septic tank/soak pit. New STP will be installed at siteduring expansion @ 50 KLD.
Effluent generated from cleaning of total 28 tanksonce in 5 years - 56 KL. Effluent is transferred to oilwater separator (OWS) for oil separation, andretrieved oil is pumped back to tank. The recycledwater is used for greenbelt maintenance.

1. EXECUTIVE SUMMARY
M/s Indian Oil Corporation Limited (IOCL) is a Government of India, premier Public Sector
Organisation / Company and is engaged in the business of refining, transporting and
marketing of petroleum products including Motor Spirit, HSD and SKO in the country. It is
the leading Indian corporate in the Fortune 'Global 500' listing, which ranked at the 98th
position in the year 2013. IOCL is having several import, storage and distribution/marketing
terminals in the country with Kochi and Calicut as predominant terminals in Kerala for
distribution covering more than 10 districts.
The received tankaged products are supplied to major market consumers. The growth in
demand of various petroleum products for commercial use and transportation is increasing at
a rapid pace everywhere in the country including southern states of India. To cope up with
the increasing demand, Public Sector Oil Companies are setting up new storage and
distribution facilities as well as augmenting their existing capacities. Accordingly, IOCL has
also initiated the process of augmenting their existing storage and distribution/marketing
facilities.
IOCL, Kochi Terminal facility was established in 1998 at Irumpanam with the existing
tankage capacity of 76226 KL, and 2 nos of 600 mm dock lines for HSD/SKO and
Naphtha/MS commissioned on in 2005 and 2006 respectively. Receipt of products is from
BPCL - Kochi Refinery /Tankers through pipelines. Dispatch of products by Tank Trucks to
Retail Outlets/Consumers.
With the increasing demand IOCL proposes an augmentation of the terminal storage facilities
comprising construction of new tanks and re-allocation of existing tanks within the existing
facility at Irumpanam, Thiruvankulam Village, Thripunithura Municipality, Ernakulam
District, Kochi Terminal.
The proposed project is being carried out by M/s Indian Oil Corporation Limited (IOCL)
(land details enclosed), situated at 13 km from Ernakulam, 45 km from Kottayam and 62 km
from Thrissur. This is an existing petroleum products importation, storage and
distribution/marketing facility. To meet the market demands Expansion and Reallocation of

Tanks of petroleum products storage facility has been proposed. Land documents are
enclosed as Annexure 2.
The terminal project site has been declared as ‘Prohibited Place’by Vide Gazette Notification
No. G.O. (MS) No.79/99/Home dated 21.5.1999, Govt. of Kerala and as ‘Prohibited Place’
for Restriction of entry and control of photography.
There has not been any expansion of storage capacities since establishment of IOCL Kochi
facility.
An Environmental Clearance (J-16011/50/2001-IA-III) under EIA notification, 2006 exists
for products transfer through Dock line from Tanker Berth at Cochin Port to Irumpanam
Marketing Terminal of IOCL, issued by the then Ministry of Environment and Forests
(MoEF) in 2003. Facility has also been awarded an Integrated Consent to Operate (CTO) by
KSPCB (R16ERRCTOA1019586) in 2016. There is also a revised Consent Order for
Petroleum Sludge Disposal from KSPCB (R16ERRCTOA10195860, issued in 2016. IOCL
has also been granted with a PESO License (P/HQ/KL/15/305 (14508)) valid till 31.12.2020.
Permission is also granted by PESO to operate the terminal during night hours on
18/02/2013. Integrated CTO for the facility is valid till 30.06.2018. All licenses are enclosed
in Annexure 3.
As per EIA Notification, 2006 and subsequent amendments the proposed project falls under
schedule 6(b) Isolated Storage & Handling of Hazardous Chemicals, Category B.

2. INTRODUCTION OF THE PROJECT
2.1 Identification of the Project and Project Proponent
M/s Indian Oil Corporation Limited (IOCL) is a Government of India, premier Public Sector
Organisation/ Company and is engaged in the business of refining, retailing, storage and
distribution/marketing of petroleum products in the country. IOCL Head office is at Mumbai,
Maharashtra, and IOCL Kochi Terminal was established in 1998. IOCL is the leading Indian
corporate in the Fortune 'Global 500' listing, which ranked at the 98th position in the year
2013. IOCL is having several import, storage and distribution/marketing terminals in the
country with Kochi and Calicut as predominant terminals in Kerala for distribution covering
more than 10 districts.
The existing terminal is located at Irumpanam, Thiruvankulam Village, Thripunithura
Municipality, Ernakulam District, Kochi Terminal in Kerala.

2.2 Brief Description and Nature of the Project
IOCL, Kochi Terminal facility was established in 1998 in Irumpanam with the existing
tankage capacity of 76226 KL, and 2 nos. of 600 mm dock lines for HSD/SKO and
Naphtha/MS commissioned on in 2005 and 2006 respectively. Receipt of products is from
Kochi Refinery Limited/Tankers through pipelines. IOCL proposes an Expansion & Re-
allocation of the terminal storage facilities which comprises construction of new tanks as well
as re-allocation of existing tanks within the existing facility at Irumpanam in Thiruvankulam
Village, Thripunithura Municipality, Ernakulam District, Kochi Terminal.
The proposed project is being carried out by M/s Indian Oil Corporation Limited (IOCL) at
Block No: 10, S. Nos. 30/11 12; 31/3, 4, 6, 8, 10, 11, 12, 13, 14, 15, 16, 17, 18, 20, 22, 25,

land area is 78.65 Acres (31.83 Ha) situated at 13 km from Ernakulam, 45 km from Kottayam
and 62 km from Thrissur. This is an existing petroleum products importation, storage and
distribution/marketing facility. To meet the market demands Expansion and Reallocation of
Tanks of petroleum products storage facility has been proposed. Land documents are
enclosed as Annexure 2.
The terminal project site has been declared as ‘Prohibited Place’ by Vide Gazette Notification
No. G.O. (MS) No.79/99/Home dated 21.5.1999, Govt. of Kerala and as ‘Prohibited Place’
for Restriction of entry and control of photography. Refer Annexure 5 for copy of Govt.
Gazette Notification.
2.3 Need for the Project and its importance
Dispatch of products by Tank Trucks to Retail Outlets/Consumers. The products distribution
in Kerala covers more than 10 districts. IOCL is one of the major share income generators for
the Government. The growth in demand of various petroleum products for commercial use
and transportation is increasing at a rapid pace everywhere in the country including southern
states of India. To cope up with the increasing demand for petroleum products, IOCL has also
initiated the process of augmenting their existing storage and distribution facilities in line
with the other Public Sector Oil Companies.
2.4 Demand - Supply Gap
Based on the ever increasing growth in demand of Motor Spirit, HSD and SKO for
transportation and commercial purposes everywhere in the country including southern states,
IOCL has initiated the process of augmenting their existing facilities to increase the
capacities to cope-up with the increasing demand and to plug the gap.
2.5 Imports Vs. Indigenous Production
There is no indigenous production, operation or manufacturing of petroleum products. IOCL
Kochi involves in the process of receiving, storing & distribution/marketing of Motor Spirit,
HSD and SKO based on the availability. The current total tankage capacity is 76226 KL. The
import of products to terminal is from Kochi Refinery Limited and via loading from tanker
berths at Cochin Port through pipelines. Dispatch of products by Tank Trucks to Retail
Outlets/Consumers.

2.6 Employment Generation due to the project
The existing employment in the project is 114 persons and after expansion, there will be an
increase in manpower of 11 persons. Construction manpower is 50 people. Manpower details
are given in Table 2-1.

2.7 Project Benefits
The main objective of the proposed project is to meet the current market demands for
transportation and commercial purposes and increase in the storage capacities.
The benefits of the proposed expansion of IOCL:
The project site shall require no displacement of habitation as it is located away from
the habitation areas and the expansion is proposed in existing project land area.
Socio-economic benefit to the locals is that it would provide employment in the
operations of the facility.

3. PROJECT DESCRIPTION
3.1 Type of the Project
IOCL Kochi Terminal, a Government of India premier Public Sector Undertaking proposes
the Expansion and Reallocation of Tanks of the terminal storage facility within the existing
project area located at Irumpanam in Thiruvankulam Village, Thripunithura Municipality,
Ernakulam District, Kochi. The proposed project is intended to increase the storage tank
capacities.
There has not been any expansion of storage capacities since establishment of IOCL Kochi
facility. The facility currently undertakes the petroleum product imports by an Environmental
Clearance (J-16011/50/2001-IA-III) under EIA notification, 2006, issued by the then Ministry
of Environment and Forest (MoEF) in 2003. Facility has also in place a renewed Integrated
Consent to Operate (R16ERRCTOA1019586), issued by KSPCB in 2016. IOCL has also a
PESO license (P/HQ/KL/15/305 (14508)) valid till 31.12.2020 (Copies of licenses enclosed
in Annexure 3).

3.4 Magnitude of Operation
In the view of fulfilling market requirements, IOCL proposes Expansion and Reallocation of
Tanks of the storage facilities in the existing premises with the current total storage capacity
of 76226 KL. The storage capacity after the proposed expansion will be 112640 KL. The
proposed expansion will be within its 78.65 Acres (31.83 Ha) of land located at Irumpanam
in Thiruvankulam Village, Thripunithura Municipality, Ernakulam District, Kochi, Kerala.

3.5 Process Description
There is no manufacturing of petroleum products. IOCL Kochi storage terminal facility is
involved in the process of receiving, storing & distribution/marketing of Motor Spirit, High
Speed Diesel and SKO based on the availability. It is a proposed Expansion and Reallocation
of Tanks of the petroleum products storage facility. The current total storage capacity is
76226 KL. The storage capacity after the proposed expansion will be 112640 KL. Receiving
of products is from KRL and through tanker berth unloading and pipeline transport to storage
facility. The distribution of products is facilitated through tanker truck filling and deliveries
and by pipeline exports. Facility Process flow chart is given Figure 3-5.

3.6 Raw Materials Requirement
There is no manufacturing of petroleum products. IOCL Kochi is involved in the process of
receiving, storing & distribution/marketing of Motor Spirit, High Speed Diesel and SKO
based on the availability of products. No raw materials are required for the proposed project.
An Expansion and Reallocation of Tanks of the storage terminal facility within the existing
project premises is proposed.

3.7.1 Water Requirement
The total water requirement for the proposed project is 351 KLD. The required water is
purchased through approved road tankers. Details of water requirement are given in Table
3-3.

3.7.3 Air Pollution Control System and Management
There is no production, and only receipt, storage, filling and distribution of Motor Spirit,
High Speed Diesel and SKO will be done in a closed circuit without causing any effect to
humans and environment. Transfer of petroleum products will be done in a closed system
involving negligible emissions of noxious substances. DG set emissions will be covered by
maintaining sufficient stack heights to minimum 30m AGL in line with SPCB norms.
Moreover, HSD (High Speed Diesel) with sulphur content of < 0.05 % will be used for DG
sets.
There may be small amounts of suspended dust particles in air during construction phase
which will be controlled by dust suppression measures like sprinkling of water. Gases
generated during welding of steel structures of tanks will be negligible and will pose no risk
to environment. The air pollution sources are given in Table 3-5.

Hazardous Waste
Hazardous waste materials are properly disposed as per the Hazardous and
Other Wastes (Management and Transboundary Movement) Amendment Rules, 2016.
Hazardous waste are being collected, stored properly and disposed to authorized recyclers.
The same will be followed for Expansion & Re-Allocation project also (Table 3-7).

4. SITE ANALYSIS
4.1 Connectivity
M/s. IOCL Kochi is located at Irumpanam, Thiruvankulam Village, Thripunithura
Municipality, Ernakulam District, Kerala. The project site is well connected to Seaport –
Airport Road bordering the western side of the site and NH 47 at a distance of 4 km towards
the west, and is at easy access to railway stations. The salient features of the project site given
in Table 4-1, Geographical coordinates of the project site are given in Table 4-2. Water
bodies of the study area are given in Table 4-3. Sensitive areas of the study area is given in
Table 4-4, Topo Map of the study area is given in Figure 4-1 and Annexure 4, and Satellite
imagery of the study area is given in Figure 4-2.

4.3 Land Topography
Ernakulam town serves as the District Head Quarters. Location of Kochi forms an important
destination for export and import business and tourism as it is very close to Arabian Sea and
backwaters, and is well connected by a network of inter-district highways connecting
Trivandrum, Salem, Coimbatore, Bangalore, Trichy & Madurai Districts.
Kochi city is located at the sea mouth of seven major rivers which start from the Western
Ghats and travel through Kerala’s midlands, lowlands and coastal areas to drain out into
the Arabian Sea. Kochi lies at the northern end of a narrow neck of land, about 19 km long
and less than 1.6 km wide in many places, and is separated from the mainland by inlets from
the Arabian Sea and by the estuaries of rivers draining from the Western Ghats.

The river systems are complicated to some extent due to several hills and valleys and its
season is dependent on monsoonal rainfalls. Periyar River is of importance when Kochi is
described.
4.4 Land use pattern
IOCL Kochi has already established a petroleum products import, storage and
distribution/marketing facility at Irumpanam, Thiruvankulam Village, Thripunithura
Municipality, Ernakulam District, Kerala. The proposed project is an Expansion and
Reallocation of Tanks of the storage facility within the existing premises. Land documents
are enclosed as Annexure 2.
The project is notified as ‘Prohibited Place’ by Vide GazetteNotification No. G.O. (MS)
No.79/99/Home dated 21.5.1999, Govt. of Kerala and as ‘Prohibited Place’ for Restriction of
entry and control of photography.
Hence, concern over the use of agriculture land, non-agriculture land, forest land and water
bodies does not arise. The land use pattern of the study area is given in Figure 4-3 and
Table 4-6.

4.5 Soil classification
The soil classification of the project study area is Red loam. The soils range from acidic to
neutral. The texture of the soil is generally brownish red with gravel.

4.6 Climate data from secondary sources
The average annual rainfall of Kochi is 2,978.0 mm. The major sources of irrigation in the
district are rivers, water channels and wells.
Climate: Tropical monsoon type of climate prevails in the plains. However, upper hilly areas
record low temperatures and fairly heavy rainfall.
Temperature: The maximum and minimum atmospheric temperatures are 30° C and 25° C
respectively. Heat becomes intense in April and May and shoots further up unless interfered
by monsoonal rains in June.
The predominant wind direction is from W to E. The yearly average temperatures recorded
varied from 23.97 0C – 30.91 0C. The mean wind speed recorded is 36 km/hr. The yearly
average humidity (%) is 75.90 %. The metrological observation is as shown in Table 4-7.

4.8 Existing infrastructure
a. Land
The terminal facilities are spread over 78.65 Acres of land which is completely fortified and
protected on all four sides by boundary walls.
b. Buildings
Total built up area is divided into various sections like storage tanks, pipelines, truck filling
areas, administration, canteen, toilets & other utilities etc. There is adequate space &
provision for operations.
c. Storage Terminal & Utilities
The Storage Terminal Facilities which comprise tank farm and dykes, pump house, taker
filling bays, administration, canteen, roads & parking, utilities and associated pipelines along
with safety & firefighting systems have been designed and set up with the objective to carry
out almost all processes. Details of existing safety and firefighting equipment quantities and

d. Filling Products into Road Tankers
Petroleum products in bulk are loaded in road tankers from mounded vessels using
Pumps and Compressors at Filling Booths.
When road tankers are loaded with products the displaced vapour is connected back to
the source sphere for reducing the pressure build up.
Measurements of products filled in tanker trucks for distribution against orders are
properly done.
e. Utilities
The Storage Facility will have the following utilities:
Receipt, storage and distribution of water for general use and fire fighting.
HT electrical power for the storage facility operation and lighting, DG sets are for
power back up.

f. Fire Protection
Fire protection facilities designed to fight one major fire. Water spray system provided in
storage tanks, truck filling and pump house filling shed as per OISD regulations. In addition
adequate number of portable fire extinguishers of dry chemical type shall be provided at
strategic points. Fire drills shall be conducted at regular intervals and the observations
recorded.
g. Safety Measures
The storage facility layout has been made to meet PCB requirements. Accordingly a green
belt of required width will be provided all around the facility. Currently a greenbelt width of
8 m is maintained in the northern periphery. IOCL will extend the greenbelt area in future to
comply with MoEF&CC/PCB regulations. Safety distances between facilities are being
provided as per PESO/ OISD norms. Also fire water tanks and pumps will be located
minimum 60 m away from risk areas as stipulated by OISD. Required number of firewater
pumps and jockey pumps are provided to take care of the fire hydrants. Four hours pumping
capacity is provided for the firewater tanks. Personnel intended to operate the storage facility
is well qualified and well trained. Facility operations supervised by a responsible engineer
and the plant overseen round the clock in shifts by supervisors who will report to the plant in-
charge. The storage facility personnel are well informed and well trained in fire hazards and
firefighting systems. Storage facility security system has been so envisaged to ensure strict
compliance of safety requirements and to take up prompt and proper action in case of any
emergency.

5. PLANNING BRIEF
5.1 Planning concept
M/s. IOCL Kochi is one of the premier Public Sector Undertakings which proposes an
augmentation of the terminal storage facilities in the existing project premises with
construction of new tanks and re-allocation of existing tanks held within 78.65 Acres of area
at Thiruvankulam Village, Thripunithura Municipality, Ernakulam District, Kerala.
The project site is well connected by highways and is of easy access to railway stations.
5.2 Population Projection
The existing employment of the project is 114 persons and after the expansion there is an
addition of manpower of 11, and so the total project manpower will be 125 persons (Table
5-1). Construction manpower is 50 people.

5.3 Land use planning
The total land available for the project is about 78.65 Acres (31.83 Ha), existing tankages
area is 23.7 Acres, and greenbelt utilized is 8.99 Acres (11.43 %). The proposed expansion
tankages area is 55510 Sq. m and therefore future expansion area is 13.7 Acres (within total
area of 78.65 Acres). Available land area is utilized for tanks, pipelines, buildings, facility,
roads and pavements, greenbelt, landscaping and future expansion uses.

5.4 Assessment of Infrastructure Demand

The proposed one is an Expansion & Re-Allocation project for the storage terminal facilitiesin the existing project premises.
5.5 Amenities/Facilities
The existing project site is envisaged with Canteen facilities for employees, Occupational
Health Center (OHC) and Safe Assembly Points on emergency.

6. PROPOSED INFRASTRUCTURE
6.1 Industrial Area
The existing storage terminal falls under the Vide Gazette Notification No. G.O. (MS)
No.79/99/Home dated 21.5.1999, Govt. of Kerala as ‘Prohibited Place’ for Restriction of
entry and control of photography within the premises of Indian Oil Corporation Ltd, Kochi,
located at Irumpanam, Thiruvankulam Village, Thripunithura Municipality, Ernakulam
District, Kerala.
The proposed project is an Expansion & Re-Allocation of petroleum product storage facilities
to occur within the existing project area only.
6.2 Residential Area
IOCL Kochi was established in 1998 and it is notified as Prohibited Place by Government as
mentioned in section 6.1. As the proposed project is for Expansion and Reallocation of Tanks
of its terminal storage facilities within the existing project premises only, no housing
development is proposed.
6.3 Green belt
The total site area is 78.65 Acres (31.83 Ha). The existing green belt extent is 8.99 Acres i.e.
11.43 % of the total land area. An additional greenbelt area of 16.96 acres is required to be
developed to attain the prescribed 33% green belt guideline for industries.
6.4 Social Infrastructure
The project will provide employment to local youth and good supply of petroleum products
for commercial and transportation purposes, leading to an increase in their standard of living
which thereby helps strengthen the social infrastructure of the region.
6.5 Connectivity
The project site is well connected to the Seaport – Airport Road bordering the site in the west
and NH 47 at a distance of 4 km towards the west and is of easy access to railway stations.

6.6 Drinking Water Management
Water for the proposed project is purchased through approved road tankers.
6.7 Sewerage System
Sewage generated is 31 KLD, and will be sent to septic tank/soak pit. STP will be installed at
site during expansion.
6.8 Industrial Waste Management
The details of industrial waste management are included in Table 6-1.

10. CONCLUSION
The proposed project is for construction of new tanks and reallocation of existing tank
facilities for Motor Spirit, High Speed Diesel and SKO storage.
Since the proposed expansion is within the existing project premises, there will not be
any change in land use, and no significant increase in effluent generation. However,
there is increase in hazardous waste generation due to addition of storage tanks. There
is no significant increase in air emissions.
The project site shall require no displacement of habitation as it is located away from
the habitation areas and the expansion is proposed within the existing land area only.
Socio-economic benefits to the local folk as it would provide both direct and indirect
employment in the operation of the plant.
There will be positive impacts on social conditions in and around the site due to the
proposed assignment.
The marginal impact due to the proposed assignment will be fully mitigated by the
Environmental Management Plan (EMP).
