ACTIV ITIES ON PUBLIC LANDS & ROADS S TANDARD C ONDITIONS

ACTIVITIES ON PUBLIC LAND & ROADS G ENERAL C ONTROLS OPERATIONAL

ID Condition GC- O1 An authorisation is to be displayed publicly in the front window or door of the relevant business or premises;

for others it is to be clearly visible or on the person GC- O2 An authorisation only relates to the activity and/or articles identified in an approved application. Any additional

furniture, items or articles are to be the subject of a separate application to C ouncil prior to use or installation GC- O3 The activity should be conducted from a stationary point. Soliciting or unwanted approach to members of the

public is not permitted GC- O4 All authorisation holders shall comply with any direction, notices and ord ers given by Council’s Compliance

staff or other authorised officer of Council GC- O5 No unreasonable noise or obstruction shall be generated by the activity GC- O6 Notices and or advertisements are not to be affixed to or placed upon walls, poles, vehicle s or other structures GC- O9 Structures must not be permanently fixed to the footpath. All structures must be durable, clean and kept in

good repair and finished so as not to cause injury to persons. All wheels and casters must be locked to prevent accidental movement

GC- O10 Should evidence be produced, demonstrating to the satisfaction of Council that the activity is detrimental to public safety or general amenity. Council may require specific conditions to be applied or revoke the authorisation at any time subject to investigation or complaint

HOARDING & SCAFFOLDING -S PECIFIC C ONDITIONS

ID Condition SOC- HS1 Public safety is to be maintained at all times SOC- HS2 Maximum width of the area to be closed is 1 8 metres SOC- HS3 In- lieu of required minimum 2.5 metre clear pedestrian path width, an agreed minimum width must be

maintained at all times SOC- HS4 A barricade with authorised safety webbing will be erected around the site during the hoarding construction

or any demolition works with the relevant signage and devices SOC- HS5 Hoarding heights are to be a minimum height of 18 metres or at such a height that is considered adequate

HOIST, CRANE, LIFT, SCAFFOLDING S PECIFIC C ONDITIONS

ID Condition SOC- HCL1 Pedestrian and vehicular traffic, safety and access are of paramount consideration when locating a hoist,

crane or scaffold. Minimum width for purpose shall be one 2 metres in the CBD areas, 1.5 in other areas for pedestrians and three 3 metres for vehicles

SOC- HCL A barricade with authorised safety webbing shall be erected around the crane so as to give full protection to the public

SOC- HCL3 Lights and warning signs of an authorised type shall be erected wherever necessary so as to give full protection to the public

SOC- HCL4 A Traffic Management / Traffic Control Plan or Pedestrian Control Plan is to be implemented in accordance with the authorisation

SOC- HCL5 A minimum of one (1) Authorised Traffic Controller will be on hand for the full period of this permit for the direction of pedestrian and vehicular traffic where required by the control plan

SOC- HCL6 No works or traffic controlling devices are permitted within a School Zone during designated School Zone Times unless specific authorisation is granted by Council or other Authority

SOC- HCL7 No works or traffic controlling devices are permitted within the CBD areas during peak traffic periods and business hours unless specific authorisation is granted by Council or other Authority

SOC- HCL8 The owner or operator must contact the Police, or any other relevant authority to ascertain whether a separate authorisation is required

SOC- HCL9 The permit does not exempt the owner or operator of the crane from any obligation to obtain any permit which may be required by relevant State Government Departments or relevant Authorities

SOC- HCL10 The applicant is responsible for restoration of any damage to roads, footpaths or service utilities caused by the activities carried out under this authorisation

SOC- HCL11 If damage is noted on road or footpath before work is started, the applicant should contact Council prior to starting work

SOC- HCL 12 Suitable material should be placed under legs to prevent damage to the footpath or road SOC- HCL13 A copy of the current authorisation shall be displayed appropriately on the site of the activity and shall be

SKIP & DONATION COLLECTION BINS, SHIPPING CONTAINERS S PECIFIC C ONDITIONS
