Welcome!How can I help? Are you getting ready to undertake a new program and need help with planning? Is there something that you wish to achieve, and would like help mapping out the short and medium terms steps to success? Do you need a policy, program or initiative evaluated? Are you having trouble effectively and efficiently tracking your successes? I can help with these and other projects. As a Management and Evaluation Consultant, I help individuals and organizations know what kind of difference they make. I help organizations to clearly identify their goals and the important steps towards those goals.

Most people and organizations understand their long-term goals. At times, they have trouble describing the necessary steps to reach these goals. How do you measure success? Before you achieve success, how do you know you’re on the right track and making progress? And importantly, how do you know if your work is not achieving the goals you’d hoped and re-focus your efforts to be ultimately successful?

Planning, tracking and evaluating progress can help you to achieve your goals sooner and more efficiently. It can also be challenging and frustrating. If you don’t have the right tools or the time, or if you are trying to apply theory to reality, this work can be daunting and take resources away from your core business. This is where I come in. Through discussions, research, facilitation or a combination of these methods, I can help you to develop achievable goals and a clear path to achieving those goals.

My ProfileMost recently, I have lived and worked in Vancouver and Ottawa.

I specialize in planning, evaluation, performance measurement, and results-based management, particularly in relation to the public sector and not-for-profit organizations. While in Ottawa, I worked with the Foreign Affairs Canada (while it was still the Department of Foreign Affairs and International Trade), in the Corporate Finance, Planning and Systems Bureau. Before that, I worked with a small consulting firm (Performance Management Network Inc.), also in Ottawa.

I am an active member of the Canadian Evaluation Society and the American Evaluation Society. In 2003, I was one of a small team of organizers for the Canadian Evaluation Society’s Student Case Competition, a unique capacity-building competition. Competing post-graduate students from across Canada analyse an evaluation case in English and French. The three qualifying teams compete at the Canadian Evaluation Society's annual conference. As an organizer, I worked with three colleagues to contact and solicit student competitors, judges, sponsors, and coordinate the two rounds of competition.

This includes collecting and analysing quantitative and qualitative data such as in-person and on-line surveys, stakeholder interviews, case studies, focus groups, media and content analysis, market entry strategies, niche market analysis, international program comparisons and reviews of performance measures and indicators for their usefulness and application

Results-based Management, including risk-assessment and results-based management systems, performance measurement and reporting strategies

Strategic Planning, including focusing and scoping goals, identifying gaps in current management practices and developing business plans and reporting documents

Training, Instruction and Facilitation, including drafting training materials, facilitating workshops and management retreats, full-time instruction, and one-on-one training

Skills and AbilitiesI am effective and reliable under heavy time and workload pressures. I am proud to say that as an independent consultant, my work has always been delivered on time and on budget. Clients consistently praise the quality of the work I produce.

I am able to work on a variety of simultaneous initiatives independently, as part of a team or as a team leader. I have excellent interpersonal relationship skills, including team building and facilitation. I have strong written and oral communication skills, including presentation and public speaking skills

I am highly proficient at working remotely. I have a high degree of initiative, self-motivation and thoroughness. I have strong analytical and problem solving skills and am able to coordinate projects with multiple internal and external stakeholders. I have strong computer skills that allow me to work efficiently with electronic tools and a variety of software.

Recent ProjectsEvaluation of Making All Recreation Safe (M.A.R.S.™) and Everyone Gets to Play pilot projects for Canadian Parks and Recreation Association (CPRA); As part of a two-person team, these pilot project evaluations form the basis for additional, upcoming support to the CPRA through the evaluation of two related initiatives

Developed a Discussion Paper on the future funding, governance and core services of the a federally funded Foundation for senior federal and provincial consideration and follow-up process, commissioned by the federal funding department

Drafted Guide to developing a Mid-Term Results Report, a results-based guide for use at headquarters and Canada’s posts abroad. This guide included step-by-step instructions on how to measure and report on goals, including commenting on the efficacy of the goals and measures. This work was commissioned by Foreign Affairs Canada, Asia-Pacific Branch

Drafted Planning for Success: Getting what you want out of your program: A Guide for Canada’s Trade Officers, a results-based guide to the corporate planning and reporting cycles for locally engaged staff at Canada’s posts abroad for International Trade Canada (ITCan)

Updated the Modern Management Action Plan, the Modern Management Strategic Plan and prepared a summary report (fiscal year 2003 / 2004) for use by senior management for Foreign Affairs Canada, Corporate Branch

Reviewed annual business plans at the Branch level to identify gaps and opportunities for Foreign Affairs Canada, Asia-Pacific Branch

Drafted a Results-based Management and Accountability Framework for Infrastructure Canada, on behalf of Performance Management Network Inc. (PMN)
