BEFORE DISASTER STRIKES
Steps to Plan and Prepare for Any Disaster• Assembleemergencykits.(SeeBasicEmergencySupplies.)
• Keepcopiesofimportantdocuments(passport,driverlicense,socialsecuritycard,marriagelicense,will,deeds,financialstatements,etc.)inanoffsitelocationsuchasasafetydepositbox.Tofacilitateinsurancerecovery,includeaninventoryofyourvaluableswithphotographsorvideo.
• Learnhowandwhentoshutoffyourutilities.(SeeUtilities.)
• Discussallpossibleexitroutesfromeachroom,buildingandneighborhood.Ensurethatyourfamilyhasatleasttwoexitsfromeach.
• Decidewhereyouwillreuniteafteradisaster.Choosetwoplaces,oneoutsideyourhomeandanotheroutsideyourneighborhood,likeaparkorotheropenarea.
• Conductemergencydrillsandpractice“DROP,COVERandHOLD”atleastonceeverysixmonths.
• Alwayskeepyourcar’sgastankatleasthalffull.
Steps to Make Your Home Safe
• Besureyourhome’sstreetnumberisvisiblefromthestreet,soemergencyvehiclescanfindyou.
• Inyourhome,installatleastonesmokealarmoutsideofeachsleepingareaandoneadditionalalarmoneachadditionallivinglevel,includingthebasement.Ifhallwaysarelongerthan40feetbetweenthesleepingandlivingareas,usetwosmokealarms.Testeverysixmonthsandreplacebatteriesonceeachyear.
• KeepatleastoneABCtypefireextinguisheroneachlevelofyourhome.Learnhowandwhentousethem.Checkthepressuregaugesannuallytoensuretheyarefullycharged.
• Keephallwaysandexitsclearforeasyevacuation.Ensurethatallwindowsafetybarshaveemergencyreleases.
• Ensurethatvaluableelectronicsandtall,largeorheavyfurnishingsinyourhomeareequippedwithearthquakestraps,availableatmosthardwarestores.Moveheavyobjectstolowershelvesandinstallcabinetdoorlatches.
• Californialawrequiresyourwaterheaterbeproperlybracedsoitwon’ttipoverinanearthquake.
• Ifyourwaterheaterisn’tequippedwithaflexiblesupplyline,contactalicensedplumbertoinstallone.
• Storehazardouschemicals(e.g.gasoline,bleach,paintthinners)awayfromopenflamesandsecurethemtopreventspills.
Basic Emergency Supplies
Youcanbuypre-madedisasterkitsfromarangeofsources,oryoucanassembleoneyourselfusingitemsyoualreadyown.Eitherway,makesuretofamiliarizeyourselfwithyourkit’scontentsandtoreplaceanyperishableitemsbeforetheyexpire.
• DivideyouremergencysuppliesintoaHouseholdDisasterKittoshareathomeandpersonalGo-bagsforindividualfamilymembersincaseofevacuation.
• StoreyourHouseholdDisasterKitinaplacethatwillstillbeaccessibleifyourhomeisdamagedandunsafetoenter(e.g.abackyardshed).Ifthisisnotanoption,putitinaneasilyaccessiblelocationinsideyourhome.
• Storeyourhousehold’sGo-bagsinalocationthatiseasilyaccessibleintheeventyoumustevacuateyourhome.
Household Disaster Kit Checklist:Ifyourhomeisstructurallysoundfollowingadisaster,yourHouseholdDisasterKitwillallowyoutoremaininplace,evenwithoututilities.Putcontentsinawatertightcontainerthatyoucanmoveeasily(e.g.alargeplasticgarbagecanwithwheels).Include:
Sanitationsupplies(e.g.towels,washcloths,unscentedbleachwitheyedropperandheavydutygarbagebags)

• Ifyoumustevacuateyourhome;or
• Ifyoucannotreturnhome.

Prepare to Communicate Post-Disaster
• Designateanout-of-areacontactpersonwhoisunlikelytobeaffectedbythesamedisaster.Instructfamilymembersinsidetheaffectedareatocontactthispersonwiththeirstatusfollowingadisaster.Thispersonwillactasaliaisonbetweenthefamilymembersaffectedbythedisasterandotherswhoneedtobeinformedofyourfamily’sstatus.
• Keepatleastonestandardfixedtelephoneinyourhome;portablephonesrelyonelectricalpowerandwillnotworkduringapoweroutage.
• Displayemergencynumbersbesideeachtelephone.
• Learnhowtouseyourmobilephone’stextmessagingfeature.Textmessagingusesadifferentpartofthecellnetworkanditmightbepossibletosendandreceivetextmessageswhenvoicechannelsformobilephonesandlandlinesarejammed.
• Registeryouremailaddressesandwirelessdevices(mobilephones,pagersandPDAs)atAlertSF.org.Whenpossible,theCitywillsendtextalertsaboutpotentialhazardsand/orpost-disasterinformation.Examplesincludetsunamiwarningsandlocaldisastershelterlocations.
FOOD
Storeenoughfoodforeveryoneinyourfamilytolastforat least 3 days.
• Storefooditemsthatarefamiliar,ratherthanbuyingspecial“emergency”food.
• Consideranydietaryrestrictionsyoumayhave.
• Idealfoodsdonotrequirerefrigerationorcooking(e.g.cannedfruit,vegetables,peanutbutter,jam,low-saltcrackers,cookies,cereals,driedfruit,cannedsoupormeats,juicesandnon-fatdrymilk).
• Markarotationdateonanyfoodcontainerthatdoesnotalreadyhaveamanufacturer’sexpirationdateonthepackage.
• Includebabyfood,formulaorotherspecialdietitemsforinfantsandseniors.
• Storethefoodinairtight,pest-resistantcontainersinacool,darkplace.
• Mostcannedfoodscansafelybestoredforatleast18months.Lowacidfoodslikemeatproducts,fruitsorvegetableswillnormallylastatleast2years.Usedryproducts,likeboxedcereal,crackers,cookies,driedmilkordriedfruitwithinsixmonths.
• Donotconsumefoodfromcansthatshowanysignsofdeterioration(rustorbulging).

Inadisaster,watersuppliesmaybecutofforcontaminated.Storeenoughwaterforeveryoneinyourfamilytolastforat least 3 days.
• Storeonegallonofwaterperperson,perday.Thisamountwillbeadequateforgeneraldrinkingpurposes.Threegallonsperpersonperdaywillgiveyouenoughtocookandforlimitedpersonalhygiene.Remembertoplanforyourpets.
If you store tap water:
• Tapwaterfromamunicipalwatersystemcanbesafelystoredwithoutadditionaltreatment.
• Storewaterinfoodgradeplasticcontainers,suchasclean2-litersoftdrinkbottles.(1gallon=approx.4liters.)Heavyduty,reusableplasticwatercontainersarealsoavailableatsportinggoodsstores.
• Emptymilkbottlesarenotrecommendedbecausetheirlidsdonotsealwellandbottlesmaydevelopleaks.
• Replacewateratleastonceeverysixmonths.
If you buy commercially bottled “spring” or “drinking” water:
• Keepwaterinitsoriginalcontainer,anddon’tre-storeabottleonceit’sbeenopened.
• Labelbottleswiththeirreplacementdate,andstoreinacool,darkplace.
• Replacewateratleastonceeachyearifbottlesarenotmarkedwiththemanufacturer’sexpirationdate.
Treating water after Disaster:
Ifyourunoutofstoreddrinkingwater,strainandtreatwaterfromyourwaterheaterorthetoiletreservoirtank(exceptifyouusetoilettankcleaners).Youcannotdrinkswimmingpoolorspawater,butyoucanuseitforflushingtoiletsorwashing.
Treatment Process:
Beginbystraininganylargeparticlesofdirtbypouringthewaterthroughacoupleoflayersofpapertowelsorcleancloth.
Next,purifythewateroneoftwoways:
• Boil–bringtoarollingboilandmaintainfor3-5minutes.Afterthewatercools,pouritbackandforthbetweentwocleancontainerstoaddoxygenback;thiswillimproveitstaste.
• Disinfect–Ifthewaterisclear,add8drops(1/8teaspoon)ofbleachpergallonofwater.Ifitiscloudy,add16drops(1/4teaspoon)pergallon.Makesureyouareusingregularbleach—5.25%percentsodiumhypochlorite—ratherthanthe“ultra”or“colorsafe”bleaches.Shakeorstir,thenletstand30minutes.Aslightchlorinetasteandsmellisnormal.

GasNaturalgasleakscancausefiresandexplosionsinsideabuilding.
• Ifyousmellgas,heargasescaping,seeabrokengasline,orifyoususpectaleak,shutoffthemainvalveandopenallwindowsanddoors.
• Ifyoususpectaleak,neverusecandlesormatches,anddonotturnonelectricalswitchesorappliances.
• Identifythemainshutoffvalve,locatedonthegaslinecomingintothemaingasmeter.Thisisusuallyontheexteriorofyourhomeorbuilding,orinanexternalcloset.Your main valve may look like this:
• Toturngasoff,givethevalveaquarterturnineitherdirection.Whenthelevercrossesthedirectionofthepipe(seebelow)thegasisoff.
• Keepacrescentwrenchorgasshut-offtoolnearbytoturnthelever.
• Onceyouturnoffthegas,neverattempttoturnitbackonyourself.Waitforyourutilitycompanytodoit,butbeawarethatitmaytakeseveraldaysforittobeturnedbackon.

• Locateyourhome’smainelectricswitch,whichisnormallyinthegarageoroutdoors,wherethepowerlinesenterthehome.Thepanelboxmayhaveaflipswitchorpullhandleonalargecircuitbreaker.
• Shutoffelectricitywhen:
Arcingorburningoccursinelectricaldevices.
Thereisafireorsignificantwaterleak.
Yousmellburninginsulation.
Theareaaroundswitchesorplugsisblackenedand/ orhottothetouch.
Acompletepowerlossisaccompaniedbythesmell ofburningmaterial.
waterAfteramajorearthquake,shutoffwateratthehousetoprotectthewaterinyourwaterheater,toilettanks,andhousepipes.Crackedpipesmayallowcontaminantsintothewatersupply.Inaddition,waterleakscancreatepropertydamageandelectrocutionhazards.
• Thewatershutoffisusuallylocatedinthebasement,garageorwherethewaterlineentersthehome.Thewatershutoffislocatedonariserpipeandisusuallyaredoryellowwheel.Turnwheelclockwisetoshutoff.
• Ifyouneedtoaccesswaterinyourwaterheater,lookforadrainlineonthebottomofthewaterheater.
Sewer ServiceAdisasterthatdisruptsallorpartoftheCity’swaterand/orsewerlinescouldaffectthewayyoudealwithhumanwaste.
• Ifthereisnowatertoyourtoilet,butthesewerlinesareintact,pour3-5gallonsofwaterintothetoiletbowltoflush.Youmayuseseawater,bath,laundryorpoolwater.
• Ifyoususpectdamagetoyourhome’swaterlines,doNOTflushthetoilet.Turnoffwateratthehousesocontaminatedwaterdoesnotenteryourwatersystem.
• Ifsewerlinesarebroken,linethebowlwithdouble-baggedplasticgarbagebagstocollecthumanwaste.Beforediscardingthebag,addasmallamountofbleach;thensealthebagandplaceinatightlycoveredcontainer,awayfrompeople.
• Ifthetoiletisunusable,useasturdybucketwithatightfittinglid,andlineitwithadouble-baggedplasticgarbagebag.

• Set up a Personal Support Network:Designatesomeonetocheckonyouinanemergencyandtohelpwithevacuationorsheltering-in-place.
• Prepare and carry with you an emergency health information card: Carryinghealthinformationwithyouwillhelptocommunicatetorescuerswhattheyneedtoknowaboutyouiftheyfindyouunconsciousorincoherent,oriftheyneedtoquicklyhelpevacuateyou.Includeinformationaboutyourmedications,adaptiveequipment,bloodtype,allergiesandsensitivities,insurancenumbers,immunizationdates,communicationdifficultiesandpreferredtreatment,aswellascontactinformationforyourhealthproviders,personalsupportnetworkandemergencycontacts.
• Personal Care Assistance:Ifyoureceiveassistancefromahomehealthcareagencyorin-homesupportprovider,findouthowtheproviderwillrespondinanemergency.Designatebackuporalternativeprovidersthatyoucancontactinanemergency.
• For Persons using a wheelchair:PlanforhowyouwillevacuateinanemergencyanddiscussitwithyourPersonalSupportNetwork.Ifyouuseamotorizedwheelchair,haveamanualwheelchairasabackup.
• For Persons who are Blind or visually Impaired:Keepanextracollapsiblecanebyyourbed.Attachawhistletothecane;useitifyouneedtoattractattention.Exercisecautionwhenmovingaroundafteranearthquake;itemsmayfallandblockpathsthatarenormallyunobstructed.

Evacuation: Doyourbesttolocateallyouranimalsandkeepthemwithyou.Ifyoumustevacuatetoadisastershelter,beawarethatshelterswillonlyallowserviceanimalsforpersonswithdisabilities.Inalarge-scaledisaster,animalshelterswillbesetupincloseproximitytohumanshelterswhenpossible.AnimalCareandControl’s(ACC)facilityat15thandHarrisonwillbeananimalshelteringresource.

Once the earthquake stops:• Checkthosearoundyouforinjuries;providefirstaid.Donot

• Evacuatebuildingsusingstairs;avoidelevators.
• Checkaroundyoufordangerousconditions,suchasfires,downedpowerlines,gasleaksandstructuraldamage.
