in Instruction
Candidate Eligibility
To be eligible for National Board candidacy, teachers and counselors must:
• Hold a bachelor’s degree; • Have completed three full years of teaching or school
counseling; and• Possess a valid state teaching or school counseling
license.
Eligibility for North Carolina Loan and Leave Days
To be eligible for the state loan, a teacher must:
• Have taught in North Carolina public schools for a total of 3 full years (30 months);
• Have a clear and continuing North Carolina teaching license (Standard Professional II);
• Be paid 100% with state funds; and• Have not accessed state funding in the past without proper
withdrawal and repayment.
If eligible for the state loan, whether the loan is taken or not, the candidate is eligible for the 3 leave days.
Submission Windows
• The application window is now open.• To be a candidate this cycle, teachers must apply for
candidacy by December 31, 2014.• Component 2 must be submitted electronically by May
15, 2015.• The window for taking the Component 1 computer
assessment is April, May, and June, 2015.• For questions or more information, contact Carolann

Applicant Tracking System Overview
WHAT IS THIS NEW APPLICANT TRACKING SYSTEM?
New Applicant Tracking System (ATS) – AppliTrack
AppliTrack is a very popular applicant tracking and recruiting system in the United States for public, private, and charter schools/districts.
Currently in 25 NC School Systems **Guilford Co. being the largest currently in NC
AppliTrack allows organizations to automatically progress applicants through the entire hiring process: recruiting, applicant tracking, assessment and evaluation, interview management, and onboarding.
NEW WCPSS APPLICATION
WCPSS will discontinue use of the current State application and paper based applications.
With the new WCPSS application, applicants can upload credentials that YOU can see!! (Resumes, Transcripts, Certificates, Licenses, Awards, etc.) Immediate access to applicant files.
Applicants can now apply for SPECIFIC vacancies at a SPECIFIC school.
Principals/hiring managers can search for applicants based on specific vacancies OR search within a particular job category such as Special Education.
NEW WCPSS APPLICATION
You can now filter based on years of experience, certificates, languages spoken, extra-curricular activities, college/university attended, and much more.
Principals/hiring managers will request job postings electronically and receive automatic notification when posted.
Electronic completion and submission of the PAF form to HR.
Ability to schedule interviews and create interview questionnaires electronically.
Webinars and technical support available for use by principals/hiring managers and applicants.

Training-October 15Prepare for training by accessing the administrator and applicant sites-use the
system.
Encourage Assistant Principals to access the administrator and applicant sites.
Apply as an applicant-allows you to experience the application process. (Use a fake name but a valid email address.)
Login on the administrator site-complete a PAF form on an applicant or request to post a position using the “Requisition Process”
Make notes of any potential questions you will need answered during training.
Anything entered, completed, or sent through AppliTrack is considered test data and will be deleted at the end of October.

WCPSS Future STARS
The mission of the WCPSS Future STARS (Strengthening Talent And Realizing Success) Program is to recruit, train, and retain a diverse cohort of education students to become highly effective teachers in our district.
The Future STARS Program will provide participants with the tools they need to be successful WCPSS teachers. Participants will receive training on key WCPSS instructional initiatives and how to effectively navigate the WCPSS job search process. College juniors can sign-up for the program through our partner colleges, universities, organizations, and community affiliations

• Once email accounts are assigned, schools can request that Technology provide student teachers with access to C-MAPP and a WCPSS Google account

Relationships With StudentsAll employees of the Wake County Board of Education, student teachers, and contractors hired to perform instructional or professional services, are prohibited from dating, courting, or entering into a romantic or sexual relationship with any student enrolled in the Wake County Public School System, regardless of the student' age. Employees engaging in such inappropriate conduct will be subject to disciplinary action, up to and including dismissal.
Any employee who has reason to believe that another employee is inappropriately involved with a student, as described above, shall report this information to the assistant superintendent of human resources. An employee who fails to inform the assistant superintendent of human resources of a reported or suspected inappropriate relationship between an employee and a student may be subject to disciplinary action.

Relationships With Students
A school system employee who enters into a sexual relationship with a student under his/her supervision, regardless of age, is guilty of a Class G Felony
Warning Signs & Activities Associated with Sexual Misconduct With Students
• Personal, non-educational e-mail, cell phone, and/or Text Messaging between staff and students
• Being alone with a single student in an isolated, non-public area of the school campus
• Allowing students to “visit” during planning periods or other non-class time
• Offering students rides in personal vehicles• Buying gifts for students or giving individual students special
“treats” or privileges• Repeated hugging of students or any kissing or other romantic
behavior
Warning Signs & Activities Associated with Sexual Misconduct With Students
• Engaging in talk containing sexual innuendo or banter with students
• Tutoring outside of normal school hours or established remediation times
• Taking students to dinner, movies, etc or spending too much time where students congregate. Interacting with students socially outside of school or engaging in peer-like behavior
• Dressing provocatively or like a teenager, instead of professionally
• Talking with students about their personal and relationship issues, or telling them your personal issues
Warning Signs & Activities Associated with Sexual Misconduct With Students
• Getting “too close” to parents; offering to baby-sit, pet-sit, help out financially, etc.
• Allowing students to be in your home to do yard work, chores, etc
• Taking an overall, undue interest in a student or becoming a “substitute parent”
• Sharing inappropriate material, especially pornography, with students
• Appearing on social media in photos, comments, etc with students
When In Doubt, Report It Out
• If you see troubling signs, do NOT fall into the “he/she wouldn’t do that” trap (Jerry Sandusky Syndrome)
• Contact Employee Relations if you have ANY concerns
Handling of Underage Photos
• Creating, Enticing, Duplicating, or Sharing inappropriate photos of underage individuals is a Class C Felony (equivalent to aggravated assault or kidnapping)
• If such a photo is sent to you, DO NOT FORWARD, DUPLICATE, OR PRINT IT!
• Contact law enforcement and the appropriate school system official– No staff involvement: Area Superintendent– Staff involvement: Employee Relations
Volunteer Approval
• When considering an offer for a group of individuals to provide “one and done” volunteer work, consider the cost of volunteer approval
• Out of State background checks can cost in excess of $100 per volunteer
