Happy New Year! There was a lot of celebrating around our community as we welcomed the arrival of a bright shiny 2013. With winter settling in, we turn our sights and attention to budget time. Like many other households, we are tightening our belts and setting up our annual budget.

Council has no exemption in this area – budget conversations began on January 10 and, following much public input and discussion, should conclude with a public meeting on February 21.

So what happens in between? At a Special Meeting of Council this past Monday, the recommended target rate of 3.24% was proposed to Council. I’m happy to report that Council whole-heartedly supported a motion, tabled by Councillor Mitchell, to ensure the tax rate does not exceed the proposed target and, more importantly, that we work diligently to reduce it to less than 3%.

As laid out in our strategic plan, The Town of Whitby strives to be a community of choice, addressing community needs, providing competitive taxes, and living within our means. The budget strategy is based on the state of the current economy and the impact it has on the ability of our taxpayers to afford improvements. With that in mind, the proposed 2013 budget focuses on maintaining core services, taking care of our assets, and providing for future growth.

Our core services, as used by a typical household, include utilities, energy, facilities, labour, and administrative costs. In the last 12 years, we have increased our population from 86,000 to more than 125,000; we have more than doubled the kilometers of roads; and garbage collection has increased from 23,000 collections per week to over 43,000. Our parkland has doubled, our gardens have tripled, and both take people to maintain.

Among our many assets in need of attention, we include roads, bridges, sidewalks and pathways, street and traffic lights, fencing, parking lots, storm sewers, and water management ponds. The Town of Whitby has 23 facilities for community use, parks and parklands, as well as open space and leisure

trails. Included in our fleet and equipment are: 13 fire trucks, 23 garbage trucks, 11 snow plows, 21 pieces of heavy equipment and 8 zambonis – to name a few. Timely maintenance

and replacement is required to minimize cost and to avoid service disruptions and additional operating costs. To best manage these assets, the Town previously established an asset management program that is adjusted and funded annually.

To provide for growth, the Town uses assessment growth to fund its share of growth capital projects. This funding is forecasted annually to ensure the ten year requirements are financed by assessment growth revenue.

Building a budget is not without its challenges, and, like all levels of government, we have our fair share. The unstable global economy continues to create uncertainty

and concern. Inflation remains low in the face of increased and high unemployment rates. Household income debt continues to climb. The Town budget also considers how we support our existing services to the community, new initiatives, and other changes put upon us by legislative or external governing bodies.

In the coming weeks, Council and staff will work closely together to identify budget reduction options to keep the tax rate at a minimum. I invite you to be a part of this process and to join the public dialogue on Wednesday, February 6 beginning at 7:00 p.m. This meeting is to provide an overview to the public and to receive vital input from the residents and businesses in our community. On Thursday, February 21 at 7:00 p.m., further public input will be heard. At this meeting, Council will also provide comment and deliberations to arrive at a point of approval. Both meetings take place at Town Hall on Rossland Road. Budget books will be available to the public as of Wednesday, January 30. I encourage you to share your thoughts and concerns with me as we move into this process that affects us all.

North Ward UpdateSetting the Tax Rate
