EPA announced in November 2013 proposed regulation to lower 2014 Renewable Fuel Obligations

Implications? Ensures continued availability of E0 (3% of total fuel production) “Blend Wall” not breached, flooding market with E15
What is Next?
Why E15 Ethanol is Bad for Boats
Marine and many other engines are not designed, calibrated, certified, or warranted to run on E15
Tests conducted by NMMA members have demonstrated that E15 can cause severe engine damage;
E15 also causes performance issues such as starting problems, stalling, and fuel vapor lock;
E15 leads to increased water absorption and phase separation of gasoline and water while in the tank;
E15 causes increased emissions of smog-forming pollutants such as NOx, because the ignition of E15 creates a higher combustion temperature than does straight gasoline or E10.

What is the SFRBTF?
The Sport Fish Restoration and Boating Trust Fund (SFRBTF) provides funding for fisheries conservation in
the U.S., and is a critical funding pool for a diverse set of important state
and national recreational fishing and boating programs.

How does the SFRBRF work?
• SFRBTF receives its funding from an excise tax on fishing tackle and equipment as well as from the 18.3 cents per gallon federal tax on gasoline used in marine engines and other small engines
• The SFRBTF amounts to approximately $600 million per year

Aquatic Invasive Species
What is an “invasive species”? Plant or animal that is non-native to an ecosystem
Why should I be concerned? Once an invasive is introduced, it is extremely difficult
to prevent it from spreading throughout the whole ecosystem
Invasive can lead to substantial economic damage and contribute to significant changes in aquatic habitats
Invasive can discourage fishing and boating opportunities, reducing economic output from the industry and tourism
Boaters are the first line of Defense!
Clean—all visible aquatic plants, zebra mussels, and other prohibited invasive species from watercraft, trailers, and water-related equipment before leaving any water access or shoreland.
Drain—water-related equipment and drain bilge, livewell and baitwell by removing drain plugs before leaving a water access.
Dispose—of unwanted bait in the trash
How Can Congress Help Prevent the Spread of Aquatic Invasive Species?
Ask your Legislator to:
1. Appropriate money towards research, education and best practices to communicate to boaters, anglers, and other uses how to best prevent the introduction and spread of a species.
2. Co-Sponsor HR 4001, by Rep. Candice Miller, which funds the design and construction of physical barriers to prevent the Asian carp from invading the Gr.eat Lakes

Business Activity Tax Simplification Act (BATSA)
In an effort to bring in more revenue, States are assessing income, franchise or gross receipts taxes on businesses that have no employees or property in the State;
Recent court decisions on the issue have only led to uncertainty, and the Supreme Court has declined to take a case on the issue;
BATSA would clarify when a State can tax a business with little or no physical presence in that State;
Businesses need clarity in what constitutes “physical presence” in order to anticipate business tax costs;
The lack of clarity has led to unexpected tax burdens, hesitancy in business expansion, and reduced international competitiveness of US companies.

Ask Your House Member:
To co-sponsor the bipartisan Business Activity Tax Simplification Act, HR 2992 (Reps. Sensenbrenner and Scott), which modernizes state business tax laws by requiring that a business have a physical presence in a state before that business can be subjected to a state's business activity tax.
Urge the House Judiciary to pass HR 2992 out of committee.
