REZONING APPLICANT'S LETTER OF INTENT
The Applicant, Parkland Communities, Inc., requests a rezoning from R-75 to
TND for the purpose of developing a residential project. The subject property is 67.501
Gross\Net acres located on 787 Springlake Road and 163 Sweetgum road, almost at
the intersection with Sweetgum\Springlake Roads. This proposal is for a TND master
planned community featuring a diverse mixture of 247 single family homes and 70 rear
entry townhomes for a total of 317 residences with a gross\net density of 4.70 homes
per acre which is well below the 8 units per acre allowed. The proposed masterplan
corresponds with the existing area today and future trends of tomorrow that will help
support the planned Rowen 2,000-acre knowledge community that will be creating up to
100,000 new jobs.
There is an enormous oak tree on the property that is estimated to be up to 150
years old that will be saved and was the inspiration for the project name “Rowan Oak”.
This community is intentionally planned to provide a broad diversity of much needed
housing types and price points for the area. The front facades of all homes will be a
mixture of brick, stone or of fiber cement siding with a minimum 2-foot brick or stone
water table. The sides and rear facades of the residential units will be the same or all
concrete siding. All homes will be two stories with some featuring an optional 3rd floor
retreat and a maximum height of thirty-five feet with the price points as follows:
1. The 70 Townhomes will be 2 story rear entry and range in size from 1,600 to
2,000 square feet with prices starting in the low $200’s.
2. The 129 Small Lots are 42ft wide rear entry detached homes and range from
1,900 to 2,600 square feet and start in the mid $200’s.
3. The 96 Medium Lot types are 50ft wide and will be front entry homes varying
in size from 2,400 to 3,000 square feet and start in the high $200’s.
4. The 22 Large Lot types are 60ft wide and will be front entry homes ranging in
size from 2,600 to 3,300 square feet and start in the low $300’s.
The proposed development provides an abundance of active and passive open
space for the residents to enjoy. A total of 20.02% of the property or 13.64 acres is
designated as common open space featuring pocket parks, large forested passive park
with mulch trails, and an active recreation area with a junior Olympic pool, cabana,
playground and play field. Access to the property will be by two entrances onto
REZONING APPLICANT'S LETTER OF INTENT
Springlake Road. Every home will have a two-car garage and the site plan provides 259
on street parking spaces throughout the community to provide ample overflow parking.
Finally, the applicant is requesting buffer modifications as listed below:
1. Adjacent to the Frank Corbin property the request is for a buffer reduction
from 30 feet to 25 feet and to allow the buffer area to be graded and replanted
to allow a smooth transition from our lots to the adjacent property without
large retaining walls.
2. To allow for a graded and replanted 25-foot buffer adjacent to the buffer
provided by the Ashland Park subdivision located along the western border of
our property. This request will again allow for a smooth transition between the
2 properties and minimize or reduce the need for retaining walls along the
rear of our lots.
3. Finally, the applicant requests a reduction from 30 feet to 0 feet of the buffer
adjacent to Expo Homes along the eastern property line. The applicant is
working with that property owner for a future access point and possibly
access for those homes in the future to be able to use our recreation area.
