APPROACH/TECHNICAL CHALLENGES

• State-of-the-art methodologies: Travel Demand Forecasting (TDF) analyses – 2015, 2025 and 2030

• Land use data – updated to 2005• Level of analysis –135 Traffic Analysis Zones• 12 different Scenarios with and without I-95

interchanges at Madeline Ave and Pioneer Trail

• Close cooperation maintained between Study Partners’ staff and Consultant : 10 meetings

ACCOMPLISHMENTS/RESULTS

• Two solutions: Scenarios I (2025) and B-2 (2030)

OBJECTIVES

• “To identify and define potential deficiencies and to suggest possible solutions ... in order to maintain adopted level of service ... standards”

V = volume of traffic C = design capacity

V/C ˂ 1.0 Road Succeeds

V/C ˃ 1.0 Road Fails

• Goal: Determine a solution to meet the needs and desires of all four Study Partners

STUDY PARTNERS: Cities of Edgewater – New Smyrna Beach

Port Orange – County of Volusia

CONSULTANT:Ghyabi & Associates, Inc.

SVRTS Results

• Up to 2025 SVRTS recommended adoption of Scenario I: • No I-95 interchanges

• Inexpensive • Increased safety

• Two-lane Williamson Boulevard extension from Airport Road to SR-44 and from SR-44 to SR-442 but

• No Williamson Boulevard extension between Pioneer Trail to SR-44 until 2030• No alternative N-S route to I-95 • Limited access to both Activity Center (Walmart) and proposed Woodhaven

Commercial Project

2030 SVRTS Scenario B-2: • I-95 interchange at Madeline Avenue

• Maximal access to north Port Orange• Very expensive• Decreased safety

• Two-lane Williamson Boulevard extension from Airport Road all the way to SR-442• Alternative N-S route • Access to both Activity Center (Walmart) and proposed Woodhaven

Commercial Project by all four Study Partners

According to Port Orange

An I-95/Pioneer Trail interchange is necessary to alleviate the traffic congestion at the I-95/Dunlawton Avenue interchange.

However, SVRTS Concluded that

“Interchanges provide access, not capacity.”

Professional Transportation Planners (PTPs)

• Proposed I-95 interchanges at both Madeline Avenue and Pioneer Trail provided primarily access at those points but very little traffic relief for the I-95/Dunlawton Avenue interchange

• Proposed interchange at Pioneer Trail would cause the roads east of I-95 in New Smyrna Beach to fail by 2030.

2030 SVRTS Combined Proposal

Combine SVRTS Scenarios I and B-2, which would include

plus a two-lane extension of Williamson Boulevard from Airport Road all the way to

SR-442 in Edgewater. This would provide access to all four Study Partners plus the proposed Woodhaven Commercial Project and

all at minimal cost.

No failure of New Smyrna Beach roads

east of I-95

No Madeline interchange
