April 2016 Dear members, I take this opportunity to present the April edition of the IAGR Newsletter, coming to you six months ahead of our next conference in Sydney, Australia. We are looking forward to more energizing and thought provoking interactions, following our first ever conference in Latin America. The regulation of the gaming industry is in the midst of incredible times. The spirit of unity that permeated the recent conference in Lima, Peru was echoed around the world with the anticipation of stepping into a new era. Regulators in Latin America embraced IAGR and gave us a sense of hope that cooperation and collaboration between regulators across the world is inevitable. IAGR has seen an increase in membership enrolment, as a result of our strategic drive to reach out to regions of the world, where IAGR does not have a footprint. As we look ahead into 2017, together with the Board of Trustees (BOT), we anticipate new ventures, which I believe will add value to our membership. Some of the key engagements to look forward to, include, among others: • Strengthening partnerships with other strategic associations • Enhance knowledge sharing platforms • Updated e-Gaming standards • Enhancement of the Multi- Jurisdictional Business Form and Testing Framework • Creation of a central repository of statistical gambling data across the globe • Conferring Honorary membership status to past presidents to retain experience. To this end, I wish to appeal to fellow IAGR Members that, the BOT values your opinions and we would like to hear from you with regard to your overall engagement and views on how we could work together to make IAGR a stronger organisation. IntroductionToday, gaming is part of the fast growing global hospitality industry. Ownership, management, technology, and business practices span local and internationalborders.However,theregulationofgaming, whether in the terrestrial or online gaming sectors, is generally sequestered within each jurisdiction, leading to differing and often conflicting responses to regulatory challenges. While these differences can result from tailoring regulations to conform to specific policies, economic and fiscal objectives, concerns and cultures, more often it results from policy makers and regulators not having the knowledge and information necessary to achieve optimum regulatory goals.

Withthisinmind,theestablishmentofauniversity-basedInternationalCenterforGamingRegulationis aimed at bringing about pioneering change in the way that gaming policy regulation is approached, a change which furthers global and local collaborative efforts to enhance the rigor with which regulation is approached.TheCenterwillpromoteresearchintounderstanding and improving regulation, work with regulators and other stakeholders worldwide to ensure they have the information, knowledge and tools to analyze and improve gaming policies and regulation in their jurisdiction, and promote appropriate policies, legislation and regulatory standards which are proportionate and consistent with international best practices.

TheInternationalCenterforGamingRegulationwillbea thought center serving all stakeholders affected by gaming regulation worldwide. It will be a knowledge forum and educational portal open to the policy makers, legislators, regulators, gaming lawyers, the law enforcement community, the gaming industry, the gaming media, the academic community, service and product providers to the industry, and the problem gamblingcommunity.TheCenterwillofferthehighestlevels of information, research, knowledge, networking, and instruction available on gaming regulation to a global audience.

Structure and staffingAuniversityisanidealenvironmentfortheCenter,as a strong university provides a safe, neutral, and intellectualspaceforimportantdebates,research-basedinitiatives, knowledge dissemination, and educational programs for a global audience. Further, a university provides academic firewalls against industrial, political, andadvocacygroupinfluence.TheUniversityofNevada,LasVegas(UNLV)isthemostlogicalplacefortheCenter.UNLVhasapowerfulbrandintheworldwidegaming community, and a long history of providing world-classgamingregulatoryprogramstothevariousstakeholders in the industry, worldwide. TheCenterwillbeanindependentcenterattheInternational Gaming Institute (IGI), operating in partnership with the Boyd Law School, and reporting to the leadership of both entities. The International Gaming Institute will provide the infrastructure, servingasahostandhubforCenteractivities.TheIGIalready annually hosts dozens of educational programs for gaming regulators from all six continents. For its part, the Boyd Law School boasts an internationally recognized commitment to gaming law, regulatory programs and publications including its Gaming Law Journal, and the vital legal and academic expertise to operateaCenterofthisnature.

BesidesthecorestructureatUNLV,theCenterwillactively partner and collaborate with other educational institutions throughout the world. These relationships willenhancethehumancapitaloftheCenter,increasethe funding support pool, ensure academic and scientific independence via peer review, offer opportunities for facultyandprogramsharing,andcementtheCenter’sstatus as an international institution.

TheCenter’sExecutivewillconsistofateamofexpertsin gaming law and gaming, headed by André Wilsenach, theExecutiveDirector.TosupporttheExecutive,four“ExecutiveandAcademicFellows”willbeappoionted–two“ExecutiveFellows”fromtheworldofindustryandregulation,andtwo“AcademicFellows”whoareacademic faculty. These Fellows will represent areas of desired expertise such as gaming law, gaming policy, compliance, and/or gaming operations.

Governance Toensureindependenceandobjectivity,theCentermaintains the most rigorous and stringent firewalls in academe. These are based upon established best practices in other academic settings and ensure that funding sources have no influence over its research and academic programs.

Multi-Jurisdictional Testing Framework

Phase 2 of the International Association of Gaming Regulators-Multi-JurisdictionalTestingFrameworkisnow being trialled. That’s a lot to digest but in a nutshell thescheme,pilotedbyfourjurisdictions-Alderney,Denmark,GreatBritainandtheIsleofMan,aimstoreduce the duplication in game fairness testing by having one game fairness standard and testing process that all participating jurisdictions have agreed to. In this way remote gaming operators can have a game tested once and use that test as regulatory assurance that the game meets the fairness standards of all four jurisdictions without the need for further testing.

Currentlyeachjurisdictionhastheirowntechnicalstandards and testing process and operators often have to subject the same game to four different sets of standards and tests which creates a lot of unnecessary duplication for no real gain. All regulators are trying to achieve the same thing fromthistesting-fairgames,soitmakessensethatfor these areas of core agreement we standardise ourrequirements.Thebenefitstoindustryareclear-they have long complained that the slightly different requirements in each jurisdiction are an impediment that serves no real purpose. Being able to develop and test products in a consistent way creates obvious efficiencies, more benefits will be realised if the pilot is successful and the scope is increased to include agreement on information security and reporting standards. Again all regulators are generally after a similar goal here but presently set slightly different requirements resulting in additional costs for the industry. Regulators benefit from this scheme too, rather than going it alone in developing technical requirements and seeking compliance assurance against those requirements we can pool our expertise and end up with one robust standard we can all have more trust in. The net result is that standards are collectively raised and at the same time efficiency is increased. We are currently seeking operators and test labs to trial the draft game standard. Once complete, and subject to any required changes as a result of the trial, we hope to publish the new standard by the end of summer. Then we’ll be able to see how well it works in practice, if there’s sufficient backing by industry and participating jurisdictions we’ll then move onto increasing the scope to cover the additional areas outlined above. Further benefits can be realised as more jurisdictions sign up to the scheme but it’s a slow process as much depends on each jurisdiction having trust in the other regulators’ processes and an ability to flex domestic requirements. This can be a difficult and time consuming process for some jurisdictions.

Technical Standards:

2016 Initiative: e-Gaming Standards: This year the TechnicalStandardsSub-Committee(TSC)chairedbyNewJerseyDivisionofGamingEnforcementDirector,David Rebuck, will build upon the previous efforts of the Working Group on Technical Standards by revisiting their 2008 eGambling guidelines.

These guidelines were drafted to provide a regulator’s perspective for defining, maintaining and managing common technical standards governing internet gaming.

Rebuck’s committee will update these standards in an effort to address advancements in technology, evolving regulatory concerns and current good practices relevant to this subject matter.

TheTSCismadeupofrepresentativesfromDenmark,theUnitedKingdom,Jamaica,SouthAfricaandtheUnitedStates.

The committee held its first meeting in February during which they established milestones and action items for the upcoming year, the first of which calls for the review ofcustomercentriccontentfromchapters3,4and12ofthe 2008 guidelines.

The results from those reviews are presently being compiled and will be discussed during the committee’s nextmeetingscheduledforMay2016.ChairmanRebuckhopes to have the entire 2008 guidelines reviewed and updated by the end of this calendar year.

Once the 2008 guidelines have been updated, the TSCplanstoturnitssightsonthe2011eGamblingComplianceandEnforcementguidelines.

This document was published by IAGR’s Working Group on Technical Standards and provides an overview of compliance and enforcement approaches for regulating internet gaming. The committee will update this document to ensure that it is current with today’s technology and regulatory concerns.
