President’s Message --- April 2019 Greetings fellow Highland Hill’s residents, It’s nice to see this month’s longer days and warmer weather. Of course, this weather also inaugurates our spring growing season, a time to get out and work on our yards. At this month’s Board of Directors meeting, we approved entering an agreement with Rick Ross of Rick’s Tractor Service to perform this year’s vacant lot mowing. A total of eleven local mowing contractors were solicited for the vacant lot mowing program, of which three requested bid packages. Rick’s Tractor Service provided the lowest responsible bid. On April 4th, HHMC entered into an agreement with Rick’s Tractor Service. Shortly thereafter, we emailed or mailed the vacant lot owners who signed up for the program their invoices. Payment for the mowing service is due in May and we anticipate the mowing to begin around the first of June. My hat is off to Gregg Williamson who is coordinating this year’s mowing program. The Board of Directors also approved entering into an agreement with Steve Miller, P.E. of Raven Engineering, Inc. for drainage basins and drainage structures inspections. The 1984 Drainage Plan prepared by Gary V. East, P.E. requires HHMC to report to the City of Sequim, who receives our storm water, an annual inspection report detailing the condition of our drainage facilities. This report must be completed and submitted to the City of Sequim no later than September 1st. Randy Brown, Chairman of the Architectural Control Committee, provided a detail report of their latest activities. There have been a number of lot owners recently making inquires, seeking permits and/or submitting plans for new homes and related structures. Two homes under construction include a two story residence on Covey Run and a single story residence at Doe Run and Ravens Ridge. Fritz Langenbacher, HHMC Treasurer, provided a detail financial report. In his report, he noted that HHMC opened a new CD at Sound Community Bank with an APR of 3.1%. He also reported that our auditing firm, Bell & Futch, agreed to take a larger role in collecting and depositing HHMC assessments at no additional cost. Fritz reported that he is working with them to enable our members to make ACH direct deposits to our account. This means that you, our members, will be able to transfer your annual assessment fees and/or mowing fees directly from your checking account to an HHMC’s account. By this November, you will have an option of either making a direct deposit or continue writing and mailing your payments. Fritz is also looking into our members being able to pay HHMC assessments via their credit cards. For those who would want this convenience, Fritz noted there would be additional service fees to cover the credit card additional charges. I, for one, appreciate the time and effort your board of directors and various service committees’ put forth to serve our community. They freely and willingly volunteer their time and energy to make Highland Hills a great place to live. John Duffy, President

to learn, please consider volunteering for an HHMC committee right now, or even running for a

Board of Trustees position in a future election. (Elected HHMC officials serve a 3 year term

attending Board meetings the first Wednesday evening of each month.)

There is always a need for volunteers for a multitude of committees that function in Highland

Hills to help preserve our neighborhood and represent residents. If you have interest, please

let your Board know. These committees include:

Passings

RIP Admiral Bob McClinton

The “Admiral” was well known on the Hill, it seems everyone knew him. Many residents had crewed for him on his racing craft, others had volunteered for the Volunteer Hospice of Clallam County. Bob was a retired rear admiral of the U.S. Navy. From Stig Osterberg Port Townsend Sailing Association

Our dear friend, Admiral Bob McClinton, passed away early this afternoon of congestive heart failure. The Admiral was the owner and skipper of the Sequim J-105 “America”, and “Intrepid” and “Weigh to Go” before that. We could always count on him to participate in our Midsummer regatta. Bob was loved and respected by everyone who knew him, and a space as crew on his boat was hard to get as he was such a gifted leader of people. He had only learned of this heart condition this morning, and had immediately phoned his entire sailing crew to request that they all meet for lunch. He unfortunately died before the gathering.

He was one of a kind, and we will miss him. His leadership and enthusiasm inspired all of us to be better and showed us what a “can do” attitude was all about.

CERT 5 UPDATE– CALL FOR MEDICS

The recent “Snowpocalypse” highlighted our vulnerability and the need to prepare in case of emergency. Food supplies at stores ran out in less than 12 hours. Emergency medical treatment was problematic. And this was just a little old snow storm! In a Cascadia earthquake event, we would be far more challenged for far longer. So, in addition to the first aid training we are doing in CERT (see pictures), we are looking to pre-organise our medical team for the hill, as this is not something we want to do the day of an event. We are very lucky to have Dr Beverly Harn, an Emergency room doctor, living on the hill. But we will need every available, experienced medical person to help out. It doesn’t matter if you’ve done CERT training or not. If you have any medical training or experience (military, nursing, medical), please contact Don Baron [email protected] or Susan Baron [email protected]. BACKFLOW PREVENTION INSPECTION Opportunity is now to sign up for HHMC group rate backflow inspection. In the spring, PUD will require the annual backflow testing and certification of outdoor irrigation systems. As in previous years, HHMC will coordinate with an inspector to compile a "group list" with a cost savings to the fee. Our inspector is Don Lichen of DC BACKFLOW SERVICE, who is registered and certified by Clallam County PUD. The group rate for 2019 is $37.00, an increase of $2.00 from last year. DC BACKFLOW SERVICE takes credit cards for payment, via PayPal, as well as cash or checks. The inspector will test the assemblies prior to the PUD date (usually the end of May) and will provide each homeowner a copy of the report and inspection service bill. After you pay, the inspector will submit his authenticated copy to PUD. The inspector's copy to PUD is proof of compliance. Our Monthly Weather

Sunny and Dry then Back to Normal As forecast, we had 2 delightful weeks of sunshine and warmth – then back to a normal spring of clouds, winds and rain. Sunday I managed to get most of the lawn mowed prior to the deluge. I ended up completely soaked. The next day was sunny when forecast rain. The long-term forecast is for more of the same as wave after wave of storms arrive from the west and northwest, wrap around the Olympic Mountains and converge over Puget Sound. One of the reasons our rain totals are low is because we miss this convergence that drenches our neighbors to the east. March was a very dry month, a little snow followed by sunshine.

Photos and Comments Five years ago I ran series of “Weed of the Month” in the Highlander. After surveying the roadsides and our garden areas this spring, I’ve noticed a plethora of shotweed – much more than normal. Here’s a reprint of the article that featured this hated plant.

Shotweed (Cardamine hirsute), aka hairy bittercress, popweed, spitweed, pepperweed, and snapweed is a member of the mustard family and is even edible (spices up salads). You can find it locally just about everywhere, along the sides of our roads, in our gardens, and even growing through parking gravel. The weed’s names are derived from the ripe seed pods that explode when pulled or touched. Plants form a small mounded clump generally 4 to 8 inches tall and wide with a base of leaves that look like 8 leaf clover. They are quite prolific and difficult to eradicate since the plant germinates and grows in all seasons. Initially the small white flowers on the stems are pleasing to the eye. However, they develop into ugly and scraggly weeds. It can be controlled by manual, ground covering, or chemical methods. If the ground is damp, shotweed is easy to pull out by the base. The problem is one clump may contain scores of individual plants. Also if the seeds shoot into your mulched flower bed, they will germinate as the seeds remain viable in the soil for several years. When the ground is dry, you may have to resort to digging to get them out. Mulching and ground covers will discourage seed germination. Herbicides containing Dicamba or 2,4-D are effective, however they are broadleaf killers and can damage nearby plants.
