Background to Central Highlands Group Training Inc. T/A Ballarat Group Training (BGT) BGT was established in 1986 for the purposes of providing young people with employment opportunities to reach their full potential and to provide employers with well skilled and suitable staff. Today BGT provides various entry level qualifications, employment and assistance programs to members of the local Ballarat community. The organisation is an Incorporated Association governed by seven Board members who are members of the local community. The management of operations is delegated to the management team which is relatively new. The CEO was appointed six months ago and has been with the organisation for two years in various capacities. The General Manager – Training and Employment has been with the organisation for many years,

initially appointed as the RTO Manager. The Training Manager has been with the organisation for about twelve months. The Administration and Executive Support Officer has also been with the organisation for a number of years and is skilled in data management. The Student Support Officer has only been with the RTO for 12 months. RTO operations BGT applied for registration as an RTO in 1996 and has focused its delivery on local employer skill needs and providing the opportunity for up skilling. The organisation’s Scope of Registration includes 20 qualifications and four accredited courses. Enrolments in 2018 included 360 enrolments with a large number of students involved in ‘White Card’ training. In 2019 to date, appropriately 430 students have been enrolled in qualifications and individual units. At the time of audit approximately 250 students were actively participating in training. The current focus of training is in the areas of Business and Administration, Education Support, Disability and Aged Care, Engineering and Fabrication, Foundation Skills, and a large number of learners completing the unit CPCCWHS1001 Prepare to work safely in the construction industry. A combination of work based and institutional-based learning methodologies are employed, including traineeship and apprenticeship programs and school based programs for VET and VCE students. BGT receives funding for training operations through the Victorian Skills First program and fee for service activities. BGT moved to new premises during 2018 to a central Ballarat location, providing a learning hub. The renovated building (previously the premises of Ballarat Secondary College) is owned by the Department of Education and has been made available to BGT for a minimal rent, providing spacious and well-appointed facilities including informal learning spaces and a café which is open to the public. Parts of the building are sublet to other organisations which complement the learning and support services provided to youth through youth support programs. BGT has also relocated its Industry Skills Centre into a spacious workshop on the new site, providing a well appointed learning area for its engineering apprenticeship program. A dedicated team of trainers support the learning for approximately 70 engineering and manufacturing apprentices and pre-apprentices enrolled with the Industry Skills Centre. In 2018, nine students graduated with the Certificate II Engineering and ten students graduated with a Certificate III Engineering. 1n 2018 the centre had successfully placed eight students into full time apprenticeships and three into full time work. Audit findings The relatively new management team and the move into a new facility has motivated a review of the BTG training operations in conjunction with the local community and employers. A review of policies and procedures has commenced but has not been completed and hence some policies and procedures were superseded and implemented procedures were not consistent with policies, but this is a work in progress.

The management team commented on the use of commercial assessment resources, on the assumption that they should be compliant and adequately assess all units. Pre-assessment of the resources had not been conducted to identify whether the assessments within the resources met the unit assessment requirements. The team were concerned about the number of non-compliances identified at Standard 1.5 and commented on the costs of purchasing resources, conducting pre-assessment validation and developing resources from scratch. However, the RTO will need to implement strategies to ensure that all assessments meet the unit assessment requirements. Students interviewed confirmed that the trainers/assessors were passionate about their industry and provided every possible source of support to assist them to complete their course, however they identified limitations in the qualification learning structures including the disadvantages of being in a combined Certificate III and Certificate IV class, being in a class that accepts start of the year and mid-year enrolments, and access to online resources that are not easily accessible or confusing. Central Highlands Group Training Inc. would benefit from identifying strategies to obtain feedback from learners and identify strategies to allay their concerns. It was noted that five trainers were current working under supervision while they were completing the required units: TAEASS502 or TAELLN411. They were enrolled at Inspire Education and supervision arrangements were implemented.

The RTOs Continuous Improvement Policy (Revision Date: 19/11/2015 Next Revision Date: 19/11/2018) had not been reviewed by the proposed review date and referred to superseded government departments (e.g. OTTE). It also referred to ‘External ISO Quality Auditor from Sci Qual International will conduct 6 monthly quality audits’ however these had not been conducted. The policy identified strategies that were not consistent with the strategies implemented. Periodic review of the effectiveness of continuous improvement actions had not been implemented.

VRQA Comment: The RTO is required to provide an updated systematic Policy and Procedure for Continuous Improvement, and evidence it is being implemented. Central Highlands Group Training Inc. is required to:
