KC Engineering has completed the review of the design speed in connection with the referenced project. The weekday off-peak spot speed data utilized for the analysis was collected on Thursday, April 27, 2017.

The Functional Classification of the Nassau Expressway section within the project limits is “Urban Arterial-Other”, with maximum design speed of 40 mph.

Based on our analysis we have determined the anticipated (post-construction) design speed (operating speed) as follows:

Nassau Expressway Northbound:

40 mph is consistent with the off peak 85th percentile speed within the range of functional class speeds for the terrain and volume.

Nassau Expressway Southbound:

40 mph is consistent with the off peak 85th percentile speed within the range of functional class speeds for the terrain and volume.

Reference: PIN 0772.14 (Nassau Expressway) – Bay Boulevard Speed Study

The purpose of this technical memorandum is to summarize Stantec’s spot speed surveys along two portions of Bay Boulevard in the vicinity of the Nassau Expressway (NY 878) in Lawrence, New York. The survey was conducted on Wednesday, September 13, 2017 during the 10AM-2PM weekday off-peak period. The objective of the speed study was to take a sample of location-specific vehicle speeds that would be statistically acceptable at a confidence level of 95% to determine the 85th percentile speed of vehicles traveling along both portions of Bay Boulevard.

RESULTS

The results of the speed study are summarized in the table below:

As presented in Table 1, the 85th percentile speed for Bay Boulevard west of the Nassau Expressway, when rounded to the nearest 5 MPH, is 25 MPH. The 85th percentile speed for Bay Boulevard east of the Nassau Expressway, when rounded to the nearest 5 MPH, is 30 MPH. The posted speed limit along the portion of Bay Boulevard east of the Nassau Expressway is 30 MPH in both directions. There is no posted speed limit signage west of the Nassau Expressway.

In accordance with the NYSDOT Highway Design Manual (HDM) the recommended design speed for Bay Boulevard west of the Nassau Expressway (an urban collector) is 30 MPH. Similarly, in accordance with the HDM the recommended design speed for Bay Boulevard east of the Nassau Expressway (an urban principal arterial-other roadway) is 35 MPH.

DATA COLLECTION METHODOLOGY

The objective of the spot speed survey was to take a sample of location-specific vehicle speeds that would be statistically acceptable at a confidence level of 95% to determine the 85th percentile speed along two portions of the Bay Boulevard corridor. In accordance with the Manual of Traffic Engineering Studies, it was determined that a minimum of 95 samples would be necessary to meet

this goal1. To ensure an acceptable measurement of 85th percentile speeds, more than 100 samples were collected along each direction of the Bay Boulevard corridor.

A radar gun was used to record spot speed measurements on every 2nd or 3rd through vehicle passing a given survey location with a four-second or greater headway (i.e., traveling at free-flow travel speed). Consideration was given to avoid sampling a disproportionate amount of heavy trucks and high or low speed vehicles given the presence of driveways along Bay Boulevard and the proximity of signals along the corridor. In order to approximate (as close as possible) free-flow travel speeds along Bay Boulevard, speed measurements were taken during the weekday midday off-peak period – 10AM to 2PM – on Wednesday, September 13, 2017.

The survey was designed to address potential error that could occur from driver observed radar activity and/or from the angle of observation. Potential error induced by driver observed radar activity was also mitigated by taking measurements from the most discreet positions available. With regards to the angle of observation, the survey crew minimized radar gun inaccuracy by keeping the angle of incidence between the radar beam and the direction of travel as small as possible. A summary of the data collected is attached. It should be noted that both extreme and outlier observations that would result in impractical design considerations were excluded from the calculation of 85th percentile speeds as per the guidance set forth in the Manual of Transportation Engineering Studies.
