2014 Career Starter Dues Pilot

CPTA is participating in APTA’s Career Starter Dues Pi-

lot. APTA will be testing an expanded career starter dues

program, which establishes diminishing discounts over the

course of four years for members who are in the first four

years post-graduation.

Eligible members began receiving renewal notices in Janu-

ary that reflected the national and California Chapter dis-

counts for renewals effective April 2014 or later. The cur-

rent program provides a 50% discount off national and

chapter dues at the first renewal post graduation.

The pilot extends sliding discounts (40%, 30%, and 20%)

for members 2-4 years post graduation. To qualify, new

graduates must have been an APTA student member at

graduation and maintained continuous APTA membership

post-graduation.

CPTA is partnering with North Star Financial to offer dis-

ability insurance to our members at a discounted rate. Ad-

visors Zach MacDougall and Stephanie Tsang invite asso-

ciation members for a free consultation meeting to discuss

Hey TriCounties District Members,

The first three months of the New Year have been loaded with changes and excitement within the field of physical therapy. Direct access has now been in place for over 10 weeks and the California Physical Therapy Association has been making progress with third party payers in attempts to facilitate reimbursement for our services. This is new legislation for everyone, so patience and dialog will need to be perfected during this transition.

In terms of 2014, the leadership and staff of the CPTA have closely scrutinized countless bills with two at front and center. Both bills are very different, but immensely important. One on the Assembly side, AB 1890, has the potential to infringe upon the practice of PT, while the other, SB 1215, on the Senate side, could dramatically curtail referral for profit, ultimately saving the state and consumers time and money.

AB 1890 is the Assembly Bill Authored by Chau. It is an Athletic Training Bill that would significantly increase the scope, depth and function of athletic trainers while granting them licensure. The CPTA has taken an opposing position to this bill unless amended. Athletic trainers have tried unsuccess-fully for over a decade to pass state legislation granting them these privileges. In the past, their bills have been too vague and undescriptive. This year seems to be more of the same.

SB 1215 Authored by Ed Hernandez, could have an

immediate and overwhelmingly positive impact on

our field for years to come and is therefore, highly

supported. Referral for profit would be highly cur-

tailed, if not completely eliminated. This bill is truly

a blessing!

Both bills need immediate and intense grass root

efforts on everyone’s part. Both bills will be heard

shortly by the Business, Professions & Consumer

Protection Committees on the Assembly and Senate

sides. The CPTA as already send out information

regarding how to contact the members on the above

committees. Please contact each of these commit-

tee members and concisely inform them of your po-

sition. Let’s do what we do best and politely and

respectfully support our cause.

DISTRICT PROGRAMMING Vice Chair Kathy Weiner, PT

We had a wonderful turn out for our first meeting of the year in Santa Barbara. Thanks to all who came out to hear Rick Katz speak on the changes in reim-bursement across practice settings. And thank you Rick for your ability and willingness to tackle such a monumental task.

Our next meeting is set for April 24th at Santa Maria Valley Physical Therapy. Dr. James Kasper will be speaking on Post-Op Rehab Following Hip Arthro-plasty. Dr. Kaspar is with Central Coast Orthopedics in Santa Maria. Dr. Kasper’s lecture will cover the age continuum from young athletes, middle age dys-functions to older patients with greater trochanteric pain syndrome (GTPS). A fabulous dinner buffet will be prepared by Chef Rick.

Course Objectives: 1. Principles of Rehab 2. Four Phases of Rehab Protocol 3. Surgery Specific Considerations: femoroacetabu-lar impingement, labral tear vs. debridement, hip ab-ductor repair & micro fracture of the hip joint.

Our meeting on July 17th will take place in the southeastern portion of the District. It will coincide with a 2 day seminar lead by Dale Avers on Func-tional Assessment in Clinical Decision Making. Please follow the continuing education program that will be held on Friday evening and all day Saturday.

As always, it is a pleasure to serve as your Vice Chair, putting together District meetings that help fellow therapist keep learning and growing in the profession. We do want and need your ideas for future meetings. Please respond to the Survey Monkey that will be sent out later this year for 2015 scheduling.

CPTA nominations for 2015-16. Nominations for CPTA BOD are due by May 16. Po-sitions open are : Vice President, 2 Directors, and 2 Nominating Committee members.

The deadline for Chapter Recommendations is May 16, 2014. The recommendation form can be submit-ted as an individual and can be found on the CPTA website at ccapta.org.

TriCounties District Membership Total CPTA's overall year-to-year average membership is up

3.7%. In the active (PT) category, numbers are up 1.4%.

PTA membership is up 28%. Student membership num-

bers are currently up 7.8%. Tri-Counties Membership

as of 1/2014: 350 members (332 PT’s, 12 PTA’s & 6

student PT/PTA’s).

CONTINUING EDUCATION Kathy Zack, PT

TriCounties District is organizing three continuing education courses this year that will be cost effec-tive for members, in close proximity for convenience and provide current trends and techniques in physi-cal therapy.

Ryan Johnson, VP from the Institute of Physical Art will present a two day course on the pelvic girdle in Santa Barbara on June 21-22.See the registration form in this newsletter. Dale Avers, PT, DPT, PhD, will present a 1 ½ day course in July on Functional Assessment in Clinical Decision Making. She will speak at the district meet-ing on Thursday prior to the course. This course is planned in the southern part of the district.

Bob Limone, PT, DPT with two colleagues from North Carolina will be providing a complete spinal mobilization course with hands on participation on August 8. This will be held in the northern part of our district.

TriCounties APTA District Continuing Education Registration Form

The Pelvic Girdle Puzzle: Manual Therapy to Address Mechanical, Neuromuscu-lar Function and Motor Control Impairments

Instructor: Ryan Johnson, PT, DPT, MSPT, CFMT - June 21-22, 2014 Location: Hayashida & Association Physical Therapy, 2921 Santa Barbara St, Santa Barbara APTA Members $ 295 / Non-members $ 475. Registration Deadline June 14.

This course is presented in conjunction with the Institute of Physical Art (IPA), and has limited size due to the lab component. Ryan is an instructor for the IPA and VP of PR and Marketing for IPA Inc.

This lab intensive course will present the interregional impact of pelvic girdle dysfunction. In the Functional Manual Therapy (FMT) treatment approach, management of the pelvic girdle is an essential aspect of patient care for the restoration of efficient mobility, alignment and motor control of the human system. Participants will be instructed to utilize a clinical reasoning framework for examination, evaluation, and treatment planning for the management of the pa-tient with decreased function secondary to neuro-musculoskeletal impairments of the pelvic girdle. The systematic FMT treatment approach allows for seamless transitions between evaluation and treatment of identified impairments as an ongoing process in a session-to-session (reflection-on-action) and moment-to-moment (reflection-in-action) basis.

The participants will be guided through the utilization of Functional Mobilization for treatment of mechanical dysfunctions including joints, soft tissues, visceral and neurovascular structures. Functional Mobilization is a dynamic, three-dimensional treatment strategy which utilizes ac-tive, resisted and/or passive movements to specifically mobilize mechanical restrictions. FMT is rooted in the principles of Proprioceptive Neuromuscular Facilitation (PNF), which is the foundation for the manual handling skills which will be instructed for the management of the neuromuscular function impairments (decreased efficiency of muscular initiation, strength and endurance) and motor control deficits.

STEP UP TO LEADERSHIP

The Executive Committee of the Tricounties District of the APTA has a strong history in representing its members, providing educational program and foster-ing professional relationships in the community. In this time of changing healthcare, it is all the more important to continue to have strong leadership and active membership participation in our Tricounties District.

If you have a call to leadership and/or professional growth consider either leadership in the Executive committee of the Tricounties District or an active membership position.

We are seeking nominations for the following posi-tions that will be open for election for 2015.

Chairperson: Basic function is to serve as the chief elected officer of the district and Executive Commit-tee, presiding over all district meetings and act as the official spokesperson of the district.

Secretary: Specific duties are to record and main-tain records, reports and other documents relevant to the district.

Chief Representative: Duties and responsibilities include being knowledgeable in or being able to ac-cess the Assembly of Representative meetings and Chapter Board meetings, National Bylaws and Standing Rules, Chapter Bylaws, and Assembly of Representatives Policies, Procedures and Positions. Responsibilities also include reading all pre-published materials pertaining to issues coming be-fore the Assembly. Attending meetings and cau-cuses and representing the District is also required. This individual is the district’s delegate to the House of Delegates.

2-3 Representatives: The duty of the Representa-tives are to become knowledgeable in the District, Chapter and National Bylaws, read pre-published materials pertaining to issues coming before the As-sembly, attend meetings, prepare and present mo-tions and actively participate in the Executive Com-mittee.

2 Nominating Committee members: Members of the Tricounties District who assist the Nominating Chair in soliciting nominations for District elected offices and positions, presenting a slate of candi-dates and completing the District election process.

This year approximately 100 PT’s, PTA’s and stu-dents attended Leg Day in Sacramento. We came from all over California to advocate for our profes-sion. It was a smaller group this year as we didn’t have a pressing bill. However it’s important to maintain contact with our legislators and weigh in on issues that concern us.

Bob Limone outlined the issues that affect us as therapists in his article in this newsletter, the Athletic Trainers bill and the referral for profit bill. Please see his article for details.

It’s important that we send our opposition to the Ath-letic Trainer’s licensure bill that allows “immediate care and treatment of an injury or illness sustained or exacerbated while participating in physical activ-ity.” It fails to mention athlete or athletic event. Op-position emails, faxes and phone calls should go to the Business and Professions Committee. Go to CCAPTA.org. Click on Legislation for information. .

One of our colleagues who met with the maker of the bill, Assembly Member Chau of Monterey Park, says Mr. Chau didn’t realize the implication of mak-ing such a broad statement. This dialog illustrates how important it is for us to keep talking to our legis-lators. They have to make decisions about so many topics that they are not expert in.

Senate Bill 1215 on referral for profit was introduced just after Leg Day. I haven’t seen the contact info for the Senate Business and Professions Committee yet. Please look for it in emails from the CPTA. We really need this.

I’d like to remind you of who our 2014 Tricounties Representatives are: Bob Limone (Paso Robles); Rick Katz (Moorpark); Kathy Zack (Nipomo); Wendy Cork-Keyser (Santa Barbara); Barb Edmison (Santa Barbara); Jason Sanders (San Luis Obispo) and I (Ventura).

Member Spotlight Even as a newcomer to TriCounties six year ago, I immediately recognized that Jeff Allen’s name was always one of those people that fellow members spoke of with reverence in their voice. Yet, Jeff’s easy-going nature & contagious smile veiled a fierce devotion to our physical therapy profession.

You see, Jeff was one of the 5 people (including Bob Huhn, Bob Williams, Dick Matthews and Nep Solis) that got together to form the Tri-Counties district! Jeff even designed the letterhead for our district, as seen here.

On April 26, 2014, Tri-Counties district will honor Jeff Allen at the 19th Annual Golf Tournament at Los Robles Greens Golf Course, as he retires from the PT profession.

Since becoming an APTA member in 1971, Jeff has chaired the TriCounties golf tournament for 16 years, served in the House of Delegates for at least 8 years, served on the CPTA’s Board of Directors for 2 years, Chaired the Chapter Ethics Committee for 6 years and served as TriCounties district Chair, Vice Chair, Chief Representative and District Representa-tive.

I’m in awe just thinking about all that Jeff has done for our district, knowing full well that each role en-compasses an infinite amount of selfless devotion, hard work and philanthropic love for our profession. It is no wonder that Jeff has received CPTA’s Royce Nolan Leadership Award and Tri-Counties District’s Professional Service Award!

Please join us in celebrating Jeff’s retirement at the golf tournament on Saturday April 26, 2014! Jeff will be retiring from his current role as Director of Ther-apy Services at Goleta Valley Community Hospital, as well as a career spanning 30 years of private practice and many more years of contracted PT ser-vices to Goleta Valley Community Hospital (GVCH). As Jeff’s friend and classmate Winkie Sonnefield

(100% of entry fee goes to spinal cord research). Santa Clarita is the only west-coast U.S. city to be designated as part of this world run. Imagine be-ing involved in this world event..how cool is that!!!

I've created a volunteer group for physical therapy minded folks to sign up & volunteer (the day before the world run) to help pass bibs to the runners. This way, people who're interested in doing the world run itself can still volunteer the day prior.
