A. REPORT OF DIRECTOR OF PLANNING
The director of planning shall review the application and concept plan
and shall submit a report with his recommendations to the commission.
AMEND THE CONCEPT PLAN for a P.U.D. (PLANNED UNIT DEVELOPMENT) to:
(1) add property to the PUD (0.6361 acres);
(2) remove property from the PUD (0.4900 acres); and
(3) otherwise revise the Concept Plan to reconfigure access for the development and rezone
property from C-2 to PUD and from PUD to C-2
SUMMARY DESCRIPTION OF USES IN P.U.D. : Intended to encourage flexibility in the use
and development of land in order to promote its most appropriate use; to provide a high level of urban
amenities; to preserve the quality of the natural environment; and to provide flexibility in the
development of land subject to development standards coordinated with the provisions of necessary
public services and facilities.

DATA ELEMENT 1. GENERAL
a. Site exceeds minimum one-acre land size requirement.
b. Optional pre-application review was accomplished with the Director of Planning Services
for guidance before plans, surveys, and other data production were completed.
c. The Plan Commission may adopt rules for implementing the requirements of the
submitted concept plan. Staff recommends that copies of the deed restrictions and builders
guidelines be provided with the submission of the Final PUD.
d. The applicant has met the ordinance requirements for the submission of a concept plan.
e. The filing fee of $300.00 has been paid.
DATA ELEMENT 2. CONCEPT PLAN The applicant has submitted the following
required drawings and information:
a. Maps indicating the existing topography. (The grading plan is conceptually illustrated.)
b. The applicant has provided information describing existing land uses that surround the
property and a general land use plan showing proposed uses and densities.
c. The following private or public facilities are shown:
Common spaces
Infrastructure (sidewalks, streets, water lines, sewer lines, etc.)
DATA ELEMENT 3. WRITTEN STATEMENT The concept plan includes a descriptive
written statement.
a. Architectural design features of the PUD for this development consist of a new proposed
Convenience Store (QuikTrip) with an Auto Fuel Canopy and Diesel Fuel Canopy, and
respective parking areas within a 7.023 acre area of land. A paved driveway that will
connect the development to Interstate 35 on a 0.6361 acre tract of land within the property
known as 4017 S. Jack Kultgen Expressway. Proposed signage for the PUD includes:
attached building signs, auto and diesel canopy signs, a detached monument sign,
directional signs, and a high-rise custom pole sign along the Interstate 35 Frontage Road.
b. The following performance standards are included in the concept plan: 1) land use
regulations. 2) Regulations governing density, building floor area ratio, site coverage, lot
size and dimensions, yard requirements, common open space and landscaping: shall meet
the same as required by the current zoning. 3) Site development standards applicable at
the perimeter of the PUD: shall meet City of Waco building and development standards.
DATA ELEMENT 4. DEVELOPMENT SCHEDULE The proposed development
schedule: Initial phase, with construction estimated to begin late‐2019, to include approximately 39 single family residential lots along with construction of the Chapel Road entrance, Chapel
View Drive entrance, and multi‐use common & detention area. Subsequent residential phases of similar size are planned to be constructed every year or two, as the market dictates.

B. ACTION BY PLAN COMMISSION
The commission shall review the concept plan and the director of planning’s report and shall
submit its recommendations to the council.
C. ACTION BY CITY COUNCIL
The council shall hold a hearing, following notice as provided by Section 28-121 et seq., at which
it shall consider the application and concept plan and the recommendation of the director of
planning and the commission:
(1) The council may approve an application and concept plan for a PUD if it finds that the
PUD is consistent with the comprehensive plan, the purposes of this chapter, and the
planned unit development regulations.
(2) The council shall consider the regulations contained in any applicable special district
created by section 28-796 and shall approve the concept plan only if it determines that it
complies with the regulations contained in the applicable special district.
The council shall approve each application and concept plan for a PUD as an amendment to the
zoning map and ordinance that supersedes all previously existing zoning regulations applicable
to the land included in the PUD. The amending ordinance shall incorporate the concept plan for
the PUD, as approved by the council. Each approved PUD concept plan shall be shown on the
zoning map by the letters “PUD” and identified sequentially by order of enactment and by
reference to the enacting ordinance.
PLANNING SERVICES RECOMMENDATION:
Planning Services recommends APPROVAL of this request to Amend the Concept Plan for a PUD,
Rezone property (0.6361 acre tract) from C-2 to PUD, and Rezone property (0.4900 acre tract)
from PUD to C-2 based on the following findings and subject to the following conditions:
Findings:
1. The PUD amendment and rezoning is needed to accommodate the TXDOT approved driveway
location along Interstate 35.
2. The proposed PUD is consistent with the land use component of the Comprehensive Plan, the
purposes of Ch. 28 Zoning of the Code of Ordinances of the City of Waco, Texas, and the
planned unit development regulations.
2. The proposed PUD is in keeping with the purpose and intent of the PUD ordinance by providing
a high level of urban amenities and design standards while allowing flexibility in the use and
development of the land.
Conditions:
1. The final PUD plan must meet all development standards consistent with the site
requirements of the Plan Review Committee including but not limited to the following: site
grading & drainage, signage regulations, parking, site coverage, access & circulation, TIA
recommended improvements, landscaping, refuse location & access, and fire protection
location & access.

2. Driveway access for large trucks and eighteen wheelers shall be limited to the driveway
along the Interstate 35 frontage road or the New Rd. access with the recommended traffic
improvements of the TIA.
3. The maximum size for the detached signage along Interstate 35 frontage road shall be 50
feet in height and 280 square feet in area.
4. All site lighting shall be oriented to shine towards the development and away from the
adjacent single family residential.
5. The final PUD plan must include a tree survey and maintenance plan for the wooded area
that is proposed to remain.
6. An access easement shall be provided for the driveway connecting the development to the
Interstate 35 frontage road.
7. Screening shall be provided for the driveway connecting the development to the Interstate 35
frontage road along the portion of the driveway that is adjacent to the single family
residential area.

QuikTrip Store #7083
Architectural and Design Features of the PUD
QuikTrip has submitted elevations of the proposed building, fuel canopy and the diesel canopy. The
elevations list the materials used for each of these structures, as well as, the dimensions of the
structures.
General Description of Proposed Land Uses, Site Development Regulations and Performance Standards
QuikTrip is proposing a convenience store, fuel canopy with 10 fuel dispensers and a diesel canopy with
8 fuel dispensers. The store is 7,719 square feet and 20’ high. The facility will be open 24 hours a day, 7
days a week. A floor plan has been provided to illustrate the sales floor area and storage areas. A
double sided 6’ wood fence will be along the west and south side of the property. Landscaping will
consist of additional trees and shrubs to the site, while maintaining a portion of the existing trees to the
north of the property. QuikTrip is seeking two access points along New Road and one access point along
the frontage road. QuikTrip is proposing a sidewalk along the frontage of New Road. Elevations of the
signage for the structures and frontage have also been provided.
QuikTrip has been in operation for over 60 years out of the corporate office located in Tulsa, Oklahoma.
QuikTrip is a privately held company and does not franchise any locations. Store standards, operational
guidelines and the training process are developed and managed from the corporate office to our
regional office and carried out through our store supervisors and managers. Currently QuikTrip
operates 800 stores in the South, Midwest, and West regions of the United States. QuikTrip is on
several lists as a top-rated company in the C-Store industry and overall companies nationwide such as
Fortunes 100 Best Companies to Work For, Forbes Top 100 Privately-held Companies, People’s
Companies that Care, Market Force Survey of C-Store Industry, and GasBuddy Best Fuel Stop. QuikTrip
is a National Safe Place location for endangered youth and contributes 5% of its profits to charitable
organizations in the communities in which it operates. This store will operate with 12-14 employees
both full and part time. QuikTrip offers its employees top of the industry pay including bonuses for
attendance and customer service, health and retirement benefits for full and part time employees, and
profit sharing. QuikTrip has never laid off an employee in the history of the company.

December 17, 2019 – anticipate the completion of the PUD approvals
January 2020 – March 2020 – permitting
May 2020 – construction to begin
October 2020 – store open
