1 Introduction

An alternative viaduct design is proposed for the M4 Widening project in the vicinity of the viaduct, between chainage 800 to 2800. The proposed changes include both horizontal and vertical refinements of the concept design that was assessed in the EIS for the project.

The viaduct is shown in Figure 1. The existing M4 Motorway is shown in red and the EIS concept design inclusive of the refinements is shown in blue.

The main changes in the potential alternative viaduct design are at the two locations indicated in Figure 1 above. In both locations the viaduct has been straightened from the concept design assessed in the EIS, which moves the new viaduct further to the south. Changes to the vertical alignment of the new viaduct have also been made along its length and these differences are also assessed.

The purpose of this report is to reassess the impact of the potential alternative viaduct design compared to the 'No Build' scenario. This report will form part of a Preferred Infrastructure Report (PIR) for the potential alternative viaduct design submitted to Planning along with the submissions report.

The proposed changes to the viaduct design are limited to Noise Catchment Areas NCA.A2_07N to the north of the viaduct and NCA.A2_07S to the south.

2 Assessment

The operational noise impacts for the concept design of the M4 Widening project were assessed in the EIS for the project. This letter report therefore forms an addendum to the EIS and presents the likely impacts and changes in noise level associated with the potential alternative viaduct design. This document will be submitted along with the submissions report for the project.

The impact of the potential alternative viaduct design has been assessed by comparing the predicted sensitive receiver noise levels for the No Build and Build situations in the controlling 2027 daytime assessment scenario.

A comparison of the predicted noise levels in the controlling scenario between the EIS concept design and the potential alternative viaduct design has also been completed for reference.

The results from the assessment are summarised below in Table 1 and Table 2. The tables provide assessment results for the controlling daytime 2027 scenario only.

Discussion – Barrier Optimisation

For the potential alternative viaduct design the assessment includes a 4.0 m high noise barrier (NW.A02.WB02). The 4.0 m high noise barrier terminates at either end in approximately the same location for both the EIS and the potential alternative viaduct designs.

It is noted that noise barrier (referred to as NW.A02.WB02 in the EIS) has been optimised in its location on the southern edge of the potential alternative viaduct design, in accordance with ENMM and RMS procedures. This process resulted in a barrier height of 4.0 m height being recommended for the alternative design.

The barrier height for the potential alternative viaduct design is the same as the recommended barrier height for the EIS concept design.

The noise metrics calculated for the noise wall optimisation process, were virtually identical between the EIS concept design and the potential alternative viaduct design. The noise wall optimisation does not appear to be sensitive to the small movements of the alignment proposed in the potential alternative viaduct design.

With reference to Table 1, the potential alternative viaduct design is predicted to result in the following:

Impacts are most apparent to the south of the viaduct in NCA.A02_07S.

In the NCA to the south, approximately 20 additional receivers are predicted to be subject to noise levels above the RNP goals.

The increases to the south result from a combination of the new viaduct moving closer to sensitive receivers and also due to a wider line-of-sight being opened up to the existing viaduct in some locations.

In the NCA to the north, there is typically a marginal reduction in noise levels and corresponding RNP exceedances.

No receivers are predicted to be subject to an increase of more than 2 dB between the No Build and Build scenarios for either the EIS concept design or the potential alternative viaduct design to the south or north of the viaduct.

With reference to the Table 2, the potential alternative viaduct design is predicted to result in the following:

To the south, eight additional property treatments are predicted over the number presented for the EIS concept design for the Final Build scenario. This is likely a result of the new viaduct section being situated slightly closer to these residents.

A marginal reduction of two property treatments is apparent in the northern catchment over the number presented for the EIS concept Final Build scenario. This is likely a result of the new viaduct section being situated slightly further away from these residents.

Between the Build and Final Build scenarios no change in residential property treatments is identified for the northern catchment when comparing the two designs.

For the southern catchment there is a greater change between the Build and Final Build property treatments for the EIS design compared to the potential alternative viaduct design. This is likely the result of the new viaduct section being situated slightly closer to residents in the alternative design.

Discussion – Change in Noise Level from EIS Design

With regard to the likely change in receiver noise levels, Figure 2, Figure 3 and Figure 4 present the difference from the predicted noise levels for the EIS concept design. Negative results correspond to receivers with a reduction in noise for the potential alternative viaduct design, whilst positive results correspond to an increase.

Reference should also be made to the Change in Noise Level noise map appended to this report.

Reference to the above shows that for the majority of receivers, a marginal change in noise level is predicted as a result of the potential alternative viaduct design.

Larger increases (but still typically not significant) are apparent for the receivers to the south of the viaduct than the north. These increases are adjacent to the two locations where the alignment has been shifted.

In summary, 104 receivers are predicted to experience an increase of >0.5 dB for the potential alternative viaduct design, whilst 16 are predicted to be subject to an increase of >1.0 dB.

3 Conclusion

Noise levels have been predicted and assessed for the proposed alternative design of the viaduct for the WCX M4 Widening project.

The impact from the potential alternative viaduct design is most apparent to the south of the viaduct in NCA.A2_07S. In this catchment, eight additional property treatments are identified with the alternative design.

To the north, there is typically a marginal reduction in noise levels and corresponding exceedances, with a reduction of two property treatments.

When comparing the potential alternative viaduct design with the EIS concept design, a marginal change in noise level is predicted at the majority of receivers.

The change in noise impacts between the two designs is considered to be very low.
