Dear Ms. Bose:

On December 5, 2012, Southern LNG Company, L.L.C. ("SLNG") and Elba Express Company, L.L.C. ("EEC") requested that the Federal Energy Regulatory Commission ("Commission") initiate a National Environmental Policy Act ("NEPA") pre-filing review ("December 5 Request") of (1) a proposed two-phased liquefaction and export project ("Elba Liquefaction Project") that will be integrated with SLNG's existing liquefied natural gas ("LNG") terminal located at Elba Island, Chatham County, Georgia ("Terminal"), and (2) a proposed two-phased project to add compression ("EEC Expansion Project") along EEC's Elba Express Pipeline to provide natural gas to the Terminal (together the "Project"). On December 14, 2012, the Commission issued a letter stating that it will consider the December 5 Request upon full compliance with the procedures outlined in the Commission's regulations at 18 CFR 157.2l. SLNG and EEC hereby files supplemental information relating to the December 5 Request for review and written approval from the Director of the Office of Energy Projects.

Addition of Elba Liquefaction Company

On January 30, 2013, Shell US Gas & Power LLC, a subsidiary of Royal Dutch Shell pIc, and Southern Liquefaction Company, LLC, a Kinder Morgan company and unit of EI Paso Pipeline Partners, L.P. formed the Elba Liquefaction Company, L.L.C. ("ELC") to develop natural gas liquefaction facilities associated with the proposed Elba Liquefaction Project. Therefore, by this Supplement, ELC joins SLNG and EEC (together "Companies") in requesting that the Commission initiate a NEPA pre-filing review of the proposed Project.

Completion of Commission's Regulations

In compliance with Section 157.21 of the Commission's regulations, 1 Companies provide the following supplemental information to the December 5 Request:

1. Companies met with the Office of Energy Projects Staff ("Staff') on February 12, 2013, for an initial consultation meeting.

2. Companies provided Staff with proposals from three prospective third-party contractors on February 12,2013.

Moreover, Bart Gobeil, Georgia Governor Nathan Deal's Chief Operating Officer, is the contact for the State of Georgia to consult with the Commission regarding LNG projects to be developed in Georgia.

4. A Public Affairs Overview for the Project is attached as Appendix C.

5. SLNG and ELC have conducted outreach via telephone and/or e-mail as shown in the attached Appendix D. In addition, SLNG and ELC have conducted outreach meetings as shown in the attached Appendix E.

6. Companies are in the process of developing a website and intend to make it publicly available by March 1, 2013. Companies will submit a supplemental filing to provide the web address.

Companies look forward to working with the Commission's Staff as well as the various federal, state, and local agencies to ensure a thorough and timely environmental review of the proposed Project. Based on the foregoing information, Companies respectfully request that the Commission approve the use of its pre-filing process for the Project by February 28,2013. Public Affairs Overview

Elba Liquefaction Project and EEC Expansion Project

Companies understand that stakeholder outreach and public consultation are cornerstones of successful energy infrastructure projects. The public affairs team has developed a comprehensive, proactive stakeholder outreach and public participation plan, using an underlying principle: Open, honest, proactive communication is simply the right thing to do. Companies strive to continue to be good neighbors and good corporate citizens and believes that every person, organization, and institution that might be affected by the project should be informed and should have an opportunity to participate in the decisions that might affect them. The key objective of outreach is to keep the public informed about the liquefaction project.

To meet these objectives, the public affairs team will:

• Identify all affected key stakeholders.

• Establish channels for two-way communication throughout the life of the project.

• Allow for public input at critical stages of planning.

The public affairs plan is designed to reach a wide range of audiences and affected stakeholders, including:

• Landowners • Federal, state and local elected officials • Federal, state, and local regulatory agencies • County and municipal planning organizations • Farm bureaus • Environmental/conservation groups • Economic development agencies/chambers of commerce • Local law enforcement agencies • Local media outlets • Community at large

The public affairs team will employ the following strategies and tactics to accomplish the objectives mentioned above:

Information materials. The team will develop messages and materials to inform stakeholders about the project. These materials include:

• Project fact sheets • Frequently Asked Questions (FAQ)

• Project fact card

• Project maps • Power Point presentation (used at community meetings and with elected officials)

Media outreach. The team will keep media informed through regular contact and updates. In addition, team members will invite media to speaking engagements, such as service club meetings, where media members can receive project updates.

Website. In addition to serving as a repository for up-to-date materials and information, the project website will feature mechanisms for stakeholders to receive a more in-depth look at the project and have the ability to ask questions and provide input into the project.

Strong and regular community relations at the local level. Beyond the scope of required public outreach activities, the public affairs team members will focus on the importance of stronger community relations, enhanced involvement at the local level, integrated government affairs, and proactively reaching all stakeholders on a regular basis.

In addition to updating local residents and stakeholders through media, speaking engagements and direct outreach, the team will work closely with affected local service clubs for presentations, other local organizations and schools to better engage with community members.

Dear Mr. Sheffield:

Thank you for providing supplemental information, filed February 25, 2013,regarding Southern LNG Company, L.L.C. and Elba Express Company, L.L.C.’s(Companies) December 5, 2012 request to use of the Federal Energy Regulatory Commission’s (FERC or Commission) pre-filing review process for the planned Elba Liquefaction and EEC Expansion Projects. The supplemental information is responsive to my December 14, 2012 letter regarding the Companies’ original request.

As stated in your letter, the Companies plan to construct and operate a two-phased liquefaction/liquefied natural gas (LNG) export project at the existing Elba LNG Terminal, in Chatham County, near Savannah, Georgia. The projects would involve: (a) liquefaction facilities to support production and export of up to 350 million cubic feet of LNG per day (2.5 million tons per year) at the Elba Terminal; (b) installation of up to 16, 000 horsepower of compression at the existing Hartwell Compressor Station in Hart County, Georgia; and (c) construction of a new 11,000 horsepower compressor station and about 1,000 feet of interconnecting pipeline in Jefferson County, Georgia.

Your letter also stated that the Companies intend to file applications in December2013. When the Companies file the applications with the Commission, we will evaluate the progress made during the pre-filing process, based in part on our success in resolving the issues raised during scoping. Once we determine that your applications are ready for processing, we will establish a schedule for completion of the environmental document and for the issuance of all other federal authorizations.

Southern LNG Company, L.L.C. (“SLNG”), a subsidiary of Kinder Morgan, Inc. (“KMI”) is proposing to add natural gas liquefaction and exporting capabilities (“Elba Liquefaction Project”) to SLNG’s existing Elba Island liquefied natural gas (“LNG”) terminal in Chatham County, Georgia (“Terminal”). The Elba Liquefaction Project will export domestically-sourced LNG. SLNG will submit an application with the Federal Energy Regulatory Commission (“FERC” or “Commission”) for authorization under Sections 3 and 7 of the Natural Gas Act (“NGA”) to construct, modify, or abandon structures, piping, and appurtenances at or next to the Terminal, including abandonment of the LNG truck loading facilities at the Terminal.

The Terminal, located on an 840-acre private island near Savannah, Georgia, currently imports LNG using two LNGC berths, LNG storage tanks, and associated regasification and send out infrastructure. The Terminal’s current storage capacity is 11.5 billion cubic feet (Bcf), with 1,755 million cubic feet per day (MMcf/d) of peak vaporization and send-out capacity. The Terminal is directly connected to four major pipelines, and indirectly connected to two others.

As currently designed, the Elba Liquefaction Project will include natural gas pre-treatment, liquefaction, and export facilities with a capacity of up to 0.5 Bcf per day, plus permanent enhancements to the existing equipment and additional utilities within the existing footprint. The Elba Liquefaction Project facilities would permit gas to be received by pipeline at the Terminal, liquefied and loaded from the Terminal’s storage tanks onto vessels berthed at the existing marine facility. The Elba Liquefaction Project will be designed to allow the Terminal to be capable of providing bi-directional service.

SLNG will modify certain operational procedures to accommodate the proposed export operations. These procedures, which previously have been found to be consistent with the Safety and Hazard analysis that was conducted for the original authorizations for the Terminal import operations, will be modified to include loading of LNG into ships.

In conjunction with the Elba Liquefaction Project, Elba Express Company, L.L.C. (“EEC”) is proposing a two-phased project to add compression along its existing EEC Pipeline. This proposed addition will include (1) constructing a new compressor station in Glascock, Jefferson, or Burke County, Georgia, to include up to two compressor units totaling as much as approximately 16,000 horsepower, and (2) an expansion of its existing Hartwell Compressor Station in Hart County, Georgia, by adding a single unit of up to 16,000 horsepower (“EEC Expansion Project”). EEC will submit an application to the Commission requesting authorization under Section 7 of the NGA to construct, and operate these facilities.

The proposed Elba Liquefaction Project and EEC Expansion Project components will be regulated by the FERC, with other federal agencies acting as cooperating partners in review of their respective projects under the National Environmental Policy Act (“NEPA”). SLNG and EEC filed for approval from the FERC on December 5, 2012, to use the FERC pre-filing process in preparing its application for under Sections 3 and 7(b) of the NGA. The FERC has established its pre-filing process to encourage natural gas project applicants to engage in early project development involvement with the public and agencies, as contemplated by NEPA and the Council on Environmental Quality regulations.

The preliminary project schedule includes the following target dates:

a. Pre-filing process begins – December 2012

b. Complete consultations, submit permit applications – November 2013

c. Submit application to FERC – November 2013

d. NEPA review period – March 2014 to August 2014

e. Receive FERC Authorization – November 2014

f. Start Construction – January 2015

Existing conditions at the Terminal have been previously analyzed in the Commission’s Final Environmental Impact Statement that was published for the Elba Island LNG Terminal Expansion Project (Elba III Project) in August of 2007. SLNG notified the U.S. Coast Guard of the proposed modifications to the Marine Transfer Area as part of the Elba Liquefaction Project, and received concurrence from the U. S. Coast Guard by letter dated September 11, 2012, that SLNG is not required to submit a new Letter of Intent or Waterway Suitability Report to supplement those dated September 20, 2006, and June 18, 2007, respectively.

Elba Liquefaction Company, LLC1 (“ELC”) and Southern LNG Company, L.L.C.2 (“SLNG”) (together “Companies”) are proposing to add natural gas liquefaction and exporting capabilities (“Elba Liquefaction Project”) to SLNG’s existing Elba Island liquefied natural gas (“LNG”) terminal in Chatham County, Georgia (“Terminal”) under Section 3 of the Natural Gas Act (“NGA”). Additionally, SLNG is proposing to abandon its LNG truck loading facilities at the Terminal under Section 7(b) of the NGA.

The Elba Liquefaction Project proposes to export domestically-sourced liquefied natural gas (LNG) on behalf of its customer. SLNG will submit an application with the Federal Energy Regulatory Commission (“FERC” or “Commission”) for authorization under Sections 3 and 7 of the Natural Gas Act (“NGA”) to construct, modify, or abandon structures, piping, and appurtenances at or next to the Terminal, including abandonment of the LNG truck loading facilities at the Terminal.

The Terminal, located on an 840-acre private island near Savannah, Georgia (32.086175, -80.995617), currently imports LNG using two liquefied natural gas carrier (LNGC) berths, LNG storage tanks, and associated regasification and send out infrastructure. The Terminal’s current storage capacity is 11.5 billion cubic feet (Bcf), with 1,755 million cubic feet per day (MMcf/d) of 1 Elba Liquefaction Company, L.L.C. is a Delaware limited liability company formed by Southern Liquefaction Company, LLC, a

Delaware limited liability company, and unit of El Paso Pipeline Partners, L.P., and Shell US Gas & Power LLC, a Delaware limited liability company, and subsidiary of Royal Dutch Shell plc.

peak vaporization and send-out capacity. The Terminal is directly connected to three major pipelines, and indirectly connected to two others.

As currently designed, the Elba Liquefaction Project will include natural gas pre-treatment, liquefaction, and export facilities with a capacity of up to 350,000 Mcf per day, plus permanent enhancements to the existing equipment and additional utilities within the existing footprint. The Elba Liquefaction Project facilities would permit gas to be received by pipeline at the Terminal, liquefied, stored, and then loaded from the Terminal’s storage tanks onto vessels berthed at the existing marine facility. The Elba Liquefaction Project will be designed to allow the Terminal to be capable of providing bi-directional service.

The proposed project boundary of the Elba Liquefaction Project is shown on the Project mapping included in Attachment 1.

In conjunction with the Elba Liquefaction Project, Elba Express Company, L.L.C. (“EEC”) is proposing a two-phased project to add compression along its existing EEC Pipeline. This proposed addition will include (1) constructing a new compressor station in Jefferson County, Georgia (33.152435, -82.269297), and (2) an expansion of its existing Hartwell Compressor Station in Hart County, Georgia (34.287413, -82.808240), by adding compression up to 16,000 horsepower (“EEC Modification Project”). EEC will submit an application to the Commission requesting authorization under Section 7 of the NGA to construct, and operate these facilities. Project mapping of the Jefferson County, Georgia site and the Hartwell Compressor Station existing footprint is located in Attachment 2.

The proposed Elba Liquefaction Project and EEC Modification Project components will be regulated by the FERC, with other federal agencies acting as cooperating partners in review of their respective projects under the National Environmental Policy Act (“NEPA”). SLNG and EEC filed for approval from the FERC on December 5, 2012 with a supplement on February 25, 2013, to use the FERC pre-filing process in preparing its application under Sections 3 and 7(b) of the NGA in Docket No. PF13-3FERC approved the Companies’ and EEC’s request on March 1, 2013. The FERC has established its pre-filing process to encourage natural gas project applicants to engage in early project development involvement with the public and agencies, as contemplated by NEPA and the Council on Environmental Quality regulations.

Existing conditions at the Terminal were last analyzed in the Commission’s Final Environmental Impact Statement that was published for the Elba Island LNG Terminal Expansion Project (Elba III Project) in August of 2007 (Docket No. CP06-470). SLNG notified the U.S. Coast Guard of the proposed modifications to the Marine Transfer Area as part of the Elba Liquefaction Project, and received concurrence from the U. S. Coast Guard by letter dated September 11, 2012, that SLNG is not required to submit a new Letter of Intent or Waterway


Suitability Report to supplement those dated September 20, 2006, and June 18, 2007, respectively.

We have reviewed the Georgia DNR Wildlife Resources Division website for information on protected and rare species and natural communities in the project areas. The protected species list for the Elba Liquefaction Project is located in Attachment 3 and in Attachment 4 for the EEC Modification Project. This information will be used to assist our environmental surveys and evaluation of Project impacts on the natural community. On behalf of Companies and EEC, we respectfully request that the Georgia DNR provide us with information regarding any federal/state listed or candidate, threatened, or endangered species or suitable habitat that may occur within the proposed Project footprint. If possible, please indicate the distance and directions of any known occurrences within one mile of the Project boundaries. In addition, please review and comment on the enclosed list of T&E species.

The current range is centered along the Canadian and U.S. Atlantic coasts from Nova Scotia to Florida, although sightings in the Gulf of Mexico and off Greenland and Scandinavia are reported rarely. Scientists speculate that the shallow, sheltered, cool waters off Georgia and Florida present habitat characteristics that are particularly conducive to right whale calving and nursing.

In Georgia, the gopher frog is restricted to longleaf pine ecosystems. It occurs in sandy and well drained, longleaf pine - saw palmetto – wiregrass sandhills as well as more poorly drained longleaf pine flatwoods.

In Georgia, the species is strongly associated with the xeric sandridge habitat. The species is probably most strongly associated with longleaf pine-scrub oak communities, with long leaf pine, turkey oak, and wiregrass. Additionally, the species is intimately associated with the gopher tortoise, as the species utilizes tortoise burrows for refuge and overwintering sites.

Along with sandy soil for burrowing, sunlight availability and abundant herbaceous vegetation are the key habitat requirements for this reptile. Gopher tortoises are a characteristic species of the rapidly disappearing longleaf pine and wiregrass community, which includes sandhills, dry flatwoods, and turkey oak scrub.

Green turtles are found in oceanic habitat as post-hatchlings and juveniles. They are generally associated with concentrations of sargassum weed found in oceanic convergence zones. When they reach a carapace length of approximately 20 to 25 cm (8-10 in), they leave the oceanic habitat and move into shallow coastal waters where they feed on sea grasses and algae. In Georgia, juveniles have been documented foraging on macroalgae found on docks and jetties. During the nesting season, adults may be found in proximity to nesting beaches.

Loggerheads are found throughout the marine and estuarine waters of Georgia during the warm months of spring, summer, and fall. They have been observed swimming or basking on the surface as far as the Gulf Stream, 104 km (62.4 mi) offshore, and are seen regularly as close as the creeks and tidal rivers of Georgia's extensive saltmarshes.

Spotted Turtle Clemmys guttata -- SU

Heavily vegetated, shallow wetlands with standing or slowly flowing water are the typical habitat for the spotted turtle. These include Carolina bays, bogs, swamps, marshes, wet meadows, and even tidally-influenced brackish streams. Wetlands with a soft, mucky substrate seem to be preferred. During certain times of the year, spotted turtles spend a considerable amount of time on land. Unfortunately, upland habitat requirements are not well understood.

Malaclemys terrapin -- SU

Coastal marshes, tidal flats, coves, estuaries, and lagoons behind barrier beaches; brackish and salt water (but basically retricted to estuarine situations; intolerant of long-term exposure to freshwater or 100% salt water). Burrows into mud when inactive; in Virginia, has been observed hibernating in moist sand 8 m from the high tide mark. May venture into grassy lowlands at high tide.

Habitat of adults primarily includes shallow coastal and estuarine waters, often over sandy or muddy bottoms where crab are numerous. Most adults stay in the Gulf of Mexico, and they are rare along the Atlantic coast of the northeastern United States.

Leatherback sea turtles are highly pelagic, but may also forage in coastal waters. Leatherbacks make long-distance migrations from nesting sites in the tropics to foraging sites in the sub-Arctic. Leatherbacks are found along the Georgia coast during annual migrations in the fall and spring. They are also commonly seen in the winter months foraging on sea jellies.

Least Tern Sternula antillarum -- SR

Today many nesting colonies make use of agricultural fields, parking lots, sand and gravel pits, dredge spoil sites, bare land associated with airports, and flat gravel rooftops. Use of these sites may be an adaptation to human disturbance on beaches where traditional nesting sites were located. Much of the breeding population in Georgia uses dredge-spoil islands and gravel rooftops of large buildings. Foraging habitat of coastal populations includes bays, estuaries, inlets, river mouths, fresh water ponds, and shallow near-shore ocean waters.

Black Skimmer

Rynchops niger -- SR

Black Skimmers form breeding colonies on beaches, sandbars, dredge spoil islands, and marsh islands. They prefer sparsely vegetated, sandy substrates and often nest in close association with gulls and terns. In areas where such habitat is lacking, they may nest on the wrack line in saltmarsh. Foraging habitat includes bays, estuaries, tidal creeks and rivers, saltmarsh pools, and other shallow coastal waters, usually within 5 km (3 mi) of the nesting site.

Wood Stork Mycteria americana FE SE

Wood storks use a variety of freshwater and estuarine wetlands for breeding, feeding, and roosting. They are colonial nesters, and several nests are often located in the same tree. Colony size in Georgia has ranged from fewer than 12 to more than 500 nests. Nests may be located in large or small trees; but the trees must be in standing water or on islands surrounded by water.

Haematopus palliatus -- SR

This species exists on the highly dynamic edge of estuarine and marine coastal environments throughout its range, rarely straying any distance from saltwater. In Georgia preferred nesting sites are areas of beach with broad sandy berms or terraced flats that are above the mean (average) high tide line. These areas often occur at the northern or southern ends of barrier islands and at the tips of sand spits near inlets.

Swallow-Tailed Kite

Elanoides forficatus -- SR

This kite nests in trees that emerge above the surrounding forest, which in Georgia are typically very large pines found in small “pine islands” within floodplain or riparian forest, or in older stands of pine forest adjacent to floodplains of large rivers or tributary creeks. Foraging habitats include bottomland forests, cypress and mixed cypress-hardwood swamps, hardwood hammocks, pine flatwoods, pine forests bordering riparian areas, freshwater and brackish marshes, wet prairies, sloughs, and pastures.

Piping Plover Charadrius melodus FT ST

Breeding birds nesting along the Great Lakes, larger inland lakes in the northern Great Plains, and along the Atlantic Coast prefer sparsely vegetated sandy beaches, gravel, or cobble; frequently near sand dunes. Wintering areas include beaches, mudflats, and tidal ponds that are periodically inundated by water from high tide.

Charadrius wilsonia -- ST

Coastal beach habitats including dry sand beaches, dunes, newly forming beaches, intertidal sand flats, mudflats, saltpans, and coastal lagoons. Breeding habitat in Georgia is primarily on the outer barrier island beaches, with limited nesting on dredge deposit sites.

Bald Eagle Haliaeetus

leucocephalus BGEPA ST Prefers large, mature trees that are easily accessible for nesting and close to large bodies of water and fresh to intermediate marshes for foraging.

Red-Cockaded Woodpecker

Picoides borealis FE SE

This small woodpecker needs large expanses of mature, open pine forest, particularly longleaf, slash, or loblolly pine. Nest and roost cavities are excavated only in old living pines, and the process may take several years to complete. Trees selected for cavities are usually infected with red heart fungus, which softens the heartwood, making excavation easier. The habitat that probably supported the largest populations historically was the fire-maintained longleaf pine forest of the Coastal Plain.

Toxolasma pullus -- ST

Typically found in shallow water near the banks of streams, rivers, ponds, and lakes with little flow. This species is usually found in soft substrates such as mud, silty sand, and sand.

Generally associated with wetland habitats such as bottomland and hardwoods in the interior areas, and the margins of sinks, ponds and other depressions in the more coastal sites. The plants generally grow in shaded areas but may also be found in full sun.

Heavily vegetated, shallow wetlands with standing or slowly flowing water are the typical habitat for the spotted turtle. These include Carolina bays, bogs, swamps, marshes, wet meadows, and even tidally-influenced brackish streams. Wetlands with a soft, mucky substrate seem to be preferred.

Bluebarred Pygmy Sunfish

Elassoma okatie -- SE

Bluebarred pygmy sunfishes are known from slow-moving to stagnant, heavily vegetated areas within ditches, impoundments, creeks, and rivers. They are strongly associated with aquatic plants, including alligator weed, bladderwort, duckweed, grasses, pondweed, rushes, and spatterdock. Waters are typically tea-stained and acidic.

Atlantic Pigtoe Fusconaia masoni -- SE

The preferred habitat for this species is coarse sand and gravel at the downstream end of riffles. This species is rarely found in substrates of fine sand and silt or mud.

Southeastern Pocket Gopher

Geomys pinetis -- ST

Pocket gophers require loose, sandy, well-drained soil for burrow construction and an abundant supply of grasses and forbs for food. They are native to areas of upland coastal plain longleaf pine forest, including rolling hills and sandhills, particularly where frequent fires maintain conditions that favor the growth of groundcover plants.

polyphemus FC SE

Along with sandy soil for burrowing, sunlight availability and abundant herbaceous vegetation are the key habitat requirements for this reptile. Gopher tortoises are a characteristic species of the rapidly disappearing longleaf pine and wiregrass community, which includes sandhills, dry flatwoods, and turkey oak scrub.
