Special-Status Plant Survey

Introduction Nevada Irrigation District’s (NID’s) proposed DS Canal Flume Replacement Project (proposed project) is located in Nevada County, California (Figure 1). The proposed project area encompasses approximately 1.5 miles of NID’s DS Canal located approximately 1 mile south of Nevada City in the northern Sierra Nevada foothill region. The proposed project area includes eight flumes (Flumes 13 through 19 and Flume 23) that span eight drainages of varying widths as well the berms on either side of the canal (Figure 2). The Gracie Road crossing, existing twin culverts, will be replaced as part of this project.

ICF Jones & Stokes botanists Ramona Robison and Lisa Webber conducted spring and summer botanical surveys throughout the proposed project area to determine whether any special-status plants are present.

Project Description The project area is in the Sierra Nevada foothill region at approximately 2,900 feet (885 meters) above mean sea level (msl) in elevation, and the surrounding topography is hilly. Rural residences are present along most of the proposed project area. The eastern end of the project (Flume 13) is located south of Banner Mountain Trail, and the canal continues west from that location, crosses under Gracie Road, and ends near Apple Orchard Lane (Flume 23). The proposed project area includes potential access roads and staging areas.

This proposed project consists of the replacement of the eight elevated wood-supported metal flumes along the DS Canal with steel supported, elevated 72-inch pipe flumes. The existing flumes connect the DS Canal, where it spans natural drainages, to provide gravity flow along the course of the canal. The Gracie Road crossing twin culvert is proposed to be replaced with a box culvert of similar size pipe. Changes to the DS Canal itself will be limited to the areas immediately adjacent to the upstream and downstream ends of the flumes. At those locations, short stretches of canal may be relocated and the flume entry and exit points will be shotcreted (that is, lined with air blown concrete) in order to avoid erosion. This project does not include shotcreting or otherwise changing any other portions of the DS Canal other than as discussed in this project. Work will be limited to the areas adjoining the eight flumes.

Methods Prior to the field investigation, a records search of the California Native Plant Society’s (CNPS) online Inventory of Rare and Endangered Plants (California Native Plant Society 2008) and the California Natural Diversity Database (CNDDB) was conducted (California Natural Diversity Database 2008). The records search included the Grass Valley USGS quad map and the following quads surrounding it: French Corral, Nevada City, North Bloomfield, Chicago Park, Colfax, Lake Combie, Wolf, and Rough and Ready. The records searches identified 15 special-status plant species as having the potential to occur in the project area. Table 1 lists the legal status, habitat and bloom times, and likelihood of each special status plant species to occur within the project area. Six of the 15 special-status species listed in Table 1 have the potential to occur in the proposed project area:

Brandegee’s clarkia (Clarkia biloba ssp. brandegeeae),

Butte County fritillary (Fritillaria eastwoodiae),

red-anthered rush (Juncus marginatus var. marginatus),

Cantelow’s lewisia (Lewisia cantelovii),

bog club-moss (Lycopodiella inundata), and

brownish-beaked rush (Rhynchospora capitellata).

The other nine special-status plant species are either out of elevational range or have specific habitat (mesic grassland and woodland) or microhabitat requirements that are not present in the project area (e.g., gabbroic soils or serpentinite). The two mosses identified in the records searches, Norris’ beard-moss (Didymodon norrisii) and elongate copper moss (Mielichhoferia macrocarpa) have specific habitat requirements that do not occur in the project area. Both grow on wet rock outcrops, and the elongate copper moss is usually found beside or behind waterfalls (Vitt et al. 1988).

Ms. Robison and Ms. Webber, accompanied by Ms. Tonia Tabucchi Herrera of NID, conducted the three special-status plant surveys on April 16, May 28, and July 25, 2008. The timing of the surveys coincided with the recorded blooming periods for all of the special-status plant species identified during the prefield investigation as having the potential to occur in the project area (California Native Plant Society 2008). The botanists and Ms. Herrera walked throughout the proposed project area, including the flume replacement areas, along the canal berms, and access roads that encompassed the potential extent of disturbance.

Results A list of plants observed during the three plant surveys (Table 2) and photographs of the project area (Appendix A) are included with this report. No

special-status plants or natural communities of concern were observed during the survey. Some plants were observed in the same genera as those on the list of special-status plants with potential to occur in the project area, but all were examined to determine their particular species to ensure that they were not members of the special-status species. During the April survey, the botanists observed brown bells (Fritillaria micrantha), which is similar to Butte County fritillary (F. eastwoodiae), but has distinctly recurved style branches. In addition, Butte County fritillary has petals that are more reflexed and red-orange in color that those in the specimen observed in the project area (see the photograph in Appendix A).

The vegetation communities observed during the survey are described below.

Vegetation Communities Starting at the eastern end of the project, flumes 13 through 19 are located in the lower montane coniferous forest (mixed conifer series, Sawyer and Keeler-Wolf 1995) vegetation community. The mixed coniferous forest is dominated by ponderosa pine (Pinus ponderosa), incense cedar (Calocedrus decurrens), white fir (Abies concolor), and Douglas fir (Pseudotsuga menziesii). Other tree species common in the proposed project area are California black oak (Quercus kelloggii), madrone (Arbutus menziesii) and mountain dogwood (Cornus nuttallii). Common species found in the understory are whiteleaf manzanita (Arctostaphylos viscida), creeping snowberry (Symphoricarpos mollis), mountain misery (Chamaebatia foliolosa), poison oak (Toxicodendron diversilobum) and hazelnut (Corylus cornuta var. californica). In disturbed areas located along the canal access road Scotch broom (Cytisus scoparius), non-native annual grasses, bracken fern (Pteridium aquilinum var. pubescens) and lupines (Lupinus spp.) are present in the open upland areas.

In drainages and ravines where natural streams cross under the flumes more mesic vegetation is present. Most of the drainages below the flumes are v-shaped and consist of a narrow channel with a bed and bank that has intermittent water flow. Some of the species observed in these areas include bleeding hearts (Dicentra formosa), rushes (Juncus spp.), and nut sedge (Cyperus eragrostis). The drainage spanned by flume 16 was the only drainage with a floodplain with riparian vegetation. White alder (Alnus rhombifolia) dominated the canopy with curly dock (Rumex crispus) in the herbaceous layer.

Flume 23 is located in the lower montane coniferous forest (black oak series, Sawyer and Keeler-Wolf 1995) biological community. This habitat at flume 23 is similar to lower montane coniferous forest habitat identified for flumes 13 through19, except that black oak is the dominant tree species. Other species observed in that location were bigleaf maple (Acer macrophyllum), black walnut (Juglans californica var. hindsii), English ivy (Hedera helix), Himalaya blackberry (Rubus discolor) and periwinkle (Vinca major). is at the mouth of a pond located below the flume and is fed by a seep uphill of the flume.

Conclusions No special-status plants occur within the project area. Since botanical surveys were conducted during the bloom time of special-status plants potentially occurring within the project area, no additional surveys are recommended. The proposed construction activities within the project area would not have an effect on special-status plants.
