Trask Production Boundaries, During the second week of May, a meeting was held at SHAPE between representatives fraa UK, CIN-CNORTH, CINCENT and SACLANT on track production boundaries ill the North Sea Area. 9. Naval Command in the Baltic. The Danish Ministry of Defense was asked to set a date for a meeting in Copenhagen, requested in view of the necessity for the early establishment of a naval command in the Baltic. (SH 28489, H Jun)

10. Requiraaent for Ground Atomic Delivery Weapons

a. CINCNORTH and CINCENT were asked to submit esti-mates of requirements for ground atomic delivery weapons based on SACEUR's Saergency Defense Plan 1-56 and Atomic Strike Plan 1-56, taking into account the eventual availability to SACEDR of certain delivery weapons. Their views on the problem as well as additional information pertaining to these requirements were requested. (SHAPE/130/56 and SHAPE/131/56)

11. Forward Strategy

(1) The revised target date by which the adoption of the forward strategy may be considered to be practicable,

(2) The approval of the general defense disposi-tions recommended by CINCENT.

(3) The responsibility of CINCfflT for the defense of Schleswig-Holstein under forward strategy.

19. Preparation of Military Obstacles in West Germany. SHAPE concurred with the views of the German Minister of Defense on this subject. a. Standby Arrangements for the Diffusion of Meteoro-logical Information. All members of the SHAPE Meteorological Committee were provided with copies of agreed amendments to Annex A of AG 9937 PPO of 10 June 1955, together with details of temporary arrangements pending activation of alternate centers. The SHAPE Meteorological Committee held its 5th Meeting at SHAPE on 16-IB April. 29. Reorganization of French Forces in Germany. SACEDR gave his general agreement to a reorganization project proposed by the French Ministry of Defense, but emphasized that the plan could not be carried out other than in conjunction with the overall reorganization of the French Forces in Germany, and could not be implemented before German Forces were able to assume those missions in Central Germany which are now assigned to French Forces. 31. VOLO TWO. Exercise VOLO TWO, an AFSOUTH exercise, was conducted on 17-19 April in Italy and adjacent waters. The purpose of the exercise was to test and evaluate naval/air support of the land/ air battle and to exercise the forces of STRIKFOBSCUTH in air defense and anti-suhnarine warfare.

MEDFLEK LRAGON, Exercise MEDFLEX IRAÜ0N, an AFMED exercise, was conducted on 11-20 April in the Mediterranean, This was a large-scale fleet exercise designed to provide all area commanders with tactical situations appropriate to their areas. SACEUR and his Naval Deputy attended a "steam past" and "fly past" in Malta at the completion of the exercise.

33. CPX SIX. SHAPE sponsored CPX SIX which was conducted on 24-27 April. This was a Command and Staff exercise attended by senior-officers of SHAPE, subordinate NATO commands and national Chiefs of Staff, to examine and discuss the problems of forward strategy in Allied Command Europe.

During the past three months 9 the Infrastructure Committee has been examining the methods to be adop-ted for the procurement of TACAN beacons to be supplied under NATO Com-mon Infjrastructure0 This has posed a complex problem, but there are new indications that contracts for the 79 infrastructure beacons will be placed in the near future. G. Exercises and Training 82« SIGEX TWO. Exercise SIGEX TWO took place 4-7 May.

The overall purpose was to test the plans for the coordination, alloca-tion and implementation of the civil long lines, reserved for military use in wartime, within Allied Conand Europe. SHAPE was responsible for the overall planning and coordination between Regions. The exercise was conducted under decentralised control with CIN CNORTH and CINGSOUTH responsible for the detailed planning and direction within their areas of command. The European Long Lines Agency (ELLA), the National Lcng Lines Agencies (HALIAs) and the PTTs of Norway, Denmark, Italy, Greece and Turkey participated fully In the exercise. The NATJAg of Nether-
