WSDOT Public Art Policy Design development phase will be constrained by the WSDOT Public Art Policy.
Some local jurisdictions dedicate a percentage of their project budgets for art. However Section 40 of the State Constitution specifies that gas tax money must be used for a “highway purpose.” Therefore, public art beyond WSDOT standard design is typically funded by communities or other entities outside of WSDOT.
Designers will need to acquaint themselves with the policy, provide a Public Art Plan, and justify the requirements.
Reference the WSDOT Design Manual M 22-01.11 Chapter 950 Public Art Policy
Scenic Vistas Act Designers will encounter constraints in the Scenic Vistas Act. The law protects travelers from distracting and unsafe messaging. The law was initially formed in the President Johnson administration and was championed by the First Lady under the notion of beautifying American.

Conceptual Focus Area Program SummaryThe sketch of NSC and Children of the Sun elements and features on the map are conceptual ideas of what could happen in this Focus Area based on community engagement in the Charrettes, Collaboration Team Workshops, and Public Meetings.
O V E RV I E WResidents and visitors use the recreation facilities north of the Hillyard Historic Business District to swim, skate, and play with friends and neighbors. Placemaking evaluations and charrette results show a desire for trail amenities and design treatments of the NSC stormwater facility that improve the safety, visual impact, and connectivity of the area and its features. The community identified themes and natural features to be integrated in design of NSC and Children of the Sun Trail elements that include the historic railroad and associated buildings and views of Mt. Spokane, Mt. Baldy, and Beacon Hill. The conceptual design shows potential landscaping of the stormwater facility and a trail connection plaza with seating and other features.
A P P L I C A B L E N S C S T I C K E R O P T I O N SIn the charrettes, participants used color-coded stickers to indicate types and styles of features and elements they would like to see in the neighborhoods surrounding the NSC and Children of the Sun Trail. The following photos are the features and elements that have been repeatedly selected by neighborhood residents in the workshops and meetings following the Charrettes.

Conceptual Focus Area Program SummaryThe sketch of NSC and Children of the Sun elements and features on the map are conceptual ideas of what could happen in this Focus Area based on community engagement in the Charrettes, Collaboration Team Workshops, and Public Meetings.
O V E RV I E WThe cultural center of Hillyard attracts residents and visitors to shop, eat, and mingle at the stores and events hosted on Market St. Placemaking evaluations show a need to protect, enhance, and diversify businesses along Market St as well as improve pedestrian safety and access to the area. The community has identified the historic railroad as an important theme for design of NSC and Children of the Sun Trail elements. The community desires to connect the Trail to the district via the railroad museum at Queen St, street ends, and stores along the NSC and Trail alignments. The community is interested in natural features like Mt. St. Michaels and Beacon Hill, though visual connections to these features are not as important as a “good wall” (visual barrier) between the District and the NSC. The conceptual design shows landscaping and a visual mitigation wall between the Children of the Sun Trail and NSC and a trail connection plaza with various amenities.

O V E RV I E WResidents and workers use this important intersection to move between East and West Hillyard to access work, home, local shopping, and recreational amenities. Placemaking evaluations show a need for traffic control elements and improved facilities for the safe mobility of vehicles and pedestrians. The community identified this area as a place to transition from the railroad theme in Hillyard to a Wild Horse Prairie theme, represented by artistic elements and gateway and wayfinding features. The community highlighted the need for lighting to increase safety of travelers. The conceptual design shows the sidewalk alignment, the trail alignment, trail plaza, pedestrian bridge over Wellesley, potential locations for artistic and landscape elements, and lighting under the NSC overpasses on Wellesley.

Conceptual Focus Area Program SummaryThe sketch of NSC and Children of the Sun elements and features on the map are conceptual ideas of what could happen in this Focus Area based on community engagement in the Charrettes, Collaboration Team Workshops, and Public Meetings.
O V E RV I E WThe Garland Avenue pedestrian bridge will provide a connection enabling neighborhood residents to walk or ride bikes to destinations on either side of the NSC. Residents, visitors, and school children have emphasized the importance of the bridge’s connection to residential areas, parks, schools, and the Marketplace shopping center as well as the importance of increasing safety in the area for travelers on and around the bridge. The community identified Wild Horse and basalt themes as desirable in the design of NSC and Children of the Sun Trail elements as well as integration of low-maintenance landscaping and other “green” features (mainly as a barrier between the NSC and the Trail and neighborhoods). The community showed interest in creating a bridge that is also a gateway feature to establish and celebrate the identity of the adjacent neighborhoods. The conceptual design includes the bridge and enhancing features like plazas, iconic elements, landscaping, wayfinding and trail amenities, and retaining and noise walls. The community also showed interest in a paved path to connect the bridge to Freya Street, facilitating movement to Esmeralda Golf Course, Minnehaha Park, and Beacon Hill.

O V E RV I E WSouth Market Street is a busy arterial with a variety of restaurants and commercial services that people drive to and through to get to their destinations. Placemaking evaluations show a need for more balanced transportation facilities that consider the needs of pedestrians and limit conflicts with vehicle traffic, especially on Euclid Avenue and Market Street. The community identified the intersection of the NSC and Children of the Sun Trail and Euclid Avenue as an area for artistic elements that may enhance or be incorporated into the NSC and Children of the Sun Trail design. The desired thematic aspects of the design are influenced by Native American history, inspiring themes that relate to Wild Horses and the history of the area as gathering place. The conceptual design includes enhancing features like a trail connection plaza, iconic elements, call box and information kiosk, a wayfinding gateway landmark, a shelter, retaining wall landscaping features, and NSC under-bridge surface treatments, with murals and a climbing wall.

O V E RV I E WIllinois Avenue connects Bemiss to central Spokane at the top of a scenic bluff. Placemaking evaluations and charrette results show a desire for the street to become a route for pedestrians and bicyclists to travel between destinations in Spokane on either side of the NSC. This potential connection has been explored as one of several “Auxiliary Routes” in the 2018 Collaboration Team process. The community identified thematic design characteristicsinfluenced by Native American history, inspiring themes that relate to Wild Horses and the history of the area as gathering place, and are interested in enhancing the natural vegetation and views that the bluff offers. The conceptual design explores what a pedestrian / bicycle route and supporting amenities could look like through a trail connection plaza and associated amenities, landscaping, and a pedestrian / bicycle connection to the east side of the NSC. The conceptual design also indicates which features are associated with the Auxiliary Route and not specifically with the NSC project.
A P P L I C A B L E N S C S T I C K E R O P T I O N SIn the charrettes, participants used color-coded stickers to indicate types and styles of features and elements they would like to see in the neighborhoods surrounding the NSC and Children of the Sun Trail. The following photos are the features and elements that have been repeatedly selected by neighborhood residents in the workshops and meetings following the Charrettes.

These items have been determined to not be buildable or fundable by the NSC project, particularly the crossings of the corridor itself. Therefore, these auxiliary route concepts have been moved to the "10% bucket" (good idea but not buildable by the NSC). However, there is high community interest in these connections and they are good candidates for further championing by the community.

O V E RV I E WResidents and visitors drive, walk, and bike over the Greene Street Bridge to cross the Spokane River. Pedestrians and bicyclists pass under the bridge on the Centennial Trail, where they can view the historic arches and the river. The community identified this area as an important connection point between the Children of the Sun Trail, the Centennial Trail, Tuffy’s Trail, and the future Millwood Trail. These trails and nearby streets connect pedestrians and bicyclists to many destinations in Spokane, including Spokane Community College on the south side of the river. The river itself is also a destination and the community has identified features that help the community interact with the river and take advantage of the large space underneath the elevated section of the NSC. Desired themes for design tie together the Spokane River, inhabitants of the river such as the Red Band Trout, nature in general, the history of the area, and education. The conceptual design includes a pedestrian / bicycle bridge over the river, a trail connection plaza with terraced, amphitheater-style seating and a dog park. These elements are enhanced with bathrooms and other trail plaza amenities, landscaping features throughout the area including the stormwater areas, and lighting.

IMPLEMENTATION
Project Delivery Methods It’s anticipated the project will be delivered through Design Build (DB) methods. Designers should reference the WSDOT Design Build Manual M 22-01.15 for details.
DB methods typically call for the production of Architectural Standards. The standards are part of the project requirements and are developed based on the Focus Area Programs. It is a technical document that passes on the project needs to the project designers and builders.
The architectural standards include:
1.) Technical requirements such as color and materials. 2.) Character requirements such as thematic subject matter.
Public/Private Partnerships The project needs call for public/private spaces. These are programmed uses within the focus area connection plazas. The common example of this use is the ‘food truck’, where a mobile restaurant provides services in a public space. These activities are regulated and legally complex.
The WSDOT Transportation Partnerships Office will provide guidance to designers. The agency seeks to combine traditional roles of business and government. They will provide project advice and analysis, aide in project development and act as liaison between the State and the private sector.

Introduction
The “US 395 North Spokane Corridor (NSC) Placemaking Design Concepts Priority
Ranking Survey” was open for two weeks from October 17 to October 31, 2018. The survey and
results are divided up into seven different focus areas: 1.) North Hillyard, 2.) Historic Hillyard
Business District, 3.) Wellesley Ave., 4.) Garland Ave., 5.) South Market/ Euclid, 6.) Illinois Ave,
and 7.) Greene Street. These focus areas are located in order from farthest north progressing
south to the Spokane River in northeast Spokane, Washington. For the survey, each focus area
included area map with a hand drawn placemaking sketches, narrative about the community
vision, placemaking picture options, and approximate cost estimates to build feature.
The maps for the NSC Focus Area Placemaking Concepts show conceptual ideas for
features that were determined by the Community Charrette and Placemaking Collaboration
process. These features enhance Placemaking aspects of the focus areas and the Children of the
Sun Trail. A number of the features appear in every focus area and support wayfinding,
community gateways and access to the Children of the Sun Trail. Because of this commonality,
they are identified as a high priority and are very likely to be constructed with initially available
North Spokane Corridor funding – these are identified as Placemaking Infrastructure.
Other conceptual Placemaking features have also been identified. Although funding may
not be initially available to fully construct these other features, WSDOT is interested in
determining community perspectives on construction priority for these additional
features. Therefore, the NSC Team created this survey to gauge overall community priorities for
specific features in the focus areas.
The placemaking features have very close scores throughout the entire survey with the
highest priority scoring only slightly more than the alternative features. The scores are based on
an average weighted calculation (through SurveyMonkey.com), where the largest score = high
rank/high priority. Due to some scores being very similar, the results may suggest that all of the
“additional placemaking features” are important to community members.

Comments reflected a desire to have natural and native to Spokane landscaping that is low cost
and requires limited maintenance.

Participants suggested a variety of local organizations and corporate sponsorships to implement
and/or maintain placemaking features such as: Avista, Spokane Trails Association, Spokane
Riverkeepers, Boy Scouts, Humane Society, STA, Washington Trust Bank and several others.
