The recruitment of suitable individuals and the accurate and timely processing of applications for the appointment of Officers of Cadets (OOC) and Instructors of Cadets (laC) is critical to the AAFC meeting its end state goals. AIM 2. The aim of this instruction is to provide detailed guidance and procedures for the appointment of OOCs and laCs. AUTHORITY 3. Authority for the issue of this instruction is the Commander Australian Air Force Cadets (CDR-AAFC). SCOPE 4. This instruction is applicable to all personnel. PROCESS FOR APPOINTMENT AS AN OFFICER OR INSTRUCTOR OF CADETS 5. The AAFC has modified its personnel management processes to smooth transition from registration as a Civilian Instructor Volunteer (CIV) to appointment as an IOC/OOC. Assessment as to eligibility and suitability of individuals for appointment as IOC/OOC should now be undertaken by Wing HQ during the period of registration as a CIV and not left until a formal application for appointment as an IOC/OOC is submitted. 6. Wing HQ Responsibilities. Each wing headquarters carries the responsibility for identifying, recruiting and managing eligible individuals for appointment to the AAFC as IOC/OOC. A senior cadet, that is those approaching the age of 18 years of age, can apply for registration as a CIV whilst still attending their unit as a cadet. An applicant under such circumstances is to be advised that their service as a cadet will be terminated the day before registration as a CIV. The OC has the responsibility for assessing whether or not a current cadet member has the necessary maturity and understanding of AAFC policy obligations on adult members for registration as a CIV, and whether or not the registration should occur at the same or another unit. As a general principle a cadet who is suitable for registration as a CIV should also be suitable for appointment as an laC, subject to completion of all required checks. Accordingly an OC can accept an application for appointment as an lac from a cadet, who meets the eligibility criteria for appointment, concurrently with an application for registration as a CIV. An OC may determine however that it is appropriate for the applicant in these circumstances to serve a period as a CIV prior to his accepting an application for appointment as an lac. 8. An application for appointment as an IOC/OOC is to be managed in the AAFC personnel portal. Cadet One will continue to hold the member's service record but is not used for management of applications. All cadet members and CIV have a profile created in CadetNet and therefore can be established in the portal for purposes of the application.

9. Cadets who wish to apply for appointment as an IOC must first express interest to be registered as a CIV in accordance with SI(PERS) 1-3 - Registration of Civilian Instructor Volunteers . Registration as a CIV will enable access to the portal for purposes of making application for appointment as an IOC.

9. Documents required to establish an applicant's eligibility for appointment as an IOC/OOC are:

a. certified copy of a Birth Certificate showing applicant is minimum 18 years (IOC) or 19 years (OOC) of age.

b. documentary evidence of Australian citizenship if not born in Australia. Applicants who cannot provide evidence of citizenship must apply for a waiver from DGCADETS-AF through the AAFC chain of command to HQAAFC.

c. certified copies of certificates, diplomas, degrees etc to support appointment. Applicants may request an education waiver from DGCADETS-AF through the AAFC chain of command to HQAAFC, where the applicant is otherwise deemed suitable for appointment. The OC is to generate a minute to the DGCADETS-AF through DCDR-AAFC articulating the reasons as to why a waiver should be granted, for example appropriate 'in-service' training, aviation qualifications (non-degree) etc.

d. copy of an approved Statement of Attainment for HLTAID003 - provide First Aid. A waiver of this requirement may be granted by DGCADETS-AF, or his delegate, upon presentation of documentary evidence of higher medical qualifications, including currency of those qualifications. For example an applicant holding a Bachelor Degree in nursing may be deemed competent to deliver first aid however appropriate evidence of on-going registration and medical practice must be provided by the applicant in support of a request for a waiver. A minute requesting the DGCADETS-AF to grant a waiver is to be generated by the OC and processed through DCDR-AAFC

e. completed AD 339 AAFC Medical Examination Record. An applicant who claims a medical standard exceeding that of the AAFC medical standard, for example current aviation or ADF medical, is to provide a copy of the medical assessment/certificate. Alternatively a Statutory Declaration stating that a medical assessment has been carried out, what type of medical assessment has been carried out and when the medical assessment was carried out may be provided

f. former members of the ADF, AAC or ANC are to provide sufficient information regarding their period of service to allow a service history check to be undertaken by CB­AF.

10. In addition:

a. The applicant must possess a sufficiently broad knowledge of aviation/and or associated subjects to be able to positively contribute to AAFC activities commensurate with the level at which they are to be appointed. The level of knowledge is to be

ascertained and confirmed during the process of registration of the applicant as a CIV.

b. The applicant must not be a current member of the Australian Army Cadets or member of a foreign military or foreign cadet organisation.

Determining Suitability for Appointment.

10. An applicant who is deemed eligible for appointment as an IOC/OOC through the above process may be invited to make application for appointment. Wing HQ staff will create and manage the record in the personnel portal in accordance with the processes further described in Annexure B to this 51. The applicant and the Wing HQ personnel section are responsible for the following:

a. Insure that the documents, and any supporting information, referred to above at paragraph 9 are loaded to the applicant record.

b. The completed PE 48 Application for appointment as an AAFC member.is to be uploaded to the application for appointment in the personnel portal.

c. Wing personnel conducting the suitability assessment are to complete the Approval of Appointment of an AAFC Member. The recommendation for approval is to extend beyond general comments such as 'the applicant is well known to the panel as a hard working airman and is due for appointment as an OOC'.

d. The recommendation is to clearly and succinctly demonstrate that the assessment panel has tested the applicant's claimed experience outside and within the AAFC. The panel are to establish that the applicants knowledge of AAFC policy, procedures, objectives and methodologies is commensurate with the role to which they are to be appointed. It should be noted that a distinguished career in the ADF or at a corporate level, whilst a most notable achievement, does not in itself give rise to an inherent understanding of the AAFC and its requirements of IOC/OOCs, particularly in regard to youth development.

e. The AAFC is a training organisation responsible for providing appropriate training and development opportunities for both cadets and staff. Accordingly the assessment panel is to identify and highlight any current deficiencies in the applicant's level of training and is to recommend strategies such as mentoring, coaching or a growth opportunity, such as appointment to wing HQ, during the probationary period, where these are appropriate or required.

11. Additional requirements for ooe applicants. The assessment panel is to specifically address the additional criteria at page 3 of the recommendation when assessing suitability for appointment as an 00c. The recommendation is to give specific examples which identify understanding and commitment to the obligations and expectations of an OOC. Additional pages should be attached to the recommendation where insufficient space exists in the form to provide for a complete commentary.

Processing applications for appointment

12. Applicants for appointment as OOC are to attend an Officer Selection Board (OSB). Candidates can attend an OSB within their state or at another location depending on availability. Attendance should not be unnecessarily delayed when opportunities exist for attendance in another wing. The Wing is to fund travel for the applicant to attend. For this reason it is important that candidates are fully prepared and are given maximum opportunity to achieve a positive assessment. The Board President is to provide feedback

to the OC in respect of the assessment of a candidate who attends the OSB in other than their home wing.

12. Wing HQ processing. Once all the above documents have been uploaded Wing personnel section are to update the properties of the applicant record in the AAFC Intranet Personnel portal and are to advise SOPERS-AAFC that the applicant is ready to be appointed. See Annexure B to this SI for the detailed process.

13. HQAAFC processing. SOPERS-AAFC is to activate the IOC/OOC approval process in Cadet One for the production of the instrument for approval by the delegate. Once approved by the delegate HQAAFC is to advise the appointment via the next available HQAAFC Personnel Occurrence Report.

Post appointment obligations

14. All appointments to the AAFC as IOC/OOC are made on the basis of a 12 month's probation period. There are obligations placed on the member and the wing during this period. Appointment will remain provisional until the following obligations have been met.

a. The member is to complete the Staff Induction Program (SIP). This program is essential knowledge for all staff members to ensure that they understand and can meet their duty of care obligations in the AAFC. Any IOC/OOC who is unable to complete the SIP within the probationary period must request approval through the wing OC for an extension of time to be granted. If an extension of time is not granted the member is to be transferred to the Unallotted List (UAL) until such time as they have completed the SIP. Time on the UAL must be managed lAW AAFC Manual of Management Volume 2 Part One, Chapter One.

b. The member is to undergo a psychological assessment to be arranged and managed by wing HQ. The member is to be assessed as suitable or alternatively advised by the OC that their appointment will not be confirmed. =

c. The member is to effectively demonstrate their commitment to the AAFC through maintaining attendance at 75% of all scheduled activities of the unit to which they are appointed. If a member does not meet the obligation the OC is to determine whether sufficient mitigating circumstances exist for appointment to be confirmed. If recommending confirmation of appointment the OC is to include details of the mitigating circumstances influencing his decision on the member's personnel record.

d. The member must maintain a current approved Statement of Attainment for HLTAID003 - provide First Aid or hold a waiver approved by DGCADETS-AF
