Focus on welfare and quality of life of disadvantaged groups Alignment with national policy Collaborative approaches and partnership working Demonstrate added value/value for money Demonstrate a clear need for (a) the proposal and (b) the

funding requested Clear and concise proposal with clearly defined outputs and

outcomes that will happen as a direct result of the funding provided
