According to the ICAO Safety Audit Program (USOAP) results (with 165 States audited

as at August 2010):

- Approx. 58% of audited states had not established procedures and 72% had no

guidance for aerodrome certification and surveillance

- 69% of audited states had not established a runway safety program related to runway

incursions

- 65% of audited states had not established a mechanism to rectify safety issues in a

timely way

- 83% of audited states had not implemented aerodrome SMS

- 59% of audited states had not reviewed Aerodrome Manuals periodically

• Establish/appoint committee to prepare the APEX visit.

- Inform the responsible Managers of your organization of the APEX

- Inform Civil Aviation Organization of the APEX

- Inform Air Traffic Services and if not part of Aerodrome Operator

the ARFF, etc.

• Appoint person(s) to accompany the Safety Assessors during their

safety review on the field.

• Arrange hotel accommodation, F&B and transportation for the

assessors.

Lessons Learned

1) APEX does not work without participation and

cooperation from airports.

2) Some airports still see each other as competitors.

3) Right balance between cost savings vs. safety expenses.

4) Airports not prone to share information.

5) Language barriers may create interpretation differences.

6) Differences in Regulations. (ICAO, EASA, FAA)
