“Why Do We Have to Do This Anyway?”
2016 CASBO ANNUAL CONFERENCE & CALFORNIA SCHOOL BUSINESS EXPO 5
F o r m F o l l o w s F u n c t i o n "Whether it be the sweeping eagle in his flight, or the open apple-blossom, the toiling work-horse, the blithe swan, the branching oak, the winding stream at its base, the drifting clouds, over all the coursing sun, form ever follows function, and this is the law. Where function does not change, form does not change. The granite rocks, the ever-brooding hills, remain for ages; the lightning lives, comes into shape, and dies, in a twinkling. It is the pervading law of all things organic and inorganic, of all things physical and metaphysical, of all things human and all things superhuman, of all true manifestations of the head, of the heart, of the soul, that the life is recognizable in its expression, that form ever follows function. This is the law”
Sullivan, Louis H. (1896). "The Tall Office Building Artistically Considered". Lippincott's Magazine(March 1896): 403–409.

“Why Do We Have to Do This Anyway?” We prepare education specifications because it is required by law
• California Code of Regulations, Title 5 14001 (a) an 14030(a).
Board Policy requires it:• CSBA Board Policy 7100
“The Superintendent of each LEA “Oversees the preparation of (school construction and modernization) plans from the developed education specifications”.
Because it makes good sense• The design, construction and reconstruction of schools is difficult
enough and the educational specifications serve as a district standard which can be given to design professionals.
It helps you qualify for state school facility funding when site conditions require deviation from CDE school construction guidelines.

What Is an Education Specification? It is….
A policy document adopted by the board of trustees
An articulation of the District’s education program
An important tool that can be used to provide educationalparity
The bridge between the curriculum and the functionalutility of the facility
2016 CASBO ANNUAL CONFERENCE & CALFORNIA SCHOOL BUSINESS EXPO 8
It is Not
A static document• it should be periodically reviewed and updated to
reflect curriculum trends
An architectural document• It should not provide architectural solutions• Prototypes and bubble diagrams are appropriate
A document prepared after the design is complete
What An Education Specification is Not
