BERLIN (AFP) - Plastic sur-gery could be outlawed forunder 18-year-olds unlessmedically necessary under aproposal by lawmakers fromGermany's ruling party, ac-cording to a document seen byAFP Thursday.

The politicians argue thatgoing under the knife forbreast enlargement or nose op-erations should be off thecards for minors, a draft posi-tion paper states.

Behind the bid are officialsdealing with health mattersfrom Chancellor AngelaMerkel's Christian DemocraticUnion and its Bavarian sisterparty, the Christian SocialUnion.

They want the proposedban, revealed earlier by theFrankfurter AllgemeineZeitung, to be wrapped intonew patient-protection legisla-tion. It is due for discussion attoday’s gathering of partyleaders.

The German Society ofPlastic, Reconstructive andAesthetic Surgery (DGPRAC)also basically gave the movethe thumbs up but warned ofthe need for certain caveats.

"With a sweeping banthere's the danger that patientsfor whom interventions arenecessary for psychologicalreasons slip through the net," aspokeswoman said.

The DGPRAC cites figuresfrom 2011 showing thataround 1.2 percent of plasticsurgeries were on under 18-year-olds, mostly for ears thatstick out, followed by enlargedmale breasts and nose jobs.

The politicians also call fora multi-million-euro compen-sation fund to be set up for vic-tims of botched operations toallow them to receive help be-fore the end of any legal pro-ceedings.

And they want a clear defi-nition of cosmetic surgery toprotect patients from unquali-fied practitioners.

(AFP) - The European SpaceAgency said on Thursday ithad lost contact with Envisat,the biggest Earth-monitoringsatellite in history.

Designed to operate foronly five years, Envisat waslaunched in March 2002, carry-ing 10 instruments to monitorthe planet's oceans, ice, landand atmosphere.

The giant 8.2-tonne, 10.5-metre (34.1-foot) craft carriedon working for a decade, rack-ing up a total of 2.25 billionkilometres (1.4 billion miles),or more than 50,000 orbits,ESA said.

The satellite failed to makea radio call on April 8 as itpassed over a ground station atKiruna in Sweden, the agencysaid.

It has assembled a "recov-

ery team" of engineers, flightdynamics scientists and mis-sion operators in the hope ofrestoring contact with Envisat,which remains in a stable orbit.

Envisat's data has been usedin 4,000 science projects in 70countries, including landmarkresearch into climate change.

Areva Solar is to constructtwo plants using compact lin-ear fresnel reflector (CLFR)technology that would produce250 megawatts (MW) of elec-tricity in Rajasthan, northwest-ern India, a statement said.

WARSAW (AFP) - The threatof hooliganism remains a keyconcern ahead of Euro 2012 inPoland and Ukraine, UEFAchief Michel Platini warnedon Thursday.

"I foresee a great Euro. I al-ways see a glass half full, nothalf empty. I see all the won-derful things linked to foot-ball, such as the greatatmosphere there's going to bein Poland and Ukraine," Pla-tini told reporters in the Polishcapital Warsaw.

"But we all know that theworld isn't as nice as I'd like itto be, so of course we need se-curity, people to protect thestadiums, to look out for thehooligans who'll come, andthat's why the Polish govern-ment has a security system inplace," he added.

Poland's interior ministryon Thursday said that over9,000 officers would be de-ployed specifically to ensuresecurity, and not just in thefour host cities.
