INTRODUCTION

According to the UN Habitat figures, population in urban areas in less developed countries will grow from 1.9 billion in 2000 to 3.9 billion in 2030. This surge in the numbers of dwellers will put a strain on the existing infrastructures, worsen living conditions, create unsanitary environments and carve out slums and disaster prone sites. The threat from unplanned, unbridled and uncoordinated urban development results is real and looms over many cities. Hence it becomes urgent for policy makers to manage urbanisation as it occurs by implementing effective land-use management, providing reliable and affordable access to basic services, education, housing, transport and health. We need a collective effort in ensuring a viable future. Activistar Advocacy believes that we can start shaping the sustainable development thinkers; motivating the innovators and inspiring the practitioners of the future through education for sustainability. This city planning competition will facilitate participants to understand what are the current and future challenges that the developing countries are experiencing under the pressure of rapid urbanisation with the number of city dwellers and migrants swelling. They will appreciate the work of relevant authorities and leaders in managing the many interconnected tenets of urban development and planning. This international township planning competition – The Young Mayor/Leaders Competition - hopes to nurture youths for a sustainable future. ABOUT THE COMPETITION With much coveted support and partnerships, Activistar Advocacy will be organizing the 4th Planning a Clean and Green Township Competition for youth leaders between 14 - 26 years old. Teams from Southeast Asia, especially the case-study country are invited to participate. This is in line with our vision to reach out to as many youths as possible because the sustainability message is universal and is beyond borders. Also we want to encourage cross border exchanges among youths to increase knowledge and cultural exchange. Besides coaching in urban planning domains, we have added field trips to enhance the appreciation for Manila and to invite all our participating countries to visit Singapore to see some of the urban solutions that Singapore has already embraced as an urban laboratory

OBJECTIVES OF COMPETITION ● To raise awareness of the concepts of Sustainability Development in the face of rapid

urbanisation in the ASEAN, South and East Asia

● To saturate knowledge, passion and appreciation for sustainable liveable space planning

● To promote international interaction with participants from the ASEAN, South and East Asia.

● To inspire youth leaders to take responsibility as future leaders of their own country

● To cultivate Systems-Thinking through town planning curriculum.

● To enhance the application of interdisciplinary skills.

Case study for The Young Mayor/ Leader Competition 2015

“PLANNING A CLEAN AND GREEN TOWNSHIP - CITY BEAUTIFUL MANILA Manila a city rich with history and character is the commercial and political hub of the vast archipelago of The Philippines. It was the site of the independence movement and today, it stands as the capital city. Manila's significance and influence, is still etched in its grand architecture, vistas and streets. However, as Manila modernizes, physical layers of history and culture will be inevitably replaced. Further gentrification would mean tradition making way for modern lifestyles, catering to a new generation of urban dwellers. Daniel Burnham’s city beautiful plan of Manila was visionary almost a century ago. Today, remnants of his vision and urban design principles are still somewhat intact if seen with a trained eye. Manila still manages to retain pockets of its streetscape, architectural harmony and grand urban design. But there are recent vast riverside real estate developments and economic improvement which are in motion. Rapid and rampant building of condominiums threatens the erosion of the historical and cultural heritage aura of many parts of the city. Only with a delicate reform and conscious development scheme would then ensure the future generation the chance to see Manila emerge, once again more illustrious and significant, as a Beautiful City. Manila has started on a right note and still inching onwards to greatness. With timelessness and fortitude, the capital city of the Philippines will definitely see better days as the centre piece of the economy. This competition hopes participants will join the chorus of a clean, green and lively metropolis that all city dwellers will enjoy. As the famous architect, Louis Khan quipped, “Design is not making beauty, beauty emerges from selection, affinities, integration and love." Join us, it’s definitely more fun in the Philippines!

COMPETITION QUESTION The development of Greater Manila has, since the 1960s, moved away from the City of Manila, which was once the premier residential, recreational, cultural, business and tourism district. (Formerly successful districts like Remedios Circle are gone. This has resulted in lost revenues for the city.) How would you propose to restore this part of historic Manila into a great liveable and safe city for work, leisure, culture, sports, recreation and entertainment for residents, as well as domestic and foreign tourists alike? With a waterfront, heritage districts, historic quarters, plazas/parks, this area presents an ideal canvas for an advanced analysis of urban transformation. Your team has been tasked to handle the challenges facing the City of Manila today. The questions you want to examine will be how to: 1. Revive its economic vitality and sustainability. Your team must illustrate some broad policy

for this city which may aid in the economic agenda of generating growth for its citizens so as to raise the quality of life through employment, while undertaking the pressing needs for housing, transport, waste management, health, environment quality, commercial activities and other infrastructural requirements.

2. Attract residents, businesses and tourists back. Take into consideration any or all of the

sustainability principles in terms of social, economic and environmental aspects. For instance the problem of vagrants and informal settlers, poorly managed traffic, transport and parking systems, floods, unusable sidewalks.

3. Formulate strategies and plans for implementation for this area. Propose a viable plan with

unique ideas, timeline and resources needed. Taking into account legislative, cultural and financial status of the city. Given that the players and the pieces are in motion and ideas are plentiful and problems are surmounting, your proposal should also examine the probabilities of why it can or cannot be implemented, while illustrating a distinct visionary leadership qualities.

4. Undertake a scenario planning exercise in "visioning" what future conditions and events are

probable, what their consequences or effects would be like and how to respond or benefit from them. Example: Taking into account political changes, coups and renewal.

5. Suggest any ground-up initiatives and nation-building campaigns that can overcome issues

of displacement, over-development and pollution. Suggest soft policies (i.e. ways to incentivise your approach)

1. Registration

a Each participating team submits the registration form by email to [email protected]

by the closing date, Monday, 16th February 2015 for local institutions and Friday, 30th

January 2015 for overseas institutions. Please download registration form at

2. Eligibility

a This is an international competition open to students from Secondary School, Junior

Colleges, ITE, Polytechnics, International Schools and Private Education Institutes.

b Each team must not exceed 6 participants. There is no limit to the number of team from

each institution. Team members competing in the same age group category need not be

from the same school.

c This competition involves 4-stages : 1) Workshop, 2) Proposal, 3) Multi Media

Presentation and 4) 3-D Model Building.

d There are 3 Categories:

Junior Category - Secondary 2-4, Grade 8-10 ( Age 14-16 )

Senior Category A - Junior College Year 1-2, Grade 10-12, Philippines University Freshman

Year ( Age 17- 20 )

Senior Category B - ITE, Polytechnic and equivalent technical institutions. ( Age 17 -20 )

Open Category ( Written Proposal only ) - University Year 1-3 ( 26 years old and below)

4. Training

a The training workshop provides critical knowledge for this competition. All members of

the participating teams are encouraged to attend the workshop (Singapore and

Philippines) or listen to the Study Pack (overseas participants).

b A separate workshop at your school premise can be requested, chargeable at SGD 550

per session (applicable to teams in Singapore only)

c For overseas participants, a CD Study Pack will be available upon the receipt of

registration fee.

17th March 2015. Result will be notified through email by Friday, 20th March, 2015.

b. All proposals for OVERSEAS INSTITUTIONS are to be submitted in pdf format through

[email protected] or send to 8 Joo Chiat Terrace, Singapore 427181 by 1st March

2015. Result will be notified through email by 5th March, 2015.

c. 28 proposals will be shortlisted to the Proposal Presentation and Model Building.

d. Proposal must not exceed 15 pages for Junior and Senior Category and 30 pages for

Open Category. It must use Times New Roman 12 pt font, one-half line spacing with 1

inch margins from all sides on A4 size, in the following format:

i. One cover page containing the team name, participant’s names with email

contact and name of institution

ii. Presentation of scenario

iii. Explanation of the proposal for the sectors

iv. Justification of your proposal

v. Elaboration of your planning and implementation

vi. Summary

e. Cover Page, Appendices and Reference Page are excluded from the 15 pages.

f. Only shortlisted proposals will enter the Final Round. You will be notified via email.

7. Final Round :

(Junior and Senior Category only, not applicable to Open Category)

Multi Media Presentation Guidelines

a Finalist teams will be required to present their proposal on 11th April 2015, Saturday.

b All teams are given 20-minute to make a presentation.

c There will be a 5 minute Question & Answer following their presentation.

d All team members must be present. Absentees must accompany with valid reason in

written form.

e All other logistics required other than projector and screen must be provided by

participants. MacBook users please bring any necessary adaptors / ports.

3D Model Building Guidelines

a. Finalist teams will have to construct the model of their township on-site on

Sunday, 12th April 2015. Venue to be confirmed.

b. Each team will be given 4 hours to complete the model. Please see judging criteria,

downloadable at http://assembly.activistar-ads.com/p/downloads.html.

c. All participants must be present for Question & Answers by the judges during the judging

session.

d. The participants must prepare own materials for building the models. No pre-

constructed models are allowed.

e. Participants are to provide a one-page A4 size portrait summary explaining key features

of the model to be inserted into an acrylic stand to be on display with the model.

(Please see picture of an acrylic stand) The summary should have your team name,

members and your institution.

f All models must be built on a plywood base dimension of 800mm x 600mm.

IMPORTANT : Please mark the name of your school and team on the underside of this

base for easy identification

g All models MUST be robustly built. Participants may be called up to retouch and fix any

collapsed structures of their model during the period of exhibition.

h Models and Proposals remain the property of Activistar Advocacy. A compilation of

winning proposals will be published and selected models will go on a Road Show for a

period of about 8 weeks.

i Models not selected will be returned to participants. It should be collected at the end

of the Award Ceremony, Sunday 12th April 2015. Any unclaimed models will be

disposed.
