Presented for consideration is the ANNUAL GENERAL FUND BUDGET of the Municipality of Lantawan for FY 2015 in the total amount of Eighty Five Million Pesos (Php 85,000,000.00).

NOW THEREFORE, on motion of Hon. Gamar N. Dansalan, Chairman Committee on Appropriations duly seconded by all members present, it was;

RESOLVED, as it is hereby resolved to enact the following appropriation Ordinance, to wit;

APPROPRIATION ORDINANCE NO.Series of 2014

AN ORDINANCE AUTHORIZING THE ANNUAL GENERAL FUND BUDGET OF THE MUNICIPALITY OF FISCAL YEAR 2015 IN THE TOTAL AMOUNT OF EIGHTY MILLION (Php 85,000,000.00) COVERING THE VARIOUS EXPENDITURES FOR THE OPERATION OF THE MUNICIPAL GOVERNMENT FOR FISCAL YEAR 2015, AND APPROPRIATING THE NECESSARY FUNDS FOR PURPOSE.

BE IT ORDAINED in Regular Session assembled:

Section 1. The Municipal Annual General Fund Budget covering various expenditures for the operation of the Municipal Government for the year 2015 in the sum of EIGHTY FIVE MILLION PESOS (Php 85,000,000.00) is hereby approved.

Section 2. Sources of Funds. The Sources of Funds for the Annual Budget in the amount of Eighty five Million pesos (Php 85,000,000.00) shall be as follows:

a. Local Sources Php 2,882,759.00b. External Sources 82,117,241.00 Total Available Resources for Appropriation Php 85,000,000.00Section 3. Uses of Funds. The amount of Eighty five Million Pesos (Php 85,000,000.00) is hereby appropriated for the Annual General Fund Budget of the Municipality of Lantawan as follows:

a. Personal Services Php 35,702,965.00b. Maintenance and Other operating Expenses 18,153,179.00c. Non-Office expenditures 10,768,296.00d. 20% Development Fund 16,300,448.00e. 5% Calamity Fund 4,075,112.00Total Expenditures Php 85,000,000.00

Total Budgetary Appropriation Php 85,000,000.00

Section 4. Use of Savings and augmentations. In accordance with Section336 of republic Act No. 7160, the Local Government Code of 1991, the Mayor and the Presiding Officer of the Sanggunian are authorized to augment any item in the approved annual budget of their respective offices from saving on other items within the same expense class of their respective appropriations.

For this purpose, savings refer to portions or balances of any programmed appropriations free from any obligation or encumbrance, still available after satisfactory completion or the unavoidable discontinuance or abandonment of the work, activity or purpose for which the appropriation is authorized, or arising from unpaid compensation and related costs pertains to vacant positions and leaves of absence without pay. Augmentation implies the existence in the budget of an item project, activity or purpose with an appropriation which, upon implementation or subsequent evaluation of needed resources, is determined to be deficient.

Section 5. Priority in the use of Personal services Savings. Priority shall be given to the Monetization of Leave Credits of the municipal employees in the use of Personal Services savings.Section 6. Separability Clause. If, for any reason, any Section or provision of this Appropriation ordinance is disallowed in Budget Review or declared invalid by proper authorities , other Sections or provisions hereof that are not affected thereby shall continued to be in full force and effect.Section 7. Effectivity. The provision of this Appropriation ordinance shall take effect January 1, 2015.

ENACTED: This 29th day of October 2014, at the Sangguniang Bayan Session Hall, Atong-Atong, Lantawan Basilan Province.
