BACKGROUND & METHODOLOGY
In October 2016, the City of Winnipeg initiated a public engagement process to present stakeholders with project information on the Saskatchewan Avenue Road Reconstruction and Sturgeon Creek Culvert Replacement. HTFC Planning & Design led the public engagement process and facilitated the Open House with representatives from TetraTech and the City of Winnipeg. The public was invited to come and learn about the project and provide feedback on the proposed bridge construction, road reconstruction, and pathways, and to be notified on the construction timeline and traffic management during the closure of Saskatchewan Avenue.
Project Website In October 2016, a project website was developed to provide background information and the project timeline: http://www.winnipeg.ca/publicworks/construction/studies/SaskSturgeonCulvert.stm. The Open House event was promoted through the project website and information presented at the Open House was posted to the website as well. Effort was made to have the open house materials posted 5 days prior to the public event. A public feedback form was collected at the event and a similar feedback survey was made available on-line for two weeks post-event. The following describes the process and results of these public engagement events.
General Public NotificationNotification of the Open House event was made via the following methods with assistance from the City of Winnipeg Corporate Communications department:
• Canada Post direct home mail delivery (approx. 2060 homes);• CanStar Newspaper advertisement; • Social Media through City of Winnipeg (Facebook and Twitter);• Emails from the City of Winnipeg, and Stakeholder organizations• Posters displayed at Voyageur School, Heritage Victoria Community Centre, and the Assiniboine Memorial Curling Club

Cards promoting the project website were made available at the open house event.

Public Open House
Date: October 19, 2016 Location: Assiniboine Memorial Curling Club – 940 Vimy RoadAttendees: 40
An Open House was held to present the proposed design for Saskatchewan Avenue culvert replacement and the Active Transportation upgrades. Attendees were invited to view a total of 7 presentation boards that described the project background, proposed bridge construction (single or multi-span), road reconstruction, pathway concepts, construction schedule, environmental management, and answers to some frequently asked questions. A laptop was also set up to show a video (on a loop) of the project area during times of high water events. The video was used to visually demonstrate the need for a culvert replacement, which would reduce the severity of flood events. Members of the consultant team and City of Winnipeg project staff were on hand to answer questions and explain the project works.

A Feedback Form was administered at the Open House. The objective of the feedback tool was to capture stakeholders’ opinions of: the proposed culvert replacement and proposed bridge design; Active Transportation upgrades and current use; how informed they feel about the project, where they heard about the open house, and their satisfaction of the process. Similar feedback questions were posted to the project website along with the presentation boards. The computer survey program, Survey Monkey, was used to collect on-line participation. A sample of the Feedback form is included in Appendix C.

Active Transportation PathwayAn equal amount of respondents (41%) stated they use the cycling and pedestrian trails within the project limits either daily or weekly, or occasionally. Less than one fifth of respondents (18%) stated they never use the trails.

A number of respondents indicated they wish to receive project updates. This list of email and mailing addresses has been forwarded to the City of Winnipeg Office of Public Engagement and the prime consultant at Tetra Tech. Satisfaction with ProcessRespondents were asked about their satisfaction regarding the Open House event. The majority (44%) felt very satisfied, a quarter (25%) felt somewhat satisfied, and the remainder did not attend. No respondents indicated that they felt “not very satisfied” or “not at all satisfied”.

Summary: [A few sentences on how the event went, any issues that arose and how they were deal with]
The event was a success. Several interested participants were at the venue before the event was set up. The video was set up on a laptop as part of the open house and provided an interesting, informative reference to the issue the project is trying to address. The Ward Councilor and his Executive Assistant attended the Open House. As a bonus – several area residents who came for evening curling also took in the Open House event. The Curling Club was very generous to support the Open House with free use of the space and the club manager was helpful.
Key Issues/Things to keep in mind for future public engagement:[List issues that were brought up by the public that should be noted and paid attention to in future public engagement activities]
Generally there is strong support for the AT design. Some concerns about need for lighting on the pathway, winter maintenance concerns and riverbank naturalization. Other concerns/issues out of scope of study – re: neighbourhood housing developments, further repairs to Saskatchewan Ave and tax/budget implications. Some members of the public were interested about the overall project to cost/budget. Taxpayers are interested at anytime to know the general scope of projects, how they are funded. Some comments received were critical of the length of time for construction.
Lessons Learned:[List lessons learned. This may include anything from how to deal with flow of the room, catering options, or discussing issues with the public.]
People gravitate to visual images and maps. The laptop display of a 60 second looping video had significant impact within the overall presentation. The 3D modeling image of the bridge structure and AT path design was key to describing the project. Don’t underestimate the impact of community newspapers (CanStar) for people to receive notification of upcoming public events (especially older adults). Two different attendees arrived with the advertisement clipped from the Metro One. Posters were sent to the local school, community clubs, and the venue (curling club) in advance. Some parents noted the poster in the school as to where they heard about the project and the event. Curling clubs are a good option to explore for open houses that may have a smaller draw.Everyone appreciates a cup of coffee and good cookie.

As part of this project, consideration will be made for expanding the City’s multi-use path network, with enhancements to pedestrian and cycling facilities along Sturgeon Creek, and Saskatchewan Avenue.

The box culvert at Saskatchewan Avenue has been found to be hydraulically deficient to handle Sturgeon Creek flows during spring run-off and heavy rain event conditions. Between Hamilton Avenue and Cavalier Drive the road is in fair to poor condition. A study is required to develop a preliminary design for replacement of the culvert with a high-level bridge, and re-construction or rehabilitation of the road.
Project Objectives
The study consists of hydraulic investigations, geotechnical investigation, utilities assessment, and the development of a replacement structure and road re-construction/rehabilitation concepts. The primary objective of the project is to develop a preferred preliminary design, which improves the flow of Sturgeon Creek, prevents Saskatchewan Avenue from flooding and improves road conditions. Upgrades to the multi-use pathway system to the east and west of Sturgeon Creek and along Saskatchewan Avenue will also be explored.

That it loops around the creek, thus, connecting the Yellow Ribbon Greenway with the existing Sturgeon Creek Greenway path that continues along the creek heading south towards Grace Hospital and beyond.

Well done!! Keep up the great work and great ideas. As an active 50-plus citizen, I cycle the existing pathways extensively and welcome new ideas and proposed pathways moving forward. Now, "get me out of the north end" with a connected AT multi-use pathway to the other networks in the city.

I like the idea of a sidewalk extending from Cavalier to the trails along Sturgeon Creek, as well as going over the bridge to the east side paths. Overall, very impressed with the proposal.

No mention of having lights which would provide a safety measure during evenings in the winter.

Saskatchewan Ave is a mess from Morey to Buchanan and fixing a couple of kilometres is a drop in the bucket. As a busy regional feeder road, more effort should be taken to re-surface the entire length of it.

I would like to be able to pass under bridge in a canoe if bridge height and water levels permit. Keeping growth on both sides of the creek is important for wildlife. Height of pathways should be adequate to keep dry for the majority of the year, spring flooding is understandable
