A RESOLUTION SUPPORTING THE GRANT APPLICATION FOR A LOCAL PARKS AND OUTDOOR RECREATION GRANT FROM THE STATE BOARD OF THE GREAT

OUTDOORS COLORADO TRUST FUND AND THE COMPLETION OF BASHAM PARK REVITALIZATION PROJECT.

OUR COMMUNITY: The City of Creede, A

Colorado Town is a scenic, vibrant community

in Southwest Colorado at the headwaters of the

Rio Grande River. Downtown Creede is the iconic cultural and economic center for the rural

community of Creede & Mineral County. There are approximately 292 residents in the city

limits and approximately 635 residents in Mineral County [1]. We have a rich heritage, a vibrant

art community, incredible scenery, and a unique community culture that is treasured by

residents and visitors alike.

Creede is not without challenges and we struggle to adequately provide services and facilities

for a largely underserved population. According to DOLA, Creede’s Median Household Income

(MHI) is $30,000 which is just over half of Colorado’s MHI of $58,433. A significant percentage

(over 35% compared to Colorado’s 8%) earn less than $19,999 annually [1]. A majority (63.87%)

of Creede School’s students qualify for free or reduced school lunches [2]. Our economy is

extremely dependent on seasonal tourism and area families struggle to make ends meet,

especially in the slow winter months. It is our hope that the Basham Park Revitalization Project

will drastically improve the only park facility in our Historic Downtown, make our business

corridor more inviting to visitors and more useful to residents, and thereby significantly benefit

our economically disadvantaged community.

Creede is the only incorporated area in Mineral County, which is 95% publicly held lands that

provide a multitude of outdoor recreation opportunities. Specifically, many Creede locals and

visitors spend their time fly-fishing, hiking, hunting, riding ATVs, horses, and mountain bikes,

picnicking, and rockhounding. The town center often serves as a meeting place prior to or

immediately after organized outings in the wilderness surrounding Creede. Basham Park,

specifically, a newly designed Gazebo, will facilitate this purpose nicely. Creede itself provides

many recreational activities including theatre, museums, shopping, art galleries, and strolling.

Both the Gazebo and the improved parks will be used by individuals and family groups as they

go to and from various activities. In addition to our residents, in 2016, the Chamber of

Commerce tallied over 5,000 visitors per month in the summer, many of whom can be expected

to use the park [3]. Organized groups are almost sure to take advantage of the facility as well.

The Creede School District (86 students aged 5 to 18[2]) and the Creede Early Learning Center

(15 students aged 1 to 6) are supportive of the project and would like to use the space to

occasionally hold outdoor classes or other events. Several area groups host annual or seasonal

events such as the Willow Creek Reclamation Committee’s Annual Science Camp (10 to 20

students aged 8 to 12[4]) or Creede Repertory Theatre’s Summer Day Camps and KID Show (41

students in 2016 aged 4 to 18[5]), or Creede Arts & Recreation’s various summer classes (art,

creative writing, and more, 12 to 15 students aged 5 to 12 [6]) that could benefit from a

beautiful outdoor classroom venue. The Creede Community Choir voiced interest in utilizing

the structure for annual Memorial Day and Veteran’s Day Services, as well as possible Christmas

Caroling or other events. The community survey also indicated that people were interested in

using the new structure for weddings, outdoor education, meeting space, public music, family

reunions, family photos, picnics, workout classes, celebrations and parties, senior activities,

bake sales, and historical society exhibits [7].

SCOPE OF BASHAM PARK REHABILITATION PROJECT:

The project has two main focuses. The first is on

a well-loved structure known as the Creede

“Gazebo” located on the north end of Basham

Park along Main Street. Basham Park was

established in 1976 as the “Creede City Park” and

later renamed in memory of a beloved long-time

mayor and Creede resident. This structure was

built with grant funding by volunteers in 1976 to

facilitate park visitors and commemorate

Creede’s selection as a “Centennial Bicentennial

Town.” Historic photos indicate that there was a

bandstand for public gatherings there as early as

the 1890s. Over the years, multiple repairs have

been made in an attempt to maintain its

appearance, but it has become too damaged to

warrant further expenditures on repairs. Area

contractors were contacted to evaluate the

structure, and all three recommended a

complete rebuild, chiefly stating safety concerns

with the integrity of the structure. Moreover, it

would be nearly impossible to bring the current

structure up to ADA standards, the structure

makes it difficult to see the Creede Museum, and

it is rather awkwardly oriented toward the

sidewalk rather than the entire park. The Team

also desires a structure that utilizes sturdy

materials such as steel, rock, timber and concrete

so that it will be safe, strong, and useful for many

years to come. Basham Park Revitalization Team

believes that the structure could be redesigned

to better serve the community by honoring its

historic and cultural value while ameliorating

these deficiencies and intends to procure

professional design and construction services to

that end. If the structure is built using equal

parts of timber, steel, rock, and concrete, the

estimated useful life is expected to be at least 45

years [8].

The second focus of the project is on the

pathways that wind throughout Basham Park.

They are covered with gravel which is inadequately contained in some places by wood strips

and not contained at all in others. It has an untidy appearance, and gets kicked into the grass

resulting in damage to the green space in Basham Park as well as landscaping equipment.

There is also a potential for injury to park workers by gravel flung by landscaping equipment.

The Basham Park Revitalization Team plans to eliminate these problems by landscaping the

park’s pathways with weather resistant concrete pavers that are stamped to imitate natural

rock. The edges of the paths will be lined with similar material to create a more attractive and

functional edge along park vegetation. This material is expected to last 50 plus years in our

climate with a 10-year variance due to our harsh climate.

ACCESS: Basham Park’s premium location is amongst the most accessible in our rural area. All

Creede residents within City Limits have access via a 10-minute walk on paths and sidewalks.

Basham Park is adjacent to two arterial streets, an ADA-accessible sidewalk, and downtown’s

largest parking lot. This project aims to improve park experience for ADA users by making the

pathway and the new gazebo facility ADA accessible. The park is connected via sidewalks and a

multi-use trail to neighborhoods outside of City Limits, which include Creede School District No.

1 at 2.4 miles away, residential areas, and campgrounds. These paths are friendly to walkers,

joggers, cyclists, hikers, and horseback riders. Basham Park is also accessible to ATV enthusiasts

by the adjacent ATV access route through Creede to the four-wheel loops beyond. No known

obstacles to access exist.

NEED: This project is unique because of Basham Park’s scenic, economic, and cultural value. It

is a critical part of our parks infrastructure, and its deteriorated state is a great detriment to our

Main Street corridor. The planned structure will complement the beautiful view of our iconic

cliffs from the park rather than block it. This project is a sorely needed opportunity to

transform the area from an embarrassing eyesore and a dangerous structure to a tangible asset

for our downtown. We were disappointed to learn from the project survey that nearly 60% of

respondents use Basham Park monthly, not very often, or never. Furthermore, only 3.23%

reported that they are very satisfied with Basham Park, only 2.15% reported that they are very

satisfied with the Gazebo, and only 2.17% reported that they are very satisfied with the park

pathways [7]. We feel strongly that we need to improve these statistics and make sure that

more of our citizens and visitors are satisfied with Basham Park and use it more often. Building

an improved structure and improving the park’s pathways will pave the way for increased use

from all area groups. The improved Gazebo will be an attractive venue for outdoor education

programs, outdoor sports gear demonstrations, guided tour stops, concerts, weddings, and

more. At this time, these users are meeting in parking lots or busy meeting rooms in

government buildings. Musicians often perform on makeshift stages around town made from

construction trailers. According to the survey and anecdotal evidence, elderly and handicapped

users currently avoid using the park altogether. Other venues are being chosen for weddings,

family reunions, and other events, often out of town, and sometimes out of the county,

creating a missed opportunity for businesses in our area.

PLANNING/OUTREACH: The impetus for this project was the culmination of years of receiving

complaints and suggestions for the improvement of Basham Park. Community groups and

business owners found it unsightly and unsafe. Elderly and ADA citizens and visitors find the

Gazebo unusable. Area contractors inspecting the facility to assess the possibility of repairs

found it too badly deteriorated to warrant repair attempts. Throughout the summer of 2016,

Creede’s Board of Trustees discussed how best to approach the project. The Basham Park

Revitalization Project was conceived, and the Board of Trustees approved moving forward on

the project at their regular meeting September 6, 2016. Various public outreach methods were

considered, and using a digital approach as the primary method was pursued with the idea that

it would reach younger community members and those unable or unwilling to attend a

community meeting. An online platform for public participation which included visuals, a short

project description, and a link to the community survey was launched October 13, 2016 via

social media and posters throughout Creede [9]. A public meeting was held November 10,

2016 specifically for the project. Survey results were made public and a final opportunity to

comment on the project before submittal was posted online November 15, 2016. As the survey

results will show, most participants expressed appreciation and excitement for the project, and

most were quite dissatisfied with the existing facilities. The general consensus from the

governing body and community members who participated in one or more platforms was that

this project is very high on Creede’s priority list. Our iconic Main Street is one of our most

important assets, and we want to do everything in our power to improve it.

OPPOSITION: Several individuals who took the online survey or commented on Facebook posts

about the project expressed disapproval focused on changing the park and specifically the

gazebo. Documentation of that disapproval is included as an appendix in this application.

Reluctance to remove a historic structure was expressed. Many of those who felt that way did

acknowledge the need to replace the structure, but preferred a repair over a replacement (8 of

72 survey respondents or 11%) [7]. One respondent out of 72 (in addition to one person

commenting on the Facebook publication of the survey) preferred that no action be taken [7].

The team is sensitive to these complaints. The public meeting included time to address these

concerns and a very positive discussion of the best way forward followed. The Basham Park

Revitalization Team hopes to continue to communicate with the public about ways to address

their concerns. Chiefly, project organizers have pledged to proceed with Creede’s heritage and

the forefront of planning and design decisions along the way. We hope for a design that is

reminiscent of the original bandstand from the early 1900s and blends modern usefulness with

nods to our rustic character and boomtown traditions. The winner of the design bid will be

required to have a public input platform in order to remain as responsive as possible to existing

project opposition.

TIMELINE: The Basham Park Revitalization Project is aiming for on-the-ground completion by

June of 2017 to avoid construction on Main Street during the busiest part of our tourism season

in July. In support of this achieving this deadline, the Board of Trustees has agreed to procure

design services in January and proceed with a public design process so that the project is

“shovel-ready” should funds be awarded in April. Once funds are awarded, the team will solicit

and award bids for the construction of the Gazebo and the landscaping of the pathways. While

this process is taking place, the city Public Works Crew along with Students Against Destructive

Decisions, National Honor Society, and other community members will be removing the current

structure and preparing the pathways as necessary. Pathway and Gazebo construction are

expected to begin by May 1st and finish in time for our busy 4th of July weekend. A grand

opening party will be hosted by the Board of Trustees upon completion, and a final report will

be prepared for Great Outdoors Colorado by September of 2017.

MAINTENANCE: Initially, savings in annual maintenance costs will be realized with the Basham

Park Revitalization Project. Repainting and repairing the gazebo and spreading gravel, raking,

and repairing adjacent greenery on the paths at Basham Park is currently costing the City of

Creede several thousand dollars per year in maintenance. The new gazebo’s expected useful

life of 50 years will include annual inspections and appropriate maintenance as needed at an

anticipated annual cost of $300 (2 hours labor for inspection @$20/hour, 5 hours for repairs @

$20/hour, $140 for concrete, paint, or hardware materials). New pathways will also need an

annual inspection to spot and repair concrete spalling or cracked stones, which will need to be

replaced and repaired to prevent the damage from spreading at an estimated annual cost of

$200 (1 hour labor for inspection @ $20/hour, 2 hours for repairs @ $20/hour, $140 for rock

and concrete repair materials). This estimated $500 maintenance cost is lower than the current

budget for Parks Repairs, and staff will ensure that any reduction in this line item will account

for Gazebo and Pathway repairs. The Public Works Department will be responsible for

inspection and repairs and will perform such inspections and repairs in conjunction with their

annual parks & facilities inspections.

YOUTH INVOLVEMENT: The Creede High School Government Class is studying the Basham Park

Revitalization Project as a component of their study of local government. They are interested in

the steps of how community improvements actually happen, and to this end, they are

preparing a support letter for this project. Further, Creede High School’s Students Against

Destructive Decisions group as well as their National Honor Society has agreed to volunteer

during the demolition and path preparation portion of the project. It is our hope that doing this

work will give them ownership in the project and encourage them to think of new ways that the

park could be used by area youth. Additionally, we hope that becoming familiar with the

process inspires them to think about ways to improve their community as they go to college

and beyond, and perhaps even inspires a few of them to a public service career.

MATCH STATUS: The Board of Trustees of the City of Creede has identified this project as a

priority and has pledged to budget and allocate the full amount of the cash match if necessary

in addition to $10,000 for contingency costs. The Basham Park Revitalization Team will be

applying for a San Luis Valley Council of Governments Economic Development Grant in the

amount of $10,000 of the $15,000 match. If successful, the City of Creede will provide the

$5,000 in remaining funds from the Conservation Trust Fund. If unsuccessful, the City of Creede

will provide $10,000 in remaining funds from the Conservation Trust Fund and $5,000 in

remaining funds from the City of Creede General Fund parks budget [10].

NEED FOR FUNDS: The City of Creede, A Colorado Town strives to provide services in many

areas with a very small budget. It is currently facing infrastructure challenges that may well

exceed the limitations of its available resources, specifically, a failing waterway that runs

through town and a possible wastewater treatment plant. Additionally, Creede is still

recovering from the fiscal devastation of the West Fork Fire Complex. Our sales tax figures

plummeted when a wildfire struck our community during our most (and only) profitable

months in 2013. We have since experienced an exodus of businesses and the families that is

only now showing signs of turning around. It has since been our policy to be as fiscally

conservative as possible and to ask for assistance when it is available. If the Basham Park

Revitalization Park is not undertaken now, we will lose the opportunity to improve our

downtown corridor thereby bolstering our economic center. The existing Gazebo will most

likely need to be removed whether the project is successful or not for safety reasons, and doing

so will create a large unsightly void in the middle of our downtown area. If GOCO funds are not

awarded, the Basham Park Revitalization Project Team will continue to seek funding and

resources, but construction of new facilities will most likely not occur in 2017 or 2018 and will

cause the park to become further deteriorated. If awarded, SLVCOG funds require completion

of the Gazebo replacement in 2017 or funding will be lost.

Located in the Historic Downtown of Creede, Basham Park is the heart of our town. Tourists and locals alike enjoy the park for sitting while admiring the scenery and socializing. As high school students, our activities are limited due to the dilapidated gazebo. A new structure will not only improve Basham Park, it will also bring new life to our small community.

The gazebo was built in 197 6 and over time has deteriorated, which has caused safety concerns for patrons. The orientation of the current gazebo blocks an important historical society museum and is secluded from the heavy foot traffic. Many pedestrians who are walking disregard the gazebo due to its current state. There are only three main uses; music, shelter, and public gatherings. Hazardous stairs, limited space, and corrosion prevent the gazebo from being used to its full potential. The gravel pathways create many maintenance issues and take away the aesthetics of Creede's Basham Park. These conditions and many more pose a safety concern as well as being incompliant with ADA regulations.

After being awarded the GOCO grant, a new structure will better serve the community by being ADA compliant, safe, attractive, and innovative. With these new features, enhanced opportunities will be available to those who reside in our colorful town. There will be more space and accessibility to performing artists like musicians, painters, and thespians. This will also expand opportunities for school programs, summer camps, exercise classes, and social gatherings. The new structure and walkway will bring an enlightened atmosphere to Basham Park.

A grant from GOCO will improve Creede's public face. We look forward to all the advantages that the revitalization of Basham Park will provide.

I am writing this letter in support of the city of Creede's effort to obtain a grant from Great Outdoors Colorado (GOCO). The primary purpose of our city's request is to replace the Gazebo in our city park (Basham Park). Basham Park is in the center of the downtown area. The present Gazebo anchors the North end of the park and our Soldiers' and Saliors' Memorial anchors the South end.

The Gazebo is in a state of disrepair and in my opinion, along with that of many others, is well beyond its useful life. I, and many of our citizens, have closely inspected the Gazebo and have all concluded that it is unsafe and must be replaced. Basham Park is used almost on a daily basis by our local citizens and summer visitors. The park, in addition to the Gazebo, contains public restroom facilities, drinking fountains, picnic tables and walking paths. We conduct services in Basham Park on holidays to include Memorial Day and Veterans Day and it is in daily use during our 4th of July activities.

The city of Creede is not a wealthy community. However, our citizens take great pride in our history and culture. Often times, attendance in Basham Park for community activities will nearly equal our entire city population! We must replace the Gazebo to ensure Basham Park remains a center piece in downtown Creede.

My wife, Julie, and I have owned property in Creede for over twenty years. I have served as Mineral County Judge and both of us have been involved in many local enterprises to include the Creede Community Church, Creede Early Learning Center, Creede Community Choir, Ladies Aid Society, Elks Lodge 506 and Creede Repertory Theatre. We are immensely proud of our community and want to see it continue to thrive and be properly maintained. We strongly support our city's efforts to obtain the grant and urge you to favorably consider Creede's grant request.

I would prefer a small amphitheater. We already use it for live performers and art merchants. Let's give them some really nice to be in. I say keep the gazebo and just replace the bad parts The structure has so much potential to incorperate old mining elements and materials to make it feel more closely tied to the city. the current design looks like it could be anywhere in the country The gazebo is not a historic structure and does not meet the needs of the entire community while simultaneously blocking the History Museum. The proposed shelter looks cheap and poorly designed. Either fix or replace the existing gazebo with a newer, but similar design. The flagstone walkway is more difficult for older folks to maneuver, there will be more falls from

tripping. Why not simply improve the gravel walkways with correct edging? Much easier to walk on. Yes! Repair the Gazebo, including the one the trustee broke recently. Style really fits Creede. Plans for new Gazebo is too mordern looking.w one is to modern looking. To be completely honest, the largest problem I have with the park is the cleanliness of the bathrooms. They need someone to take the hotsy from the fire department & just scour the entire bathroom. People judge a community by their bathrooms, and all are bathrooms are saying is "Here's a dose of Hep A for you." I think new awning/structure with clean straight lines would look great & help the park be more attractive & inviting. It should have a cover for shade and snow Great idea! Not sure about the asthetics of the new gazebo shown here - could it be made more appealing? having natural play spaces for kids would be great! I think nicer paved walkways and landscaping would make the area delightful. Keep the historic aspect of the structure to blend in with the other buildings. Any replacement of the Gazebo should fit in with the town's 1890s architecture. I like the Gazebo design. It needs improved, but not the flat roof design that we've seen. I love the quaintness and history of the old gazebo! Sometimes newer is not always better. We have so many old structures new would look out of place. I prefer the look of the curved stonework. It would go well with the stone walkways. Please don't make one that has too modern a look! I want to see something that physically resembles the older look of the town's old buildings! Don't put something there that sticks out like a sore thumb! Make it sturdy and homey with a vintage look and vibe... I love all the new designs included in this survey! ADA friendly, Then the City of Creede should pay for it. In my opinion, I think it's a wonderful idea to improve the park's usability and appearance. Currently the park is a bit worn and dated, and lacks ADA accessibility in many areas. Improvements can potentially make it a focal point and help Creede's Main Street even more. The bandstand-like proposal for the replacement of the gazebo looks great. I would only caution whatever is decided upon, it be relevant with regard to the town of Creede, its history, architecture, and natural beauty of its surroundings. Yay! I feel it would be a great improvement! More seats for shade while shopping I agree--this park does need some work! If you are going to replace the gazebo--it should be at grade level so it is accessible to everyone. Possibly it should also be larger. It would be nice to have picnic tables. Please consider refurbishing the current structure, rather than replacing it I like the old fashioned appearance and charm of the existing gazebo, however a replacement gazebo that was as or more functional for specific uses would be nice. The pathways would Ben lovely if they were stone vs gravel. They could would be easier to remove snow from. I would like to see the antler structures from Ernie Wilkinson, Monte Vista, store be moved to our park and historical museum as a tourist draw and to preserve local history of the area. Could the gazebo be replaced with another gazebo? I like the gazebo. As for the pathways, something that would be easy to shovel. The walkway in the photo looks nice. I suggest keeping some gravel on the edges though to allow snowmelt and rain to drain. I would like the historical museum to be more visible from main street. Maybe a path across the park to it? I really love the idea of a more accessible gazebo/covered space. I think the proposed picture is too modern. I would like to see the park retain its charm. The improvements would create a more desirable gathering place and would also provide a magnet to draw people to our downtown business district. Replacement time has come, but the proposal looks way too modern for the rustic appeal of Creede.I would prefer a solid paving selection. The stones are beautiful, but overtime can lead to dangerous walking. I love Creede, but am sorry to say the pedestrian accomadations are very dangerous. Twice my father tripped and fell on uneven surfaces. I know sidewalk repair in snow country is difficult to stay up with, but something must be done to avoid serious injury or lawsuits. enjoy the park. With those improvements, family walks, being able to participate , wow. Hanging out, lunch with friends, play with kids during festivals/events I'm not sure how our usage would change but PLEASE do not remove the ore "train". Our daughter enjoyed it as a child and now her son enjoys it. More events only the memorial day and veterans day stuff the elks do The same way as we have always used it. I like walking by, through, and within Basam Park regularly. Not daily, but regularly. I have enjoyed special activities within the park, and have dreams of singing for folks from the gazebo! I use the restroom at times, but would like to see it kept much cleaner. It needs a woman's touch! The new design is perfect for our choir performances as well as any other potential music shows! Family picnics, events and meeting place Never Attend events and enjoy ! I'd love to be a part of the music at the gazebo! Restrooms, sculpture garden, flowers, music Picnics, bake sales, community gatherings such as for Memorial Day or Veterans Day. Weddings birthday parties etc. I do nothing in the park except walk through maybe once a month. I would love to come and feel relaxed there and have more options for seating areas. I think the days of 92 area is not utilized the way it should be either. Such a big space for a two time event for the year? I feel that needs to be cleaned up and look a lot nicer then it does and also use some of that space for the park. Picnics. A cleaner look will invite myself and others to use the facilities more often Group jazzercise classes Use it more. I think using the park as a gateway to creede heritage, the historical society and as a gathering place for families and community functions, however limiting the space may be, would be an asset for the community and visitors. Extending the park around the historical

museum would help people navigate their way to it, enlarge the grounds and provide more green space for multiple uses. I would have meetings in the park, gather for family get together, although it is not very private, rest and relax in a cozy aesthetic spot, enjoy the passers buy, or listen to music performed in the gazebo. In my mind the purpose should be a town center, for visitors and locals to meet, rest, sit, observe, learn about Creede, its culture and environs. Music and art events, picnics, and resting. parties, pictures and just hanging out with friends and family Same as always. Rest picnic etc... Would like to have more art/outdoor performance events. Maybe tie-ins with exhibits in historical society during the summer. We would use as a central meeting place for picnics. Or a place to view/participate in community events. I know the Community Choir would benefit from having a covered performance space for Memorial Day and Veterans Day performances. I'm sure other formal and informal groups too could gather here. I currently don't use the park much unless I'm attending an event or just needing a place to rest while in town (and usually I sit at the picnic table near the sidewalk). I think the park needs to have ample trash receptacles and benches. Happy to volunteer Music, events, art in the park, memorials. When it is updated. Don't mess with the train! Music events. One thing I enjoy about the park is seeing people enjoying lunch at the tables. The trees provide the perfect shade. I think it would be great to use for performances, gatherings, meetings Uses to include additional community activities, including musical events, etc. It's always the 'meeting' spot when doing our Creede errand/shopping time. Great place to cool off and people/dog watch in this wonderful location. Improvements to this area could create environmental education spaces, and some special event usage. Also, I would be able to use it for picnics. Visit and enjoy the area more frequently. This park is great for family get togethers.

I just wanted to clarify a few things...there are no designs yet, the picture is just a brainstorming sketch for the grant application. Professional design

services will be procured for the project through a bid process. Also, I wont be responding to individual comments, but keep them coming (especially in the survey)! I'm aggregating them for consideration by the Board of Trustees as well as the Basham Park Team, the folks who review the GOCO grant, and the designers so that we can get a good idea of what is desired in the park. Why not pay local builders/tradesmen to refurbish the existing structure, install some appropriate lights, maybe a fan in the middle, improve the surround seating, etc? What we currently have could absolutely be made very attractive and functional. If wheelchair access is a need, you could lower the existing structure and add a small ramp... "Professional design services"? Please, when do we STOP SQUANDERING tax monies? There are local builders that can better design what works best for Creede.
