APPENDIX 'XXI'

PRO FORMA OF THE PROGRAMME OF-CEREMONIES TO BE OBSERVEDON THE OCCASION OF THE ADMINISTRATION OF THE OATH OF

OFFICE AND OF SECRECY TO THE CHIEF MINISTER-DESIGNATEAND MINISTERS-DESIGNATE OF THE STATE OF PUNJAB

ON (DATE)

The Oa ths of Office and of Secrecy will be administered to the Chief Minister!Ministers-Designate by the Governor, Punjab, at Punjab Raj Bhawan, Chandigarh,

(2) The invitees will assemble in (specific place) in PunjabRaj Bhawan, not later than (time).

(3) The Governor, Punjab, will enter the Swearing-in-ceremony Venueand pro-ceed to the dais in procession.

All present will rise as the GOVernor enters the venue and will remainstanding until the Governor has taken his seat on the dais.

(4) The Chief Secretary to Government, Punjab, will then advance to the daisand request permission of the Governor to open the proceedings,

(5) On permission being gran ted, Shri (theChief Minister-designate) will be conducted and presented to the Governor, Punjab,by the Chief Secretary to Government, Punjab.

The Governor, Punjab, will rise from his seat.

(6) The Chief Secretary to Government, Punjab, will then hand OVerto theGovernor, Punjab, the Oaths of Office and of Secrecy (Form 'A' and Form 'B' below)and return to his place. The Governor, Punjab, will then read aloud the prescribedforms of Oaths of Office and of Secrecy and Shri (theChief Minister-Designate) will repeat them, sentence by sentence, after the Governor.Ther-eafter, the Chief Minister, Punjab, shall occupy a seat beside the Governor onthe dais.

After the Swearing-in ceremony of the Chief Minister, the Chief Secretary toGovernment, Punjab, shall announce the names of other Ministers-designateaccording to their seniority one by one, who would come from their places to the daiswhere they will be presented to the Governor. The GOVernor shall then administerthe Oaths of Office and of Secrecy in the same manner.

(7) Each Minister will take his seat near the dais after the oaths are adminis-tered.

(8) After the Oaths have been administered to the Chief Minister and Minis-ters, the Governor, Punjab, will resume his seat.

ir,I am directed to invite your attention to the marginally noted communications

.garding use of distinctive flags on motor cars by the Punjab Government Officersrhen travelling within the areas of their jurisdiction and to say that since these inst-ictions were issued long ago, it has been decided to bring these to the notice of al1gain in the form of a consolidated circular letter :-

(I) Chief Secretary/Financial Commissioners, Punjab-

Chief Secretary to Government, Punjab and the Financial Commissioner, Pun-ib, can fly distinctive personal flags on their cars. The flag should be rectangular,inches long and 6 inches wide. In the centre of the flag there should be the Ashoka 1'hakra of the same design as is used in the National Flag. The diameter of the Chakrahall be 2 inches. The words "Chief Secretary/Financial Commisioner" shall bembossed above the Ashoka Chakra in a somewhat semi-circular form and the wordPunjab" should be embossed below the Chakra in a straight line. The size of eachstter should be one inch and its thickness 15 inch. The distance between the wordsCheif Secretary/Financial Commissioner" and the Chakra at the top of the Chakrand "Punjab" at its bottom should be 1inch in each case from the middle of the outer .ircle of the Chakra. There shall be a distance of one inch at the beginning of therords "Chief Secretary/Financial Commissioner" and one inch at the end of the words,nd a distance of 2i inches at either side of the word' 'Punjab". The flag should be ofght aero blue woollen cloth and the Chakra and the words should be embossed inark blue silken thread.

2. The Police Officers will fly flags in accordance with the instructions issuedby the Inspector-General of Police, Punjab,-vide his letter No. 23708-A, dated the28th November, 1950.

3. It is, therefore, requested that the use of distinctive flags by allother officers of the Government and Executive Heads/Officers of theState Government Undertakings, Semi-Government Bodies, Corporations,Universities and Boards should be stopped forthwith the strict action should be takenagainst those violating these instructions. These instructions may kindly be broughtto the notice of all concerned and it may be ensured that all unauthorised flags postsand lights on the vehicles of the officers etc., who arc not entitled to fly distinctive flagsare also removed.

In continuation ofthe instructions issued,--vlde Punjab GOVernment letter No.15/2/78-POL(I)/21117, dated 23rd June, 1978, on the subject noted above, I amdirected to say that the Government have taken the following decisions for strict com-pliance by all the concerned :-.

(i) Red V.I.P. lights on the cars be installed en cars of authorised personsonly.

(ii) Mercury lights on all cars be removed.

(iii) Flags on the cars of officers should be unfurled in their jurisdiction only.Even the rod meant for flags on cars should not be allowed on thecars of persons who are not autho rised to have flags on cars.

(iv) Coloured, blinding lights and mercury lights used on some trucks andbuses should be banned.
