Project
General Specification
The Arapaoanui 3E Trust (Trust) as an Ahu Whenua Trust under section 215 of the Te Ture Whenua
Maori Act 1993 on behalf of the beneficial owners of the Arapaoanui 3E block are requesting a
pricing for the boundary fencing of their newly established Nga Whenua Rahui Kawenata.
Arapaoanui 3E is situated 40km north of Napier at the end of Arapaonui Road. Of the 66.4Ha
belonging to Arapaoanui 3E approximately 42ha is being placed into the Whenua Rahui Kawenata.
As part of this Deed for the Nga Whenua Rahui Kawenata Arapaoanui 3E Trust under Schedule A,
conditions section 1: The trust is required to use its best endeavours to not permit stock to graze the
land or pass though the land.
It is also the Trusts intention to enhance the natural character of the land with particular regard to
the indigenous flora and fauna. They are going to commence planting the Nga Whenua Rahui
Kawenata in autumn 2012 with desirable indigenous trees.
The area also has a very high feral goat population and this will have a bearing on the quality of
fencing required.
Fencing Specification:
As mentioned in the preamble the Trust is going to commence planting of indigenous trees within
the Nga Whenua Rahui Kawenata in the autumn of 2012. Because of this planting programme the
fencing is to be completed by 30 March 2012.
Due to the high feral goat population in the area and their notoriously difficult nature with fences,
the fencing requirements have been designed to give maximum protection:
Material requirement:
Standard nine wire high tensile fence with posts at 4m intervals.
Bottom wire to be no higher than 8cm off the ground or a barb wire can be used on uneven
ground.
Battens are to be at one metre spacing’s.
All stays are to be kept internal to restrict goat access to the block by this method. For
corners over 180 degrees of inside angle this will have to be done by means of back ties.
Allowance for 2 steel 12ft gates hung.

Site preparation:
The project site is a mix of rolling to steep terrain consisting of variation of river stilt to limestone
based faces.
Some areas of the fence will require bush cutting to gain access however any tree trimming is to be
keep to a minimum keep in accordance the principals of the Nga Whenua Rau Hui. This area is
established along the southern boundary consisting
of regenerated Manuka and Kanuka. The length of
this is assessed at 130m. Refer to figure 1 and the
attached map.

Steep limestone faces with limited access are
shown in figure 1. This area is at the low south
western corner.

Figure 3 show existing fencing that will require
deconstruction. This photo is typical of the
boundary fence on the western side. Fence
deconstruction is required on 45% of the new
fence boundary.

The area of the south western corner has well
established regeneration indigenous forest. This area
has limited accessed by machinery however it will
require some maintenance to manage goat
movement. See map 1.

Health and Safety
Contractors are required to provide a copy of their “Health & Safety Plan” as part of their tender
reply.
The successful contractor will need to manage the following hazards that are not standard fencing
hazards on this project:
Steep limestone faces
Steep and high bluffs dropping to costal area
Wahi tapu sites

Pricing Requirements
The tender is required to price on the basis of the following fencing requirements:
New fence length- 2935m
Maintenance Fence- 280m
Hourly rate for bush cutting/fence clearance and estimates hrs Fence design:
