Designing a VTT in Peace and Conflict Resolution
PRID Phil Silvers, PhDChair, Cadre of Technical Advisors
• Single-source model (Peace Fellow/NGO in Uganda)• Train-the-Trainer VTT from one club/district (Arizona to
Peru re victims of domestic violence)• Multi-national VTT (MBB training in Indonesia)• Two-Way VTT (Kenya & San Diego; Western Australia & Arizona)• Combo: Training and Equipment (San Diego & Uganda)• The “Kansas Model”—a charrette to deal with conflicts on a
regional basis
A Brief Taxonomy of Training in Peace and Conflict Resolution
• Diversity stimulates the training experience• Synergy, more spontaneity• Greater ripple effect• With 2-Way VTT, no ‘missionary effect;’ resonates
GSE
Benefits of VTT v. Single-Source Training
• Community Assessment• Cooperating Organization• Planning Assignment during Training• Creating a “Brokerage” Mechanism• Provision for Follow-up Meetings—in-person and
social media mechanism• M&E Follow-up
Keys to Sustainability
• Clubs still in the MG mode—we want to give stuff. • Visualizing tangible, measurable outcomes• With cooperating orgs, making it a Rotary project• If training community mediators, a ‘brokerage’
mechanism is critically important• Certificates of completion also important• Application lead-time for a VTT• M&E—the hunt for M&E expertise in PCR
Heads Up: Challenges in the Process
• The Cadre [email protected]– AoF on Peace and Conflict– Community Assessment, M&E, Sustainability
• NGOs, e.g., Mediators Beyond Borders• Rotarian Action Group for Peace

Global grants - What is the difference to District grants ? - What is needed
formal requirementsnon-financial requirements
- opportunities of PCRP projects for GG applications- opportunities for your Rotary Club
• Need international partner with – Financial contribution and–Non-financial contribution
• You get money from the district - DDF• You get money from TRF / RI• The money you raise is “matched” twice• Need more manpower
GG - What is the difference to District grants ?
Rotary Club Mönchengladbach
• International partner was RC-Nijmegen – our partnerclub
• violence prevention program for 23 elementary schools in Mönchengladbach - BOXENSTOPP
• Cash contribution of clubs – 73.763 US$ - matched 50% by RI
• DDF contribution 36.000US$ - matched 100% by RI
• District plus RI = 101.000 US $ support
GG – what is needed – formal requirements
• GG committee – 4 people in each Club• Both districts needs to be “qualified”• At least two members of each grant Club need to
be “qualified”- annual renewal needed !• Club Memorandum of understanding (MOU)
needs to be signed by both Clubs• MOU for cooperating organisations
Rotary Club Mönchengladbach
Summary of organisational challanges
• Get two presidents involved and two presidents-elect• Get two districts and two clubs “qualified” – annual
renewal !• Get 8 members involved for GG committee• Get 4 signatures for Club MOU• Get 3 signatures for MOU for each cooperating
organisation• write the GG application & raise the funds…
GG – non-financial requirements
• Get the club members involved – the more the better
• Make cooperation in between Rotary clubs evident, transparent and predictable
• Schedule evaluations / reports• Make sustainability a major point in the GG
application and start working on it during the GG asap
opportunities of PCRP projects for GG applications
• PCRP = Peace & Conflict Resolution / Prevention • A project for peace & conflict prevention can start
anywhere in kindergarden !• Prevention is better than resolution – also
concearning fund raising and funding• “the younger the better”• Projects in “well to do - western democracies”
possible
GG – opportunities for your Club
• Built up on international cooperation / friendship with other Rotray Clubs
• Recuperate your money you donated to TRF• Raise more cash funds than ever before• Create a project bigger than ever before• Create a new team spirit in your club• Receive a lot of recognition as a Rotary Club in the
media and the local community• High chances of sustainability
Rotary Club Mönchengladbach
