Preamble:
Annual report English 1
The Directorate of Archaeology and Museums which was established in the year
1885 has been merged with Department of Archaeology, Museums and Heritage vide
Government order No. KASAMVAPRA 10 KMU 2012 dated
23-2-2012. The Commissioner has been appointed as the head of the Department after
re-structuring of the Department.
In Government Order No.KASAMVA/234/KMU/2014 dated 13-03-2015 the
word Prachayvastu in Kannada is termed as Puratathva and thus the name of the
Department is called as Department of Archaeology, Museums and Heritage.
The Department is rendering service in the field of Art & Culture, All its
activities have been taken up under plan head.
The fundamental functions of the Department include Archaeological
Explorations, Excavations, Conservation of Ancient Monuments, Publication of
academic and research books, Development and maintenance of Museums and
organizing Cultural and Educational activities etc. All these activities have been
organized in a systematic manner and also implemented by the Department.
The Department has been preserving invaluable ancient sculptures, stone edicts,
coins, copper plates, etc., in the departmental Museums for the sake of posterity.
The Department has been carrying out the conservation and developmental works
relating to the heritage buildings in six heritage areas because of their historical
background namely: Mysore, Srirangapatna, Bidar, Gulbarga, Bijapur and Kittur during
2004. Besides 14 more heritage areas i.e. Sannathi, Nagavi, Kamatagi, Badami, Aihole,
Bangalore, Lakkundi, Banavasi, Talakadu, Balligavi, Belur, Halebeedu, Malkheda,
Melukote, have been declared as Heritage areas on par with the budget speech for
the year 2012-13. The documentation and integrated management plan of all the 20
heritage cites consisting of ancient monuments and buildings has been completed with
inventorying prior to carrying out conservation of all these relics.

The department has in its administrative jurisdiction has 5 offices of Deputy
Director at Mysore (Heritage), Gulbarga, Bengaluru, Dharwad and Kamalapur (Hampi).
There are about 15 Government Museums in places like Bangalore, Chitradurga,
Shimoga, Mysore, Srirangapatna, Hassan, Madikeri, Mangalore, Kittur, Gadag,
Gulbarga, Raichur, Basavakalyana, Hoovinahadagali. There is Venkatappa Art Gallery
at Bangalore and Sculpture Gallery at Athani.

2. Additional Charge:
1) In Government Notification No.Ka.sam.va./91/KMU/2015 dated 04-08-2016 Dr.
Gavisiddaiah, Archivist, Office of the Divisional Archives Office, Mysore is placed
in additional charge of the post of the Director (Archaeology) in the Commissioner
Office, Mysore.

Sri. S.M. Poojari, Archaeological conservation Engineer is placed in additional
charge of Deputy Director, Bengaluru Division, Bengaluru.

Dr. S.K.Vasudev, Archaeological conservation Engineer is placed in additional
charge of Deputy Director, Kamalapur(Hampi).

3. Cadre and Recruitment Rules:
The Department of Archaeology & Museums has got its own Cadre and Recruitm
ent Rules vide Government notification No. ITY 67 KMU 86 dated 28-2-19
92. Suitable proposal is being submitted to Government to get revised C & R in v
iew of the re-structuring of the Department of Archaeology, Museums and Herita
ge. As per the decision taken in the meeting in connection with the Cadre and Recr
uitement Rules of this Department on 13.04.2018 at the Government level, a suita
ble proposal for the ammendments has been submitted to Government.
4. Acts and Rules :
The Department has the following Acts and Rules
1. The Karnataka Ancient and Historical Monuments and Archaeological Sites
and Remains Act, 1961 and Rules 1965.
2. The Karnataka Treasure Trove Act 1962 and Rules 1963.
5. Public Grievances:
The Department is receiving requests in the form of grievances from individuals
and institutions concerning about conservation of monuments. They are being
looked into on priority keeping in view the budgetary allocations.

7. On-going plan schemes:
The Government has accorded approval for on-going scheme under Annual Plan,
2017-18 in G.O. No. KASAMVA 50 KMU 2017 Dated: 12.05.2017. Provision for
grant of Rs.4145.00 lakh has been made for ongoing plan scheme out of which
there is an expenditure of Rs.2975.01 lakh with an achievement of progress of
72%.
8. Seminars, Archaeological photographic exhibitions & functions:
1. International Museum Day was celebrated in all the Government Museums under
this Department on 18.05.2017 on the eve of “International Museum Day”. In
this context, a special type of programme entitled “Museums on Wheels” was
sponsored for public in Mysuru.
2. The 21st Annual Seminar on “Studies on Vijayanagara” was arranged in Hampi on
4th and 5th November 2017 on the occasion of world famous Hampi celebrations.
3. On the eve of Children’s Day during 2017 a programme was arranged in the
venue of Bengaluru Museum from November 14, 2017 to November 18, 2017 by
a Photographic exhibition entitled “Exhibition of Photographs relating to the
Inscriptions of the Bengaluru Urban District” to impart awareness to the
students about the inscriptions.
4. A conference was arranged in the auditorium of the Department in Mysuru on
06.01.2018 and 07.01.2018 on “South Indian Numismatics”. More than 50
scholars who are well versed in South Indian Numismatics presented their research
papers in the conference.

5. A State level workshop was organized in the auditorium of the Department in
Mysuru, on 20.03.2018 and 21.03.2018 for 2days on “The Method of
Inscriptional Studies”. Research scholars from various universities and post
graduate students from the state were imparted training exclusively on the Method
of Inscriptional Studies by the experienced resource personnel.
9. Providing grants to different organizations in connection with seminars/ workshops undertaken by them:
The Department has been providing grant to various Colleges and Institutions in
connection with the awareness programmes about ancient history, art, culture and
monuments among the youths and people at large.
In this backdrop grant has been released to the following organizations to
undertake seminars and also workshops during 2017-18 after obtaining
Government Order, KASAMVA/124/KMU/2017 dated:26.09.2017 through
payees receipt.
1. A grant of Rs.1.00lakh has been released to the Faculty of Ancient Indian History
and Archaeology of Mysore University to conduct a workshop entitled “Temple
Architecture and Iconography”.
2. Keeping in view the aim of the preservation of The history and heritage of the
Land the Department is providing grant to such organizations and academies who
are involved in conducting “Heritage Preservation Week”. As per the
Government Order KASAMVA/124/KMU/2017 dated:26.09.2017 a grant of
Rs.3.00lakh has been released to the “Karnataka Itihasa Academy®’, Bengaluru
for this purpose during 2017-18 and also for the purpose of the printing of the
volume of “Ithihasa Darshana” and also towards annual conference.
10. Archaeological Photography / Documentary Film show:

On the occasion of the Dasara 2017 in the corridor of the office at Mysuru,
photographic exhibition was arranged on the Karnataka Inscriptions as an
awareness program to the students/public/researchers.
On the occasion of Dasara 2017 documentary film show was arranged in the
Auditorium of Mysuru office. Thousands of students from various colleges and
tourists took part on this occasion.
11. Heritage Walk/Cycling:
1. On the eve of Dasara festivities 2017 as a part of creation of awareness among
the tourists, public and various college students about the testimony of the
tangible heritage like historical heritage buildings in Mysuru with immense
historical artistic and craftsmanship, “Heritage walk” was organized from
23.09.2017 to 25.09.2017. On the first day i.e23.09.2017 there was site seeing
of heritage buildings through “Heritage Walk”. Subsequently site seeing of
heritage buildings was carried out on the JAVA motor cycle ride and
TRIN-TRIN cycling ride on 24.09.2017 and 25.09.2017 respectively.
2. During 2017-18 personnel from Administrative Training Institute/State Urban
Development Institute/Postal Training Institute/Trainees from Mysuru Police
Academy/Bank Officers/Corporators from Municipality/Students from High
Schools and Colleges/Foreign students studying in various
colleges/Tourists/Foreign Tourists/ District Level Officers participated in all
the Heritage programmes.

A grant of Rs.9.65lakhs has been released to 44 grant-in-aid colleges who have
established Heritage Clubs for the purpose of creation of awareness about tangible,
intangible and natural heritage of our land among the college students in the year
2017-18.
13. Prachyaprajne:
During 2014-15 in the budget speech vide para 253 announcement had been made
on PrachyaPrajne which has been implemented and continued in the year
2017-18.
The Karnataka State had been under the reign of many royal dynasties that had left
behind many relics especially in the form of ancient monuments. To provide first-
hand information about these ancient monuments, Art, Culture, Literature and
Architectural styles to the high school students, a special program entitled
PrachyaPrajne had been organized at Mysuru by the Department in association
with the Department of Public Instruction, District Administration, Kannada,
Culture and Information and Public relations. Local City Corporation, City
Municipality, Taluk Administration, the programs implemented during 2014-15 is
continued in the year 2017-18 and also an expenditure of Rs.29.50.000 has been
incurred for such programs in 23 districts through Deputy Director of Department
of Public Instruction.
In the state level competition held in the year 2014-15 as a part of PrachyaPrajne
activity various competitions like state level Speech, Essay writing, painting,
general knowledge, quiz etc were conducted and 15 students were selected as
winners. Such winners were awarded Cash prizes and Certificates by honoring
them on 20.03.2018.
14. Research Publications / Books Exhibition and sales.

Department of Archaeology, Museums and Heritage is basically a Research and academic oriented Department, and hence it has published 04 Research publications during the year 2017-18:01. 15. Heritage Art Camp:
The 20 heritage sites in the category of tangible, intangible and Natural relics
which were declared as such by the Government of Karnataka in the budget
speech for the year 2004-05 and 2012-13th for the preservation of heritage, along
with allied culture, art, sculpture, architectural property of the land which has been
carried out on regular basis for progeny. As an integral part of this program to
chalk out heritage art camp during the financial year 2017-18 a grant of Rs5.00
lakh each has been released to Kuvempu National Trust, Kuppalli and Hampi
Development Authority, Hampi through payee’s receipt, total grant being Rs10.00
lakh.
16. Seminar:
During the financial year 2017-18, 07 seminars were carried out in coordination
with 07 First grade colleges at an expenditure of Rs.7.00lakhs. The purpose of the
seminar was to preserve the rich heritage in the state in the form of ancient
monuments, temples and their vivid styles, art, grandeur, paintings and their
varieties, heritage forms like tangible, intangible, natural and handing over all
these cultural/heritage wealth to the future generation. Besides this, seminars
facilitate exchange of ideas and research relating to heritage among the fraternity
of students and renowned scholars as a communicative bridge.
17. N.S.S Programme:

A grant of Rs.7.00lakhs has been released to the N.S.S conveners in the colleges
of universities towards the preliminary conservation/cleansing of historical
monuments and heritage buildings located in 20 different heritage areas in the
state.
18. Research programme:
A grant of Rs.7.50lakhs has been provided for the study purpose of “Stylistic and
Technical Authentication of Bronzes of Karnataka” during the year 2017-18 to the
NIAS (National Institute of Advanced Studies, Bengaluru).
19. Conservation Works:
The various conservation works are being taken up through e-tender after
obtaining approval from the Technical Advisory Committee.

No.KASAMVA/176/KMU/2017 dated: 21.03.2018 which has to be carried out in
collaboration with this Department.
Evaluation work has not been carried out during the year 2017-18.
21. Appointment of personnel from outsourcing by the outside Agency:
The security personnel have been appointed through the outsourcing
agencies to look after State Protected Monuments and Museums coming under the

Rules by calling tenders. The services of the following personnel are being
obtained for the office works in the interest of administration through the
outsourcing agency.

22. Appointment of Home Guards:
For the surveillance and security of ancient sites in and around historical Hampi
and Anegundi the services of 40 Home Guards have been obtained through the
Director General, State Home Guards Unit, Bengaluru as per G.O.
No.KASAMVA/77/KMU/2016 dated 19-08-2016.
23. Grant-in-Aid:
a) Hampi World Heritage Area Management Authority:-
As per Government Order a grant of Rs.53.25 lakhs has been released to
Hampi World Heritage Management Authority for their annual maintenance
during 2017-18 under grant-in-aid and general expenditure.
b) Sahyadhri Heritage Development Authority:

As per Government Order a grant Rs.9.00 lakh has been released at an
instalment of Rs.2.25 lakh every quarterly towards the payment of staff and
maintenance of Authority during the financial year 2017-18.
c) Lakkundi Development Authority:
Even though Lakkundi Development Authority is yet to be constituted by the
Government of Karnataka, Government in G.O.No: KASAMVA/ 89 /KMU/
2017 dated: 16-08-2017 has nominated for a committee consisting of the
President, Vice-President and members.
d) Chalukya Development Authority:
As per the Government order No: KASAMVA/ 89 /KMU/ 2018
dated:12-03-2018 for the Chalukya Development Authority President and
Vice-President and members have been nominated by Government.
In Government order No:KASAMVA/ 21 /KMU/ 2018 Dated:27-03-2018
8 posts have been created for the administrative convenience of Chalukya
Development Authority which includes Badami, Aihole, Pattadakallu.

The following ancient monuments have been declared as state protected monuments during 2017-18.
As per the Government order No KASAMVA 34 KMU 2017 dated
05.04.2017 Kumararama Kummata Durgha area in Koppala taluk, Koppala district is declared as State Protected Monument.
As per the Government order No KASAMVA 165 KMU 2016 dated 15.11.2017 Sri Ugra Narasimha Swamy temple and Sri Varadharaja Swamy temple of Maddur town, Mandya district is declared as State Protected Monument.
As per the Government order No KASAMVA 27 KMU 2017 dated 10.01.2018 Ancient temple complex atop the Kanakagiri Hill in Maleyuru village, Chamaraja Nagara taluk and district is declared as State Protected Monument.
As per the Government order No KASAMVA 235 KMU 2016 dated 26.03.2018 Sri Ramalingeshwara temple (Swayambhoo Ramanatha) in Mogha village, Chincholi taluk, Kalaburaghi district is declared as State Protected Monument.

39. Pinakin App:
Pinakin App facility has been provided in the Government Museum, Bengaluru for
