  • WHAT POSITIONS ARE UP FOR ELECTIONWe hope you’ll vote in all elections on your voting document – the successful candidates make decisions that affect us all every day so make sure you have your say.You may find all or some of these positions on your voting document: 1) The Mayor is the leader of the City or District Council.2) The City or District Council provides communities with a wide range

    of local services and facilities. Councils make decisions to improve community wellbeing including key infrastructure (e.g. water supply, sewerage, roads), local regulations, recreational facilities, parks, planning and building issues.

    3) The Regional Council makes decisions about functions best delivered at a regional scale such as natural resource management (e.g. quality of water, allocation of water, land and soil, coastal planning, plant and pest control), regional transport, and civil defence and emergency management. Unitary Authorities perform the functions of both City or District Councils and Regional Councils.

    4) The District Health Board makes decisions every day to improve the health of people in the community – including the kinds of health services to be provided.

    5) A Community Board provides leadership to empower local communities and may make decisions about local issues or recommend how Council should spend money on local services.

    6) A Licensing Trust exists to sell alcohol responsibly through premises in the trust area and decide how surplus profits are returned to the community. Community and other Trusts support charitable work.

    7) A Poll or Referendum may also be on your voting document. Your vote in this helps the Council make decisions on the issue being considered.

    Tim Aitken, a national and international award-winning farmer, born and raised in CHB. Tim hasa strong skillset for working with various people

    at all levels after years working at a range of positions throughto Board level in the NZ Deer industry. He has completed manyprofessional courses and a Prof Master's Degree Majoring inAgribusiness. Tim has a clear understanding of governance and managementand strong skills in researching, evaluating and implementingplans. Tim's focus for his next term on council includesfreshwater security among all communities, looking at smarterways for the council to do business, attracting and retainingnew businesses into CHB and ensuring that council delivers onthe expectations that the community has on the three watersproject.I would like council to continue asking questions.     Central Hawke's Bay has a very rich history, of which I believewe can preserve and build on now, and with the futuregenerations to come.I have a very keen interest in all things Central Hawke's Bay. Iwas born in Waipukurau, and now with all my family living andworking close by, this just endorses to me the importance ofkeeping Central Hawke's Bay at the forefront of growth andgood governance. This in turn will keep all our ruralcommunities and towns alive and thriving.I believe, collectively as a council, we can work togetherthrough the water issues that have been at the forefront ofnearly everybody's minds in recent history.Central Hawke's Bay - Just add water and watch it grow!

    My principal place of residence is in theAramoana-Ruahine Ward area.

    I have lived in Takapau since 2011. I am an avidadvocate for community. I started with acommunity Monster Garage Sale. After thissuccess, I established Takapau Community

    Market, which ran from 2014 to 2017. In 2015 I beganorganising Matariki Celebrations in Takapau. This year, Iorganised both the Takapau and the Tamatea-Central Hawke'sBay Matariki Celebrations. In 2017, I joined the TakapauConnect group, and we lobbied the NZTA to locate a permanentBus Stop in our Village Centre. A local petition plus theinfluence of Fair Go saw the Bus Stop implemented. In 2018,Denise Cox and I established Takapau Heartbeat, a communityFacebook page that loves championing local and district causes.I am currently a member of the Takapau Town PlanningCommittee. I am passionate about water, recycling, and othersustainable practices in our communities.

    Brent MUGGERIDGE

    My principal place of residence is in theAramoana-Ruahine Ward area.

    I am married to Donna with one son, Seth. I'm akeen sportsman and fisherman. I have done oneterm on council. As a company accountant I haveused my experience to promote more

    transparency in the financial reporting within the council.In 2016 it was 'Time for Change'. Change has been large scale. I am proud to have been part of ateam that has transformed the CHB District Council into a moreapproachable, professional organisation to deal with.Now however is not the time for complacency as we continue toexplore and implement the best solutions to the issues that faceCHB.With the maintenance and increasing compliance costs, coupledwith the phenomenal growth in our area, our aginginfrastructure needs substantial capital investment. Thefinancing and phasing of these upgrades is the biggestchallenge facing today's council. We must have experienced,well informed decision makers on council.

    I am a freelance rural journalist, author andvolunteer firefighter who has lived in CHB since2004. Thomas and I have always lived and workedrurally so I want to be a strong rural voice on

    council. I'm a firm believer in doing the basics well to keep thedistrict healthy and prosperous; let's build on the great workdone by the current council. I have been a self-employed writerfor 19 years, run the East Coast Ballance Farm EnvironmentAwards and have previously worked for RoadSafe HB and NZFarmer newspaper. I was a Kellogg Rural Leadership graduate in2017, elected to the CHB Consumers Power Trust in 2018, andwrote a book celebrating 50 years of the Young Farmer of theYear. I held positions from club to national level in YoungFarmers, as well as playcentre, kindergarten, school PTA, localsports organisations and the Takapau Fire Brigade.

    Collaboration is vital for Central Hawkes Bay toprosper. 8 councillors from other regions inHawkes Bay sit around the council table and isimportant for me to work together with those

    members to achieve positive outcomes for Central Hawkes Bay. I am committed to enhancing the environment & promoting amore prosperous economy, so everyone benefits. Areas such asfarm plans, riparian plantings, erosion control, pest control areprogressing well but some fundamental issues such as watersecurity for our region have still not been resolved. Also overthe top regulation threatens our efficiency. It is crucial we havea shared vision for our future and get on and achieve positiveresults that future proofs our sustainability.I was born and grew up in Takapau as fourth generation on thefamily farm and now reside in the Hatuma district with wifeAbbie & 2 children.

    I am standing to represent town and country inCentral Hawke's Bay. It doesn't matter where welive, we all care about the environment.My main business is landscaping but I run a small

    farm also. I am a volunteer for the rural firefighters. My passion for the environment comes from wanting to protectand improve soils. The continued build-up of shingle in the Tukituki and Waipawarivers has led to declining flood capacity of the existing stopbanks, and drainage issues for adjacent land holders. There are millions of cubic metres of shingle more now, thanwhen the stop banks were rebuilt in the 80s. We need to investin this critical infrastructure. Our regional council should beconcentrating on practical and affordable solutions that helpour communities weather the changing environment.I would like to represent our whole community and bring townand country interests together.

    Real experience is what's needed. We knowhealth needs are increasing and becoming morecomplex. The ability to meet this challenge isrestricted by the squeeze on resources. Everyone

    in Hawke's Bay deserves good health, we can't keep doing whatwe have always done and expect improvements. We must finddifferent ways of working, establish partnerships for changeand truly engage with communities. We need to support ourhealthcare workforce and ensure they have the tools to meetthe ongoing challenges. I have the real health sector experienceand understanding to make improvements, as nurse and leaderin your hospital, CEO Hastings Health Centre, General ManagerSocial/Disability sector and Health Consultant. My governanceexperience includes PHO and Chairperson Cranford HospiceTrust. I am empathetic, collaborative, courageous, accountableand bring a way of working that connects people, drivesnecessary change, is action oriented and delivers results.

There may becontractual relationships but there are none as of 6/8/2019.Wharariki Trust has an MOU with the HBDHB Child Health TeamCommunity Women and Children's Directorate. Wharariki Trusthas created a HB Tamariki Healthy Housing Fund to ensurewarm dry homes for Hawke's Bay families.     Kevin Atkinson has spent his whole life buildingand supporting business, public service and sportin Hawke's Bay. He was awarded the NewZealand Order of Merit in 2010 for his services to

    the Community and Business. Kevin has served 19 years on theDHB, 16 years as Chairman, which under his leadership hasperformed well in national DHB rankings. His knowledge,experience and leadership provides one of the strongest skillsets to deliver the best health governance for Hawke's Bay. Hehas an open door policy to meeting people with concerns, andhaving sold his IMS Payroll business, is able to commit his timeto delivering a stronger health service that will serve ourcommunities for generations to come. He is married to Pennyand has five adult children.

    As a medical practitioner and eye surgeon, I haveworked in NZ, Australia and many Asia-Pacificdeveloping countries.I have held positions in international

    development organisations, including as Medical Director of theFred Hollows Foundation in both NZ and Australia.Consequently, I have experience in identifying and quantifyinghealth and wellbeing needs amongst mainstream anddisadvantaged populations; consulting and negotiating withindividual, organisation and government stakeholders;initiating, planning and managing health projects; and,monitoring and evaluating the impact of those projects.My family and I have been occasional consumers of communityand hospital services, including birthing, disease screening,medical evacuation, emergency, cancer, cardiac, rehabilitationand terminal care. We have experienced these at their best, butalso at their most unresponsive and intimidating. There needs to be greater communication and co-operation between the different health care pathways with thepatient being at the centre of the process. While technology is awonderful tool, like all tools it must be used wisely to enhancepatient welfare. Managing the competing demands for healthfunding is not easy and should be based on the best availableevidence.     The Hawke's Bay District Health Board has beenlooking to the future and is rolling out a plan todeliver more services out in the community; awayfrom the hospital setting. The consultation has

    been done the plans are in place, and the implementation hasstarted. We have a skilled management team and the ability todeliver the services and are focussed on ensuring our mostdisadvantaged have access. With our aging population it'salways going to be a challenge to source enough money andhealth professionals to look after us in the way we might wishfor, so we must continue on this pathway to finding new waysto achieve better results. It requires careful and considereddecision making.
