Hot Mix Asphalt Contractor and Trucking The hot mix asphalt contractor is faced with three separate costs categories to factor when estimating a project mixing, hauling, and placing hot mix on the road. Today, the second highest of these cost is trucking cost. Considerable attention has been paid to plant cost and paving crew cost over the past few years, these costs have been reduced substantially by increased production capacity of hot mix production facilities. However, the same effort has not gone into trucking cost reduction because trucks are often rated and their costs seem difficult to control. Often rental rates are charged by the ton/mile and producers or prime contractors mistakenly assume that the cost is totally controlled by the trucker. In many companies, no attention is paid to trucking cost containment. Over the past few years, trucking costs, like other costs have escalated for the following reasons:

Increases in cost of equipment

Substantial increases in fuel cost

Shortages of drivers

Increased driver labor cost

Higher insurance cost

Additional regulations related to drivers’ hours, etc.

Perhaps the best way to understand the trucking operation is to drive the truck from point A to point B, anytime the truck is not moving inefficiencies occur in the operation. Note any actions relating to non-movement of trucks add to that inefficiency. Adding up the time required for the events should result in the total time required to complete the truck cycle. The Legislature established the Personal Service Contract Review Board (hereinafter “PSCRB”) in 1997. The PSCRB “may

establish a preapproved list of providers of various personal and professional services for set prices with which state agencies

may contract without bidding or prior approval from the board.” Miss. Code Ann. § 25-9-120.

Section 2 – Purpose

The PSCRB is seeking to establish a Preapproved List of Vendors (hereinafter “PVL”) for Lawn and Landscaping Services for use

by state agencies (hereinafter “agencies” or “agency”) under the purview of the PSCRB. The PSCRB is inviting bids from

qualified lawn and landscaping providers for placement on the list. After the list is established, agencies may select and

contract with Vendors from the list, avoiding the need for procurement. Contracts over $75,000 must be approved by the

PSCRB. Vendor(s) agree to extend services under this IFB to all authorized agencies within the geographic limits of the regions

bid upon in the State of Mississippi at the same price and under the same terms and conditions offered in this PVL.
